    Cholera Framework Consultant

    Job Purpose

    Project objectives

     Objective is to ensure that the Outcome of the Regional Cholera Forum is translated into concrete long term framework       

    Desired outcomes

    Submission of a comprehensive cholera preparedness and response plan 2017-2020

    Consultancy outputs

    The IFRC is seeking a qualified consultant who will engage relevant multilateral donor institutions, African National Societies, Ministries of Health and the IFRC in analyzing the scope of the cholera problem across Africa and designing an appropriate preparedness and response framework for the next 4 years which will be submitted to donor for possible funding.

    The consultants are expected to spend ten days in total and at the end of the given period to provide a fully written proposal ready for submission to identified donor.

    Job Duties and Responsibilities

    Cholera has been a reoccurring epidemic across sub-Saharan Africa for the past decade, the frequency of this outbreaks and their severity are on the increase due to a combination of factors like rapid urbanization, poor water and sanitation infrastructure, ineffective surveillance systems and weak health systems.

    There have been several efforts by the IFRC to support African National Red Cross Societies to responds to these outbreaks and as well as support cholera preparedness activities. Between 2011 and 2016 the IFRC has supported National Societies respond to outbreaks through 37 (DREFs) Disaster relief Emergency Funds and 5 emergency appeals. Within the same period, the IFRC has supported 4 countries in carrying out cholera Preparedness activities.

    The above background highlights the severity of the problem in sub-Saharan Africa and IFRC’s commitment to reducing mortality and morbidity associated with cholera in Africa.

    The IFRC seeks to develop a more comprehensive 4-year plan that incorporates both preparedness and response plan under a regional Framework that targets Countries which have cholera as a reoccurring epidemic in the past five years namely: Kenya, Nigeria, Ghana, DRC, CAR, Benin, South Sudan, Niger, guinea, Cameroun, Togo, Congo Republic, Sierra Leone, Burundi, Uganda and Zimbabwe. These 17 Countries will a priority for the development of a regional preparedness and response strategy in collaboration with partners like UNICEF, ECHO, AfDB, African Union WHO and their respective Ministries of Health.

    Education

    Advanced Degree in relevant field

    Experience

    Solid experience working for or with multilateral institutions like ECHO,DFID and USAID

    Previous experience of writing proposal of this scope( Regional) with demonstrable results

    Knowledge, skills and languages

    Good knowledge and experience of the epidemiology of cholera in Africa
