    OBJECTIVES OF THE PROGRAMME

    Kenya is one of three countriesselected to participate in the Malaria Vaccine Implementation Programme (MVIP).The goal of the MVIP is to provide key information to inform and update the WHO policy recommendation on the use of the RTS, S/AS01 malaria vaccine in young childrenin sub Saharan Africa. The strategic objective is to provide timelyavailability of pilot implementation evidence on RTS,S feasibility, impact, andsafety for submission to the WHO‘s SAGE/MPAC aiming for final data submissionin 2022. To accomplish this, WHO will work closely with PATH in collaborationwith the MOH and other partners, to support the introduction of the RTS, Svaccine sub-nationally through EPI programs in the 3 selected countries.

    DESCRIPTION OF DUTIES

    The incumbent willhave the following assigned duties and responsibilities;

    • Providesupport and technical assistance in collaboration with WHO, PATH, GSK, andother in- country stakeholders/partners, to the MOH EPI Manager and working closelywith the MOH MVIP focal point towards, preparations, implementation andadvancement of MVIP activities in line with the developed timelines.
    • Assist theMoH EPI focal point on MVIP activities to keep timelines on track andanticipate and notify the EPI manager of any threats or obstacles to theplanned timeline and facilitating resolution of these threats andobstacles.
    • AttendMVIP teleconferences and meetings, providing support to the EPI Manager toensure regular communication and updates on the state of MVIP preparedness.
    • Supportthe National Vaccines and Immunization Programme to review and implement a detailed Vaccine introduction plan andbudget for the pilot introduction of RTS, S vaccine. Specifically
    • Assistwith the development of the vaccine implementation strategy, as well as, thereview and revision of draft plans and budgets to ensure finalization andapproval.
    • SupportNVIP to organize and facilitate meetings related to RTS, S introductionincluding technical working group meetings and planning activities.
    • Working inpartnership with WHO and MVIP collaborators, support NVIP to draft programmeguidelines, training materials and conduct trainings.
    • SupportNVIP to identify areas requiring capacity building such as logistics, coldchain, monitoring and evaluation etc., through a preparedness assessment atnational level and in the pilot areas and propose activities/support to addressthese.
    • Supportpreparations and conduct of evaluations onfeasibility, impact, and safety of malaria vaccine
    • Support the NVIP and the PPB to strengthenpharmacovigilance activities.Perform any other duties as assigned by the WR.

    REQUIRED QUALIFICATIONS

    Education

    Essential: A first level university degree in Medicine orhealth related sciences.
    Desirable: Postgraduate degree in Medicine, or healthrelated sciences or other fields relevant to immunization or malaria control.

    Experience

    Essential: At least 2 years demonstratedexperience in implementation of public health programmes at national andsubnational levels preferably in immunization or malaria control programmes.
    Desirable: Demonstrated experience in working with KenyaMinistries of Health on design, planning, implementation, monitoring andevaluation of national health programmes. Experience in doing costing andbudgeting, and working in collaboration with a diverse range ofstakeholders.

    Infectious Hazard Management (IHM) Officer

    OBJECTIVES OF THE PROGRAMME

    The mission of the WHE Programme is to help countries to establish emergency readiness and response capacity, and to coordinate national action to prevent,prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

    Description Of Duties

    In the context of the WHO Health Emergencies (WHE) Programme, the incumbent will manage the Infectious Hazard Management (IHM) activities at the country level and will support the prevention and control of high threatdiseases of pandemic & epidemic potential through coordinating the forecasting, characterization of diseases and/or infectious risks and theimplementation of evidence-based strategies to manage infectious hazards. The incumbent will be deployed to emergency operations when required. 1.Advise on the development, implementation and evaluation of the national strategies and workplans pertaining to the prevention and control of high threat diseases of pandemic & epidemic potential or infectious risks and the implementation of evidence-based strategies tomanage infectious hazards, interventions in high-risks groups and recommend measures for special attention, ensuring compliance with organization-wide IHM strategies.

    • In close collaboration with the risk assessment, health information management and other teams in HQ and the respective RegionalOffice, monitor the early prevention, detection, verification, assessment and investigation of any risks of outbreaks and the dissemination of data related to the occurrence of outbreaks.
    • Adapt IHM global policies, concepts, tools and strategies and manage their implementation at the country level, for the prevention and, where feasible, elimination of diseases/epidemic risks. Work with partners, to improve approaches and methods of controlling epidemics indifferent epidemiological situations.
    • .Conduct the periodic reporting of infectious hazard activities, support the information systems and the monitoring facilitating integration with the national health information systems, as required.
    • Contribute to the surveillance and risk analysis of infectious diseases; participate in the rapid response teams responsible forthe rapid investigation of alerts, field risk assessments and early detection and response.
    • Ensure that risk communication messages are technically sound and socio-culturally appropriate to induce, engage and empower stakeholders in the prevention, mitigation and control of infectious hazards.7.Make recommendations and give guidance on relevant courses of actions to be taken in affected as well as non-affected areas inorder to prevent and/or control cause of excess morbidity and mortality
    • In close collaboration with other technical teams, provide technical assistance on vaccination, enhanced surveillance, infection control (including personal protection), enhanced sanitation and hygiene, increased provision of water and/or nutrients, prepositioning of drugs andmedical supplies, vector control etc.
    • Request the activation of technical expert networks at global or regional level to characterize the pathogen and the disease in case of unknown infection. 10. Represent the Country Office at official meetings as needed.

