    Road Construction Project Manager

    In charge of Operations related to contracting for Road Authorities or subcontracting for major contractors in road resurfacing.

    In charge of establishing the projects department and selling the product.

    Type of Works

    • Seal involving bituminous binder:
    • Bitumen emulsion,
    • Raw bitumen,
    • Polymer modified bitumen,
    • Bitumen-rubber.
    • Asphalt production and paving
    • Responsible for costing of jobs to execute
    • Evaluation of tendering opportunities
    • Preparation of cost estimates ( rate calculation) for tenders
    • Re calculation of billed quantities at Tender-stage
    • Finalization and submission of the tender bid.
    • Sourcing of equipment, suppliers and sub-contractors
    • Drafting the method statements

    Projects Manager Job Description at activity level

    Activity forecast

    • Forecasting activity according to secured and unsecured order book in terms of:
    • Expected Turnover
    • Required resources (HR, Plant, Supply…)
    • Adapting available resources to estimated order book:
    • Requesting for specific training
    • Projects staffing requirements
    • Requesting for additional Capex
    • Proposing optimized allocation of resources to projects

    Financial follow-up

    • Forecasting yearly Contracting activity in terms of Turnover and Gross Margin: consolidating activity from secured, unsecured and targeted projects
    • Monitoring actual financial performance against forecast
    • Rightsizing the organization dedicated to Contracting and following-up the cost thereof
    • Selling the projects business to contractors

    Safety & Environment

    • Cooperating in order to implement and promote Company’s best practices

    Skills Development and Mentoring

    • Mentoring the team members in implementing best practices
    • Laying special emphasis on best team members and have them mentoring the other ones

    Job Description per Contract

    Costing study

    • Costing and pricing contracts
    • Discussing and challenging Costing assumptions.
    • Emphasizing on risks and opportunities

    Job Preparation

    • Checking and absorbing contract conditions

    Sourcing

    • internal and external people and plant
    • service providers

    Requesting for updated estimate of external resources

    • Place required purchase orders
    • Setting up appropriate method statement according to lab prescriptions
    • Setting up program of the works
    • Setting up Safety & Environmental Plan
    • Updating project cost
    • Submitting compulsory documents and requests to Authorities and Engineer (dump site, materials, method statements)

    Operations

    • Following-up actual daily output and actual cost against project cost assumptions
    • Checking daily actual material consumption
    • Checking actual Safety and Environment practices against Project, Company and Legal practices.
    • Taking corrective action if required
    • Making sure internal tests are properly carried out and taking action according to results
    • Addressing internal lab warnings and advices
    • Responding to Engineer’s claims and request
    • Making sure that actual expenses are properly recorded or accrued for (if estimated only) in the Cost Center
    • Recording unwanted variation of performance conditions and claiming against the customer
    • Monitoring monthly P&L of the Cost Center and taking action accordingly
    • Cross checking the Monthly Certificate against actual material consumption and output forecast
    • Monitoring monthly certificate payment and claiming in case of late payment

    Closing

    • Requesting for performance certificate
    • Financial closing of the Cost Center P&L

    Skills, Experience & Education Required for the Projects Manager Job

    • BSc / B Eng (Civil) or Construction Management Degree.
    • Min 10 Years’ experience on construction sites with at least 3 years road projects selling experience.
    • Projects estimator experience required
    • Candidate should have good administrative and clerical skills, be computer literate with experience in MS
    • Word, MS Excel, CCS Candy would be an added advantage(optional but preferred)
