    Call for Roster – Costs and Pricing - Consultants

    The Pricing Consultants will join the AMU BD roster and be invited to bid for Cost and Pricing assignments as opportunities arise. They will lead budget development for high-value public funding opportunities, ensuring compliance, competitiveness, and alignment with donor requirements. The Pricing Consultant works within IRC’s Long Term Funding Team, in Business Development role in supporting the organization’s business development efforts.

    They will serve as budgeting experts and will be the pricing lead for many of IRC’s most important and large-scale public funding opportunities including but not limited to USG, FCDO, World Bank, GAVI and AFD.

    The role provides essential guidance, technical assistance, quality assurance and hands-on support throughout the business development lifecycle, ensuring a delicate balance between cost recovery, risk mitigation, price competitiveness, and compliance with internal policies and donor regulations. As a key member of the proposal teams, this position collaborates closely with IRC Country Offices, Finance Department, and Technical Units to facilitate the development of cost proposals.

    Responsibilities

    Capture & Program Design

    • Serve as the ‘Capture Pricing Lead’ to ensure IRC is well prepared to develop an effective budget proposal for important funding opportunities
    • Conduct research and evaluation of cost drivers specific to each country to understand cost proposal development challenges and opportunities to improve pricing strategies within the predefined clients’ needs and regulations.
    • Aggregate all available budgetary details at the activity level, encompassing all anticipated interventions and necessary support provisions, into clear rough estimates.

    Pricing Strategy & Budget Development

    • Lead Budget Development and/or provide quality assurance or backstopping for budgeting for major proposals. 
    • Review released solicitations to assess whether cost-related considerations might hinder the development of a competitive, compliant, and viable bid
    • Provide pricing expertise to the donor budget proposal process to ensure proposals are of high quality; reflect the needs of the solicitation and include the necessary shared costs.
    • Ensure the proposal team understands the financial requirements and donor regulations of the bid, by clearly communicating what is required and providing guidance and support as needed.
    • Identify all key financial and commercial risks and proactively propose a tailored mitigation plan and adjustments as necessary.
    • Drive and/or ensure that pricing inputs from IRC Country Offices, technical or other contributors are integrated effectively. Lead all aspects of detailed cost, and technical queries in anticipation of submission timelines.
    • Maintain, expand and apply technical knowledge in USG, FCDO, World Bank and European Union by attending educational workshops and trainings, reviewing the latest donors’ regulations and policies and market trends
    • Offer guidance and strategies for creating intricate budgets, presenting cost-related aspects efficiently and effectively, developing payment by results structures and fee payment schedules
    • Develop comprehensive donor budgets in line with internal and external requirements, ensuring that all cost drivers are adequately considered, drawing input from different collaborators.
    • Engage with and provide technical guidance to partners, and integrate all partner pricing inputs into the consolidated budget, budget narrative, and overall cost application
    • When required, conduct cost reviews of selected proposals
    • Ensure adherence to IRC's standard processes and policies, as well as compliance with solicitation requirements and client policies across a variety of opportunities and donors.

    Minimum Qualifications:

    Job Qualifications:

    • Degree (minimum BA) or equivalent experience in a relevant field such as public administration, business administration, management, economics, or similar.
    • Minimum three years of experience developing cost proposals. Demonstrable experience developing cost proposals for grant and contract types including Payment by Results approaches and fee rate structures.
    • Demonstrates in depth understanding of USG, FCDO or EU financial rules and regulations; is able to identify donor-specific risks and design cost proposals in a way that mitigates those risks.
    • Flexible work attitude: the ability to work in an inclusive team environment, independently and ability to meet unexpected demands.
    • Demonstrates ability to collaborate effectively with colleagues in ‘remote’ and complementary teams.
    • Excellent inter-personal skills and able to communicate clearly and concisely complex financial information with diverse set of stakeholders.
    • Strong organizational and work prioritization skills, and ability to focus and pay attention to details. Able to plan ahead and manage a complex and diverse workload with tight deadlines
    • Ability to travel internationally
    • Ability to work autonomously and under remote management.

