    Protection Coordinator

    Overall purpose of the role: 

    The Protection Coordinator has the overall responsibility for providing technical and programmatic support for DRC protection activities in the DRC areas of operations in Kenya. The role will include development and harmonization of protection SOPs, tools, and training to protection staff in the field to ensure DRC has a consistent and clear approach to protection across all sites. The Protection Coordinator will lead in the development and roll out of DRC Kenya´s protection strategy including development of protection related advocacy messages using evidence

    Duties & Responsibilities:

    Protection sectoral technical responsibility 

    • Lead protection analysis efforts, the development and implementation of the country level protection strategy. 
    • Technically responsible for the overall protection portfolio and ensuring AGDM in protection activities. 
    • Oversee and lead the development, harmonisation and rollout of internal protection related tools, Standard Operating Procedures, policies, and guidelines related to DRC’s protection interventions. 

    Technical Line Management 

    • Technically supervise protection managers and team leaders and provide technical advice and guidance to protection staff. 
    • Responsible for participating in human resource processes including the recruitment of protection sectoral technical staff in country and setting performance objectives and performance appraisals for protection managers and team leaders.  
    • Responsible for identifying protection sectoral technical gaps and establishing capacity building plans for protection sectoral staff. 
    • Work closely with relevant protection staff in the development and delivery of capacity building efforts. 
    • Provide regular technical support and guidance to protection teams and other relevant staff in both a structured and on a case-by-case basis. 

    Protection programme development, quality assurance and oversight 

    • Maintain oversight of overall protection programme implementation, including budgets and indicators, in close collaboration with Head of Program, Area managers and Protection Team Leads
    • Participate in programme / project review meetings, including grant opening, grant review and close out meetings.
    • Review and update of technical approaches, protection SOPs. 
    • In collaboration with the PIM/Advocacy specialist develop a new Protection Monitoring system and a protection monitoring SOPs, and review protection monitoring tools on an annual basis or as needed.
    • Lead the revision of tools and SOPs for the current case management system.
    • Support program teams to review current referral mechanisms to link beneficiaries, particularly vulnerable individuals and groups, to services, through service mapping, referral workshops, and SOPs;
    • Support the development of protection awareness curricula, Information, Education and Communication (IEC) materials for the implementation of a comprehensive training and awareness package.
    • Provide regular technical trainings and capacity building to protection staff, partners, and on key DRC protection concerns and product solutions.
    • Coordinate with other sectors to move towards integration of protection programs wherever possible or mainstreaming of protection within other sectors where integration is not available.
    • Ensure protection mainstreaming including review of all programming approaches, SOPs and tools, and staff capacity development.
    • Organize and facilitate regular Protection team meetings across subsectors and field offices for knowledge sharing, peer support and quality improvement.
    • Coordinate with MEAL to support the development of MEAL tools, and accountability systems, including incorporation of feedback mechanisms for staff and beneficiaries, into program;
    • Oversee compilation of project related internal and external reports and communication

    Coordination and Advocacy 

    • Regular coordination and liaison with UNHCR Protection unit and/or other Protection partners and government authorities at country level.
    • Collaborate with relevant internal and external technical experts on issues related to relevant sector. 
    • Represent DRC at relevant protection coordination meetings.
    • Actively participate in internal coordination meeting 
    • Along with Advocacy/PIM specialist, develop monthly protection monitoring reports for external circulation. With clear and targeted recommendations for different audiences. for 
    • Support training on protection advocacy for local civil society and other local stakeholders (including CBPGs). 
    • Lead the development of protection advocacy strategies and plans by CBPGs, civil society and local stakeholders

     Project development 

    • Contribute to and coordinate the design, implementation and evaluation of Protection related programming to secure follow on or expansion funding for the protection portfolio as per identified needs and in a standardized manner across programmes.
    • Lead on proposal design, including activity design and budgeting, along with PMs, where needed. Sign-off on all project proposals and budgets (related to protection activities)
    • Perform any other relevant tasks as requested by Line Manager.

    Experience and technical competencies: 

    • Significant knowledge of International Human Rights Law, particularly with Refugee Law and of Durable Solutions.
    • Minimum 7 years’ experience implementing and developing Protection programs in displacement contexts
    • Experience in Protection as well as Child Protection and GBV programming and Case Management
    • Experience in data collection and protection and reporting
    • Experience in information data management, utilizing databases and platforms.
    • Experience in international humanitarian work, advocacy and policy development at national level, and of high level representation.
    • Experience in preparing a protection programming strategies and advocacy strategies for a complex programme covering multiple sites.
    • Experience in coordinating and standardizing approaches across a multi-site programme.
    • Experience in integrating protection with other sectors’ programming.
    • Experience providing remote technical guidance and developing training to suit a variety of audiences.
    • Demonstrated ability to conduct trainings on protection and human rights topics, including staff training. 
    • Experience with M&E tools.  

    Education

    • Master’s degree in social science, Law or humanitarian aid

    Protection Information Management (PMI) and Advocacy Specialist

    Overall purpose of the role

    Under the supervision of the Head of Programs, the PIM and Advocacy specialist will be responsible for providing technical support for data collection by field offices and produce regular protection monitoring reports and advocacy products for a range of stakeholders, including government actors, humanitarian agencies and donors at country level.

    Duties & Responsibilities:

    Monitoring, Reporting, and Program Development

    • Provide technical support to field staff for protection monitoring activities and ensure the highest quality of data and collected in the field.
    • Regularly review and update data collection tools to ensure accuracy and relevance.
    • Review and analyze protection data and provide feedback to field staff.
    • Carry out secondary data analysis and identify sources of data and information to complement the data collected by field offices.
    • Produce monitoring reports outlining protection concerns, multi-sector needs, and recommendations and present on findings, recommendations, and advocacy points to DRC senior management and external stakeholders. 
    • Liaise with key stakeholders and country and field level for the dissemination of protection monitoring reports in line with DRC´s protection and country strategy.
    • Produce infographics and accessible information products for different audiences and including advocacy products.

    Provide regular training and support to field staff on data collection and analysis. 

    • Technical Oversight and Management of DRC Protection Programming
    • Provide technical oversight of all Protection activities in compliance with core Protection principles and DRC guidelines
    • Ensure harmonization of standards and approaches and application of guidelines and Standard Operating Procedures for protection activities as relevant
    • Adapt and oversee the roll-out and application of quality measures for DRC’s protection activities, in line with DRC standards.
    • Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.
    • Provide technical guidance to field-level Protection Team Leads as well as coaching/training of protection teams  across Kenya program field locations

    Experience and technical competencies:

    • A minimum of 2-3 years of experience in the humanitarian sector related with an NGO/United Nations or civil society organization.
    • Experience in quantitative and qualitative data analysis. 
    • Experience in using research methodologies and data collection tools.
    • Excellent drafting skills in English and experience in report writing different audiences.
    • Experience in developing advocacy plans and conducting advocacy activities with a range of stakeholders.
    • Experience in the production of technical material (training material, tools, reports, documents, etc.).
    • Good networking skills.
    • Knowledge of humanitarian standards, human rights, humanitarian law and refugee law.
    • Ability to work under pressure, identify priorities and meet deadlines.
    • Willingness and ability to learn and grow professionally

    Education

    • Master’s degree in social science, Law or humanitarian aid.

    Team Leader - Protection

    Overall purpose of the role: 

    The holder of this position will manage the Protection teams comprising of GBV prevention & response, Voluntary Repatriation and SCOPE project staffs to ensure effective implementation of GBV prevention and response, Voluntary Repatriation and SCOPE Registration activities at the field level. He/she will be responsible for the overall design, planning, implementation, monitoring and evaluation of DRC’s Protection interventions. The Team Leader will provide managerial oversight, technical support and leadership within the Protection unit. The Team leader will directly supervise four senior officers and will work under direct supervision of the Area Manager – Dadaab.

