    Terminal Evaluation of the UNEP Project “Consolidating, Running and Implementing a World Water Quality Alliance (WWQA)” PIMS 2041

    SPECIFIC RESPONSIBILITIES

    • In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically: Inception phase of the Evaluation, including: preliminary desk review and introductory interviews with project staff;
    • draft the reconstructed Theory of Change of the project;
    • prepare the evaluation framework;
    • develop the desk review and interview protocols;
    • draft the survey protocols (if relevant);
    • develop and present criteria for country and/or site selection for the evaluation mission;
    • plan the evaluation schedule;
    • prepare the Inception Report, incorporating comments until approved by the Evaluation Manager Data collection and analysis phase of the Evaluation, including:
    • conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    • (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
    • regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and; keep the Project Manager informed of the evaluation progress. Reporting phase, including: draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;

    Qualifications/special skills

    • A first level university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.
    • A minimum of 9 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach;
    • A good/broad understanding of ambient water quality monitoring and/or sustainable water management and global policy context around freshwater.
    • Experience in building multi-stakeholder partnerships for advancing environmental goals and sustainability is desired.
    • Working knowledge of the UN system and specifically the work of UNEP is an added advantage.

    Marine and Coastal Environmental Management Consultant

    Duties and Responsibilities

    • Under the general supervision of the Head of the Nairobi Convention Secretariat, the consultant will be responsible for the following:
    • Develop a case for MSP in the NMC region, including concepts and methodologies, and drawing from the WIO MSP strategy, emphasizing on enhancing national readiness for MSP, institutional capacities, policies, and regulations, particularly in the NMC countries, and giving examples of best practice in implementation where appropriate.
    • Participate in MSP related workshops in the NMC region and provide an analysis report to showcase Component 1 activities and share best practices. The report will include information on the status of MSP-related training programs in the NMC countries, partners involved, participants and any existing national MSP roadmaps.
    • Undertake a review and analysis of the process towards the establishment and operationalization of the JMA between Seychelles and Mauritius, including a synopsis of lessons learned for regional sharing of best practice in joint management of transboundary marine areas and resources.

    Qualifications/special skills

    • Education: Academic qualifications: advanced university degree (master’s degree or equivalent) is required in Marine Sciences, Environmental Sciences, Natural Resources Management or similar disciplines. A first level degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Experience: A minimum of five (5) years of relevant progressive experience in organizations with a mandate or relevancy to the marine and coastal environments or a related area is required. Experience working on coastal and marine environmental and multi-lateral ocean related issues in the WIO is required.
    • Familiarity with regional development objectives of WIO countries and the goals and procedures of international development organizations is highly necessary. Experience in MSP and area-based planning is desirable.