    Regional Advocacy & Communication Senior-Coordinator

    • The Regional Advocacy and Communications Coordinator will lead the development and implementation of the Central Africa regional advocacy and communication strategy and provide strategic guidance and support to advocacy efforts at a country and regional level as well as contributing to global communications objectives with the global communications team. The Senior Coordinator will be responsible for developing policy positions & advocacy plans across regional and sub-regional themes, overseeing internal & external communication needs for the region and strengthening the IRC’s position in regional and international fora. Senior Coordinator will develop and implement activities to enhance principled humanitarian action; drive transformative, measurable improvement in the effectiveness of aid; and raise attention to the dynamics affecting communities in Central Africa. 

    Main Responsibilities: 

    • Advocacy Strategy: Lead advocacy strategy and messaging development and implementation for Central Africa regional and country-level policy goals, developing global advocacy messaging and supporting the influence efforts of Country Offices through field visits and/or virtual meetings where relevant. Facilitate the implementation of regional, country-specific and global advocacy strategies, including developing plans to reach relevant audiences and advocacy targets, including power mapping and tactical planning.
    • Communications Strategy: Convene, collaborate with, and lead a dynamic range of IRC teams across the Central Africa Region in collaboration with the Associate Director for Global Communications, to develop and implement a communication strategy for Central Africa that drives awareness of the crises in the region, as well as IRC’s impact and advocacy, enhancing the IRC's reputation, supporting fundraising objectives, and influencing target policy makers.
    • Communications: Oversee production of polished and accessible external facing products including reports and press releases to inform key audiences including civil society, press and media about IRC activities and the needs of displaced people in CA and to influence policy decisions. 
    • Internal Collaboration: Facilitate mechanisms to ensure sharing of information and analysis, and alignment of policy/advocacy messaging and positioning across country programs, the regional office and global headquarters. Serve as the primary point of contact for influence and communications in the region. Ensure that information about the IRC’s response activities in CA is disseminated to regional and HQ staff as appropriate. 
    • Policy Engagement and Agenda-Setting: Develop regional and country-specific policy agendas, in collaboration with internal and external experts, that respond to identified challenges in the humanitarian/development sectors and are aligned with S100 and one another. Develop analysis and position papers to inform advocacy work for the region and globally where relevant. 
    • Spokesperson assistance: Assist IRC’s official spokespersons (Regional & Country senior leaders)  by providing briefings on the situation in Central Africa’s sub-regional contexts to key internal and external stakeholders, including policymakers, government officials, journalists, and donors. Engage with international and regional media to pitch stories about IRC’s response, advocacy priorities and partnerships, resulting in high-quality, top-tier coverage. 
    • Advocacy: Engage in regional and national dialogues with key policymakers and stakeholders to pursue country, regional and global advocacy priorities. Maintain active working relationships with external national, regional and global stakeholders including other INGOs, UN Agencies, think tanks, analysts and community-based organizations.

    • Key internal relationships: Central Africa RVP, Country Directors and Deputy Director -Programs, Global Advocacy and Influence colleagues particularly the Director of Regional Advocacy, Global Policy and Solutions colleagues, Global and country-based communications colleagues, and relevant subject matter experts including Technical Advisors, Frontline colleagues etc. 
    • Key external relationships: Regional and national advocacy fora, international and national NGOs, UN agencies. 

    Requirements 

    • Education: 
    • Degree in Law, Government, Political Science, International Relations, Strategic Studies, or related discipline. 
    • Fluency in French & English is essential both oral and written. 

    Work experience: 

    • 5-8 years of experience working on humanitarian, development and/or foreign policy issues. At least two years of experience living and working overseas, preferably in Central Africa region. 
    • Demonstrated experience in advocacy and communications efforts in relevant contexts with a focus on creativity and strategic thinking.
