    Field Laboratory Manager

    REPORTS TO: Senior Laboratory Advisor

    Job purpose

    The Field Laboratory Manager is a key leadership position responsible for overseeing laboratory operations and ensuring the successful execution of the KENPHIA II project. Reporting to the Senior Lab Advisor, this role involves managing satellite laboratories, coordinating samples management, supervising laboratory personnel, and maintaining quality assurance throughout the testing process. The position will also slightly report to the Operations and Logistics Director and therefore work in close collaboration with the supply chain team.

    Duties and responsibilities

    • Support the KENPHIA II team and the Senior Lab Advisor with the development and adaption of country-specific laboratory policies, SOPs and manual
    • Oversee day-to-day laboratory operations, including specimen collection, receipt, processing, storage, and testing at KENPHIA II satellite labs
    • Implement and enforce standard operating procedures (SOPs) and quality control measures to ensure accurate and reliable testing results
    • Directly or indirectly Supervise, coordinate, and schedule Regional Laboratory supervisors, Team Leaders and Satellite Laboratory Technician
    • Ensure accurate specimen accessioning onto the Laboratory Data Management System (LDMS) and adherence to all KENPHIA II SOPs.
    • Monitor quality systems throughout the testing process, including pre-examination, examination, and post-examination phases.
    • Conduct regular reviews of quality control documentation and troubleshoot equipment or QC failures
    • Coordinate timely shipment of blood samples from satellite laboratory to central laboratory while maintaining sample integrity.
    • Monitor transportation logistics and ensure compliance with sample handling protocols
    • Coordinate the management of laboratory supplies, equipment, and reagents, ensuring adequate stock levels and proper maintenance.
    • Compile and analyze laboratory data, preparing reports and presentations for internal and external stakeholders.\
    • Collaborate with other project teams, including field teams and data team to ensure alignment of laboratory activities with project goals and objectives.
    • Participate in project planning meetings, providing input and expertise on laboratory-related matter.
    • Ensure satellite laboratories adherence to Biosafety and Biosecurity procedures at set up by the Ministry of Health-Kenya.
    • Support KENPHIA II training and project implementation activities

    Qualifications

    Education

    • Bachelor’s degree in Medical Laboratory Science

    Experience, Knowledge, and Skills

    • Minimum four (4) years of related experience managing and working in field of Medical laboratory science more especially in human clinical trials.
    • A skilled Medical Laboratory Scientist with knowledge of Good Clinical Laboratory Practices.
    • Excellent skills in critical thinking and analysis.
    • Excellent organizational and oral/written communication skills.
    • Demonstrated and successful experience working in PHIAs particularly KENPHIA 1 is an advantage.
    • Extensive knowledge and experience in design, implementation and management of laboratory services in HIV programs in resource constrained settings in Sub-Saharan Africa.
    • Flexible and with ability to multi-task.
    • Must be able to work in a multidisciplinary team and expect multiple reporting chains.
    • Proficiency in MS office suite.
    • Fluent in both written and verbal communications in English and Swahili languages.
    • Must be readily available for the duration of survey period.

    Laboratory Data Lead

    Job Summary:

    The Laboratory Data Lead will oversee the development, deployment, and maintenance of the KenPHIA Laboratory System. The ideal candidate will have a robust background in database management and web application development, specifically within large research studies or public health initiatives like the PHIA. This role is critical for ensuring the security, efficiency, and compliance of health data management, particularly concerning sensitive HIV test results.

    Key Responsibilities:

    • System Development: Spearhead the Laboratory System in AIMS for KenPHIA, focusing on secure data management, process development for sample tracking, and data integrity.
    • Data Security and Compliance: Implement robust systems for data security, including Token IDs for patient anonymity and compliance with data protection regulations.
    • Data Flow Management: Design interfaces and systems to ensure efficient data flow and synchronization across collection points, laboratories, and healthcare facilities.
    • Informatics and Reporting: Develop informatics solutions for data quality monitoring, create automated reporting tools, and design dashboards for real-time monitoring of lab operations.
    • Collaboration: Work closely with the Lba team to optimize data systems and train staff on informatics tools for improved decision-making and operational efficiency.
    • Technical Support: Support the assessments of labs for KenPHIA and the administration of lab IT infrastructure, ensuring timely routing of instrument data files.

