We are seeking a Head of Compliance. This role ensures that Virtual Pay operates in full compliance with all applicable legal, regulatory, and industry requirements, by establishing, implementing, and maintaining a robust compliance framework that supports business growth while mitigating regulatory and financial crime risk. The ideal candidate should have extensive experience in compliance management within the financial services or payment services industry, along with a deep understanding of the global regulatory landscape.
Key Responsibilities
Compliance Strategy & Framework
- Develop, implement, and maintain a robust compliance program and governance framework tailored to Virtual Pay’s operations.
- Ensure compliance with all relevant laws, regulations, licensing obligations, and industry standards applicable to payment services, financial crime prevention, data protection, and consumer protection.
- Establish compliance policies, procedures, standards, and internal controls, communicating these across the business.
Regulatory Engagement & Reporting
- Serve as the primary point of contact with regulatory authorities, auditors, and external stakeholders on compliance and regulatory matters.
- Manage and oversee timely regulatory filings, reports, and submissions.
- Monitor, interpret, and advise on changes to regulatory requirements and ensure internal policies are updated accordingly.
Financial Crime Prevention
- Oversee the design and implementation of comprehensive Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), Know Your Customer (KYC), Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), and sanctions screening programs.
- Ensure effective monitoring, reporting, and escalation of suspicious activities.
Risk Assessment & Controls
- Conduct regular compliance risk assessments and develop mitigation strategies.
- Lead internal compliance audits and control testing, and oversee remediation actions.
Leadership & Culture
- Lead, mentor, and build a high-performing compliance team, providing clear guidance on expectations, priorities, and professional development.
- Promote a strong culture of compliance, ethical conduct, and accountability across all business units.
Cross-Functional Support
- Advise business, product, operations, and technology teams on compliance implications of new products, services, and business initiatives.
- Partner with legal and risk functions to integrate compliance into strategic decision-making and operational planning.
Requirements
Qualifications
- Bachelor’s degree in law, Finance, Business, or related discipline.
- Professional certifications such as ACAMS, ICA, CCEP, CCO/CCEP-K, or equivalent are strongly preferred.
- Minimum 7 years of progressive experience in regulatory compliance, or related compliance roles, preferably within fin-tech, PSPs, EMIs, or financial services.
- Proven leadership experience with a track record of building or scaling compliance functions in a high-growth, dynamic environment.
- Strong experience in AML/KYC programs and regulatory engagement.
- Deep understanding of PSP/fin-tech regulatory frameworks, including payments, AML/CTF, data privacy, and consumer protections.
- Excellent analytical, communication, and stakeholder management skills.

The ideal candidate should have extensive experience in risk management within the financial services or payment services industry, along with a deep understanding of the global regulatory landscape.
Key Responsibilities
Risk Management Strategy:
- Develop and implement a comprehensive risk management strategy aligned with the company’s business objectives and regulatory requirements.
- Lead the identification, assessment, and prioritization of risks across the organization.
Risk Governance:
- Establish and maintain risk governance frameworks, policies, and procedures.
- Ensure effective risk reporting and communication to the executive team and board of directors.
Regulatory Compliance:
- Stay abreast of global regulatory developments and ensure compliance with applicable laws and regulations.
- Liaise with regulatory bodies and ensure timely and accurate reporting.
Operational Risk:
- Oversee the identification and management of operational risks, including fraud prevention, cybersecurity, and business continuity.
- Develop and implement risk mitigation strategies and controls.
- Oversee card risk management, ensuring effective controls are in place to detect and prevent fraud.
- Manage transaction monitoring systems to detect suspicious activities and ensure compliance with relevant regulations.
AML and Transaction Monitoring:
- Develop and maintain policies and procedures related to Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) compliance.
- Implement and oversee robust AML and transaction monitoring programs.
- Ensure effective detection, investigation, and reporting of suspicious transactions.
Risk Assessment and Reporting:
- Conduct regular risk assessments and audits to evaluate the effectiveness of risk management practices.
- Prepare and present detailed risk reports to senior management and the board.