    Responsibilities: 

    R1: Program Management, Development, Monitoring and Evaluation:

    • In collaboration with the Senior Officers, provide technical leadership related to project design and development, planning, implementation, and overall project management of protection related projects. 
    • Develop technically sound work plans consistent with program goals and objectives in coordination with protection staff & M&E team.
    • Develop, design & implement protection related information education materials for use in partnership with PoC and other protection partners.
    • Ensure Mainstreaming of Age, Gender & Diversity and other protection related issues within DRC projects to promote safe, dignified, and equitable access to resources and services for all.
    • Develop project concept notes, proposals, and monitoring and evaluation plans and strategies and ensure timely and high-quality implementation of the work plan in coordination with field teams.
    • Submit timely technical monthly, quarterly & annual reports to the Program Manager.
    • With support from field staff & M&E team, ensure monitoring & evaluation of Protection activities.
    • Take lead & coordinate Protection related events including donor field visits and ensure proper visibility.
    • Ensure mainstreaming of CHS commitments in DRC Projects.
    • Ensure timely & quality Procurement of sector items & services in liaison with Logistics department.
    • Supervise a team of GBV, VolRep and SCOPE teams to achieve project deliverables both effectively and efficiently.
    • Manage the flow of information in relation to preparation and issuance of cash assistance to returnees.
    • Manage the SCOPE Registration process to ensure registration of returnees on SCOPE and timely issuance of SCOPE cards.
    • Ensure the effective Monitoring, Evaluation and Learning processes for the protection program
    • Serve as the liaison with stakeholders and relevant Government of Kenya departments – from the local administration to subcounty levels for Protection related matters. 

    R2: Training & Capacity development:

    • Provide ongoing oversight on the design of training materials for staff & Partners to ensure Protection programming meets best practice standards and prioritizes the safety and security of beneficiaries and staff.
    • Provide ongoing technical support and mentorship for the Project Officers to develop professional and technical competency.
    • Support field teams to participate in and provide leadership within Camp-level GBV, VolRep and SCOPE Registration working groups & other sectorial meetings.
    • Provide technical feedback on monthly narrative reports received from Protection unit, ensuring that established program targets and objectives are being met.
    • Support continuous on the job learning and capacity building for all Protection staff

    R3: Coordination & Partnership:

    • Ensure DRC participates in/facilitates and actively participates in the GBV and VolRep Working group Monthly Coordination Meetings at the camp level.
    • Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program.
    • Develop and maintain strong working relationships with all stakeholders – Community support groups, community leaders, RAS, UNHCR, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
    • Strengthen the operationalization of the Safe Haven & GBV Standard Operating Procedures (SOPs) as well as Transit Centre Management, SCOPE Registration and Cash Transfer SOPs by engaging relevant stakeholders in review and update processes.
    • Strengthen DRC’s partnership with RCK, WFP, UNHCR, etc. through collaboration & close monitoring of their project progress.
    • Represent DRC at the Dadaab level GBV and VolRep Coordination meetings and in other key stakeholder’s forums related to Protection programming.

    R4: Budget Management:

    • Manage the Protection project budgets in order to maintain program expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements
    • Support Protection team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
    • Work closely with the Area manager and the finance team in budget revision processes as per prioritized needs for each grant

    R5: Staff Management:

    • Ensure timely recruitment of highly competent Protection staff.
    • Hold regular meetings with staff to plan & address any concerns and share feedback
    • Monitor and provide objective feedback related to staff performance, including Objective setting, Probation & Performance evaluations to promote growth and professional development for all protection staff.
    • Provide leadership and support to ensure staff well-being, i.e. monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.
    • Ensure staff timesheets are done & submitted to HR on time on a monthly basis.

    Experience and technical competencies:  

    • Bachelor’s Degree in relevant field (Protection, Psychology, Community Health, Laws, Community Development or Social Sciences) with at least 5-years’ experience working in protection, human rights, gender issues with refugees, asylum seekers, migrants and/or other vulnerable populations.
    • Previous experience working in sexual and gender-based violence, Cash/food transfer mechanisms and related programs.
    • Excellent analytical and writing skills.
    • Cultural sensitivity and respect for diversity.
    • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local partners and other stakeholders.
    • Experience and willingness to work in the field.
    • Proficient in the use of computer/email/internet.
    • Demonstrated ability to establish effective working relations with various stakeholders.
    • Knowledge and understanding of Somali society/language 
    • Experience in a refugee setting and knowledge of refugee issues;

    Education: 

    • Bachelor’s degree in Protection related studies Psychology/Sociology, Community Development, Laws, Social sciences. Master’s degree in the same fields is an added advantage;
    • Excellent knowledge of computer applications including MS Word, Excel, Power point;

    Languages: 

    • Fluent in English and Kiswahili languages; 
    • Ability to communicate in the Somali language will be an added advantage;