    Experience, Knowledge, and Skills:

    Experience:

    • Experience in designing, managing, and working directly with databases from large research studies
    • 4+ years of experience in developing and administering Microsoft SQL Server databases.
    • Proven experience in developing web applications using popular web frameworks.
    • Familiarity with linkage to care processes and support for return of results.
    • Prior experience working with Laboratory information systems (LIS), among other health information systems (HIS) in hospital settings.

    Knowledge:

    • Expert knowledge in RDBMS concepts, data normalization, SQL Server, and T-SQL.
    • Extensive experience in developing ETL processes and writing T-SQL stored procedures, with a focus on query tuning in high-transaction systems.

    Skills:

    • Excellent organizational skills and oral/written communication abilities.
    • Ability to work effectively in resource-limited environments, particularly in Sub-Saharan Africa, is a significant advantage.

    Strategic Information Specialist

    Job Summary

    Under the supervision of the Strategic Information Advisor, the SI Specialist will provide technical assistance and capacity building to M&E and data management staff at Point of Service in support of SI activities. S/he will provide support to the M&E and data management components at the Point of Service level

    Roles and Responsibilities:

    • Provide specialized training to facility and other partner staff in Health Information Systems including the Kenya EMR, Web ADT and other databases
    • Provide mentorship and capacity enhancement to site data officers, HRIOs and M&E teams on HIV-related M&E systems
    • Provide support and data analysis training to health facility staff with a focus on the use of HIS and mHealth solutions capitalizing on use of the Kenya EMR modules for optimal information support to facility healthcare workers
    • Ensure timely and accurate reporting to both the program and donor
    • Conduct routine data management including data collection, collation, analysis and presentation both to program and other stakeholders
    • Ensure availability of national M&E HIV-related tools in supported facilities, mentor health care workers on use and reporting
    • Develop and revise M&E processes and related tools that support quality assurance for key program areas
    • Provide capacity building and other form of support to site level staff on M&E activities such as data collection, analysis and interpretation
    • Conduct targeted site visits to provide mentorship on all issues related to Strategic Information
    • Support Data Demand for Information Use at the facility and program by mentoring and monitoring facility and sub-county data review meetings.
    • Conduct data quality assurance activities in supported facilities triangulating data between program database and National HIV databases, NDW, KHIS, NASCOP VL-EID website
    • In liaison with the MoH health management teams, conduct joint support supervisions data reviews and   DQAs
    • Mentor facility teams on the development and monitoring of data quality improvement plans initiating Continuous Quality Improvement
    • Develop SQL queries for data extraction and other related activities

    Qualifications and professional skills

    • A Bachelor’s degree in Science, Health Information Systems, Public Health, Health Informatics, Statistics, Mathematics or any other relevant degree. A Master’s degree will be an added advantage
    • Training in M&E from a credible institution is desirable
    • A minimum of three (3) years’ experience working with HIV Prevention, Key population and DREAMS data systems.
    • Ability to understand PEPFAR MER 2.6 HIV Prevention indicators
    • Strong analytical skills with competences in use of any two of the following Softwares: R, Stata, SPSS, Epi Info, Tableau and Power BI.
    • Advanced computer skills including advanced excel, MS access, PowerPoint etc.

    National Community Mobilization Coordinator – KENPHIA II

    Job Summary

    This position will coordinate all aspects of demand creation and community mobilization of selected communities and counties for the survey working with multi-sectorial stakeholders at national, county and community levels. S/He will work to support the coordination and implementation of the KENPHIA II community engagement/mobilization strategies that encourage awareness, trust, participation, assuring the community of confidentiality, safety and security. S/He will work very closely with the Senior Technical Advisor to ensure that the mobilization strategies are fully understood and reflected in the implementation plans by all persons they oversee. S/He will conduct monitoring to ensure that the communities are aware of the survey and willing to participate. S/he will ensure that the surveillance and tracking system put in place to identify any messages that may be misleading or harmful to participants on the survey is functional.