Implementation of ISMS (Information Security Management System):
- Lead the implementation and continuous improvement of an ISMS in alignment with ISO/IEC 27001 standards.
- Identify and assess information security risks and implement appropriate controls to mitigate these risks.
- Ensure the ISMS supports the overall risk management framework and contributes to the company’s risk management strategy.
- Oversee internal and external ISMS audits, ensuring compliance and certification maintenance.
Leadership and Collaboration:
- Lead and develop a high-performing risk management team.
- Collaborate with other departments to integrate risk management into business processes and decision-making.
Training and Awareness:
- Promote a risk-aware culture across the organization through training and awareness programs.
- Provide guidance and support to staff on risk-related matters.
Requirements
- Bachelor’s degree in Risk management, Finance, Business, or a related
- Professional certifications such as FRM, PRM, CFA, or ACAMS are an added advantage.
- At least 7 years of experience in risk management within the financial services, fin-tech, or payments industry.
- In-depth understanding of risk, compliance, and fraud prevention strategies in digital payments.
- Familiarity with Kenyan and global regulatory frameworks governing PSPs.
- Strong leadership, analytical, and decision-making skills.

The Head of Reconciliation ensures that the Virtual Pay operates with accurate, transparent, and reliable reconciliation of all payment and financial transactions across the various jurisdictions in which the company is licensed and operates. This role is accountable for developing and managing a comprehensive reconciliation framework that supports financial integrity, strengthens internal controls, facilitates timely settlements, and enables effective collaboration with internal teams and external partners in a high‑volume, multi‑market payments environment.
Leadership & Strategy
- Lead, build, and continuously enhance the reconciliation function to ensure accurate tracking of all transaction flows, settlements, and ledger balances across markets and products.
- Develop negotiation, documentation, and implementation of reconciliation policies, standards, procedures, and controls tailored to support international operations.
- Provide strategic direction to the reconciliation team, set performance expectations, support professional development, and ensure strong succession planning.
Reconciliation Operations & Controls
- Oversee the execution of daily, weekly, and monthly reconciliation processes for transactions across payment rails, banks, Virtual Pay partners, wallets and merchant accounts.
- Establish and maintain robust reconciliation controls, exception handling workflows, and escalation procedures to promptly resolve discrepancies and exceptions.
- Monitor reconciliation outcomes for accuracy and completeness; ensure that variances and unresolved items are investigated, analyzed, and addressed in a timely manner.
Settlement Oversight & Financial Reporting
- Ensure reconciliation supports timely and accurate settlement with banking and Virtual Pay partners in all operating jurisdictions.
- Work closely with Finance to validate general ledger balances and support month‑end, quarter‑end, and year‑end close activities related to reconciliation and financial reporting.
- Prepare and present reconciliation status reports, insights, and key performance indicators of senior leadership.
Process Efficiency & Technology Integration
- Identify opportunities to automate reconciliation workflows, improve tools and systems integration, and eliminate manual inefficiencies.
- Partner with Product, Engineering, and IT teams to design and deploy scalable reconciliation solutions that support growth and operational reliability.
Compliance & Risk Management
- Ensure reconciliation practices align with internal controls, risk management frameworks, and applicable regulatory reporting obligations in all jurisdictions of operation.
- Support internal and external audits with detailed documentation, reconciliation evidence, and risk control validation.
Cross‑Functional Collaboration
- Collaborate with Finance, Compliance, Operations, Treasury, and other business units to resolve reconciliation issues, support new product launches, and address operational risks arising from transaction flows.
Requirements
- Bachelor’s degree in finance, Accounting, Business Administration, or a related field.
- Professional qualifications such as CPA, ACCA, CIMA, or equivalent are highly advantageous.
- Minimum 7 years’ experience in reconciliation, financial operations, or payment processing functions, preferably within fin-tech, PSPs, banks, or high‑volume transactional environments.
- Demonstrated experience managing and scaling reconciliation functions or teams in a dynamic, multi‑jurisdictional operational context.
- Expertise in reconciliation principles, financial controls, exception management, and settlement operations.