    Required Qualifications

    OBJECTIVES OF THE PROGRAMME

    The primary objective of the Health Systems and Services Cluster is to strengthen health systems based on Primary Health Care, supporting universal health coverage. Its work encompasses the following areas: strengthening of health systems governance for social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centred, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; strengthening national health research systems, and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation; and developing human resources for health.

    Description Of Duties

    • Under the direct supervision of the WHO Representative, and the technical guidance of the Director, Health Systems and Services (HSS) in AFRO, the incumbent is responsible for, but not necessarily limited to the following assigned duties:
    • Advise and collaborate on the development, implementation, and evaluation of technical cooperation programs in the areas of health governance, health policy and systems development, health services organization and management supporting universal health coverage;

    Technical Officer (Country Readiness)

    Job description

    OBJECTIVES OF THE PROGRAMME

    The mission of the WHO Health Emergencies (WHE) Programme is to helpcountries to establish emergency readiness and response capacity, and tocoordinate national action to prevent, prepare for, detect, rapidly respond to,and recover from outbreaks and emergencies.

    Description Of Duties

    The objectives of WHO's Emergency Preparedness and Response is to support member states develop and sustain the capacity and a robust system to detect, analyze, report and promptly respond to disease outbreaks and other events of potential public health impact. It also aims at building capacity of member states to identify major hazards and take necessary measure to mitigate and reduce possible impacts during emergencies. The incumbent will be assigned the following duties;

    • Provides technical expertise and guidance in the field of Emergency Preparedness and Response (EPR) including provision of expertise and authoritative advice for the collection, validation, analysis and dissemination of data, the design and implementation of Early Warning and Response System, and the coordination of related activities.
    • Establishes and maintain close collaboration with a broad range of staff from MOH, health facilities, county health offices and partners to promote and facilitate effective cooperation for the implementation of related policies and procedures,3. Provides elaborate strategies and guidelines to ensure the quality and usefulness of EPR interventions including the Integrated Disease Surveillance and Response(IDSR), monitoring and rapid assessments when required during emergencies;
    • Provides support in capacity building in the country to meet the core IHR competencies. Monitor progress, identify critical gaps and support the review and re-planning for meeting the required core competencies.
    • Ensure that humanitarian health needs are identified by planning and coordinating joint, inter-cluster, initial rapid assessments adapting to the local context the IRA tool, as well as follow-on more in-depth health sub-sector assessments, as needed.
    • Mobilize Health Cluster Partners to contribute to establishing and maintaining an appropriate Early Warning and Response System, and regularly report on health services delivered to the affected population and the situation in the areas where they work.
    • Ensures a close contact and collaboration with MOH and state health offices to ensure timely communication of events of potential health risks including disease outbreaks. Monitor trends and report potential emergencies to ensure timely and coordinated response.
    • Monitor internal WHO capacity to implement the WHO Emergency Response Framework (ERF) in collaboration with the other units within WHO. Participate in the development of strategies and implementation of interventions to build the WCO capacity to implement ERF. 
    • Support the MOH in collaboration with the regional office and HQ to strengthen cross border collaboration, capacity building and information exchange.
    • Support the health cluster to Identify and make contact with health sector stakeholders and existing health coordination mechanism, including national health authorities, national and international organizations and civil society.
    • Secure information from a broad range of health sectors, analysing and recommending actions and guidelines for the elaboration of medium- and long-term plans of work and strategies, including consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning;
    • Lead and promote the effective coordination of surveillance and assessment activities with Regional Offices and HQ as well as local, regional and national health entities and other international health partners including UN agencies and NGOs;
    • Perform any other duties as may be assigned by the WR

    Required Qualifications

    Education

    Essential:

    • First Degree in medicine, health related disciplineand/or postgraduate degree in Public Health epidemiology, mathematics, or statistics, with specialization in public health and studies in computer sciences.

    Desirable: Additional training on disaster management andessential statistical packages and information management system.

    Experience

    Essential:

    • Five years of professional experience with an emphasis on disease surveillance and emergency preparedness and response.
    • Demonstrable experience of working in Kenya in the last three years inclusive. Sound knowledge of the operations of Health Cluster principles and mechanisms.

    Desirable:

    • Good knowledge of WHO health surveillance system and programme management an end-to-end business processes as designed in the Global Management system; experience in project management, ideally in the UNsystem and/or a public health context;