    Primary Responsibilities:

    • Identifies stakeholders, opinion leaders and community gatekeepers in target communities and Lead community mobilization efforts at the county, sub-county and community level
    • Fully understand community structures to enable appropriate design and mobilization strategies that will leverage on these structures
    • Working with other key stakeholders to recruit community mobilization personnel at county and sub-county levels within their catchment areas
    • Have regular engagement with the Senior Technical Advisor to ensure that real time demands for community sensitization and awareness are reflected in micro plans
    • Provides guidance and inputs to develop culturally sensitive content and specific mobilization products that will encourage and increase survey participation and mobilize targeted communities, create awareness and use creative messaging to disseminate messages using local media and other innovative strategies
    • Partners with networks of people living with HIV and civil service organizations or other entities that can mobilize and ensure active participation in the survey
    • Ensure community entry procedures are completed and due process followed through the counties as well as actively advocates for the project with the National Government Administrative Officers (NGAOs), ward administrators, village elders, and civic/ religious leaders and develop and implement a plan to monitor community acceptance of survey activities
    • Conducts knowledge, attitude and practice surveys to provide inputs for developing the questionnaires and methodology.
    • Oversees the Media and graphics officers in terms of some key outputs and coordinates and provides guidance on the development of survey theme song, fliers, other key communication products
    • Coordinate the recruitment and day-to-day support of community mobilizers in target communities and Motivate and encourage survey teams and provide constructive feedback and oversight
    • Foster good working relationships between the community mobilization teams and the field implementation teams
    • Ensure the team is adequately equipped and responsible for logistics and track the teams progress to ensure efficient completion of demand generation assignments at households

    Qualifications, Qualities & Abilities:

    • Master’s degree in Social Sciences with knowledge of Kenya’s health sector and Community Health Strategy and 5 – 10 years’ experience working in a similar role on field surveys in LMIC
    • Extensive experience in implementing Community-Based Programs and development and planning of community mobilization strategies as well as a solid understanding of integrated community health programs including HIV/AIDS and community structures to enable development of strategies that can facilitate penetration of survey messages
    • Ability to conduct accurate stakeholder mapping exercises and excellent stakeholder engagement skills
    • Ability to design a crisis communication plan as well as design plans to mitigate negative public opinions with knowledge of social media tracking software’s to track survey participation, negative opinions and provide key interventions. Knowledge of local media organizations and media personnel will be an advantage
    • Self-starter, problem solver, innovative individual with a strong work ethic and excellent analytic skills coupled with good report writing, ability to multitask and work with multidisciplinary teams with minimal supervision and able to maintain high levels of confidentiality
    • Demonstration of planning and organizing, interpersonal skills (active listening, empathy, social awareness, emotional awareness) with cultural sensitivity
    • Leadership skills with the ability to direct, delegate, motivate and inspire other team members and be flexible, willing to travel to any part of Kenya and work weekends and public holidays during the survey implementation period.

    National Linkage to Care Lead – KENPHIA II

    Job Summary

    The Linkage to Care (LTC) Lead will lead the clinical aspects of the Linkage to treatment and care activities for the survey. H/she will ensure quality assurance mechanisms are implemented within the spectrum of the clinical quality approach to Home based Testing and Counselling, linkage to care and return of actionable test results resulting from the survey.  The LTC lead will be responsible for conceptualizing and overseeing the design of an electronic real time system for the active LTC processes and ensuring that all identified Persons Living with HIV/AIDS as well as individuals with actionable results are linked to care within the stipulated timeframe as indicated in the KENPHIA II protocol. The LTC lead will be responsible for ensuring that referral coordinators and their facilities within Kenya are onboarded onto a national framework/system for active linkage to care for Individuals identified to be positive from the KENPHIA II survey.  The LTC lead will lead the training of all LTC officers and field team members to ensure that all LTC activities within the survey are implemented optimally This position reports to the Senior Technical Advisor and will work very closely with the Regional Survey Coordinators and Linkage to care officers.

    Primary Responsibilities:

