Job Ref HR –SSCO -4-017
Job Purpose
The job holder is responsible to the Supply Chain Manager for procurement planning, processing and contract management to ensure the Bureau gets maximum value for its resources.
Duties and Responsibilities:
i. Manage the functions of the Procurement section to ensure attainment of the Bureau’s goals and objectives;
ii. Manage sectional internal processes for compliance with the quality management system;
iii. Build strong relationships with internal and external stakeholders while complying with the Bureau’s policies;
iv. Develop framework contracts following completion of tender processes, and recommend award of contract based on approved budgets;
v. Prepare, compile and submit monthly and quarterly reports on procurement process to the Supply Chain manager;
vi. Advise the Evaluation Committee as and where appropriate;
vii. Participate in periodic and annual stock taking exercise;
viii. Implement market survey report for award of contract based on lowest evaluated bidder and price comparison analysis;
ix. Supervise and mentor sectional staff for improved performance and
x. Ensure the Bureau’s business application systems are used for all procurement processes.
JOB SPECIFICATIONS (EDUCATION, EXPERIENCE, KNOWLEDGE AND COMPETENCIES)
i. Bachelor’s Degree in Supply Chain Management or Social Sciences or its equivalent from a recognised institution or in a related field;
ii. Master of Business Administration or a relevant field is an added advantage;
iii. Minimum of seven (7) years of relevant work experience with at least three (3) years at senior management/leadership position;
iv. Member of Kenya Institute of Supplies Management or relevant body in good standing;
v. Licenced practitioner;
vi. Knowledge of the Public Procurement and Disposal Act, 2015 and
vii. Knowledge and proficiency in business application systems would be an added advantage.