    • Lead the design of, manuals, SOP’s and training materials for LTC as well as the design and monitoring of the  the referral system and laboratory results distribution to clients and facility
    • Liaise with NASCOP/facility referral focal persons and other entities that will participate in Active Linkage to Care
    • Responsible for identifying realistic strategies that can lead to an optimum LTC outcome for KENPHIA II and ensure linkage to care of all clinically actionable tests and survey quality monitoring.
    • Ensure that the referral system is designed to integrate the realities of the Kenyan linkage and retention spectrum of care and work with Community Based Volunteers, facility referral focal persons, PEPFAR IPs and local health facilities to strengthen linkage to care
    • Lead linkage to care meetings with NASCOP/facility referral persons of contact in which new cases are assigned to appropriate facilities, all unlinked cases are monitored and final outcomes documented.
    • Ensure that adequate tracking protocols are developed, and results are returned within the protocol acceptable timelines to avoid any incidents of protocol deviations or violations as well as troubleshooting any issues preventing active linkage to care.
    • In collaboration with KENPHIA II Data Management team and Lab Team, develop and modify key elements of participant- level LTC logs and ensure that they are routinely available and meet recommended data quality standards as well as generate and disseminate weekly LTC summary reports which include summary statistics of LTC eligibility, consents and outcomes status including design of dashboards that will monitor LTC activities real time.
    • Routinely liaises with counselors/interviewers and Team supervisors/Leaders to troubleshoot issues with obtaining consent for LTC and data quality issues relating to LTC in the field
    • Participate in weekly Active Linkage to Care and Treatment (ALCART) meetings from the KENPHIA II secretariat with NASCOP/facility referral persons of contact in which new ALCART cases are assigned
    • Review the weekly ALCART summary reports which includes summary statistics of ALCART eligibility, consents and outcomes status.
    • Work with field Teams to identify root causes for gaps identified from the weekly summary statistics
    • Reviews the content of the incident reports before submission to the Ethics and Regulatory Lead
    • Monitor the quality of reports and the timely submission of incident reports from field Team Leads
    • Ensures feedback is given to teams on incident reports from Ethics and Regulatory Lead and remediation actions are taken
    • Support logistical needs to all entities who perform ALCART as necessary, which may include transportation and reimbursement for transportation.
    • Coordinate the routine collection of ALCART Status Forms from Linkage Officers of facilities and utilize the data therein to update case-level information in the ALCART log
    • Ensures that district management teams assigned to the KENPHIA II LTC support sensitization and re-orientation activities to facility staff and community health workers in KENPHIA II referrals and ALCART procedures.
    • Ensures that Referral Contacts/community Mobilization Committee have sensitized Health Facilities and NASCOP Management Teams about KENPHIA II Referrals and LTC procedures.

    Qualifications/requirements:

    • Master’s in Public Health, medical or clinical medicine course or epidemiology with at least 5 – 10 years’ demonstrated experience implementing large-scale complex HIV Care and Treatment programs with at least 3 in a senior level position.
    • Knowledge of Kenya health sector and familiarity of Kenya linkage to care models as well as a strong understanding of HIV Linkages and strategies to optimize retention
    • Demonstrated experience with a demonstrated knowledge of practical technical skills in HIV prevention, care and treatment necessary for strengthening service delivery at the national, county or community-level.
    • Extensive experience working with PEPFAR Implementing Partners, CDC and MoH
    • Strong work ethic, high level of dedication, ability to multitask and work with multidisciplinary teams with demonstrable written and verbal communication skills
    • Implementation of household-based surveys or managing regional or national teams in a field/household survey setting an added advantage
    • Knowledge or experience in social, behavioral change communication and implementation science an added advantage

    Key Responsibilities:

    Statistical Study Design and Analysis

    • Design, analyze, and implement targeted statistical studies for survey/public health research.
    • Conduct statistical analyses complex survey data.
    • Use SAS, STATA, R, and Python for data manipulation, analysis, and visualization.
    • Generate weighted point estimates and inference estimations for survey outcomes, applying Jackknife or Taylor series linearization techniques as needed.

    Data Management

    • Develop the Survey Data Management Plan
    • Handle large and complex data sets, ensuring data quality, integrity, and confidentiality.

    • Input real-time data to dashboards to provide stakeholders with live updates on the survey’s progress.
    • Prepare comprehensive data reports, including tables and graphs to present clinical or survey results.

    Team Management

    • Lead, mentor, and monitor the performance of the data analysts and associates.
    • Set performance standards and conduct performance appraisals.

    Qualifications:

    • Master’s degree or higher in Statistics, Biostatistics, Data Science, or a related field.
    • At least 5 years of experience in a data management role, preferably in a research or health care setting.
    • Proficiency in statistical software such as SAS, STATA, R, and Python.
    • Extensive experience with SQL scripting for complex data extraction and manipulation.
    • Knowledge of advanced statistical methods, including longitudinal analysis, mixed-effect modeling, logistic regression analyses, and model-building techniques.
    • Proven experience in survey instrument design and data collection in field studies.
    • Strong leadership skills with experience in training and mentoring team members.
    • Knowledge of variance estimation techniques such as Jackknife and Taylor series linearization.

     Additional Requirements:
