    Senior Pharmacist Technical Assistance

    Responsibilities

    ESHE has a need for one or more senior pharmacists. They will provide essential support to the MoH in one or two counties which are yet to be selected. DFID has asked ESHE to provide strategic TA and support to selected counties with FP supply challenges. Often such challenges are faced by the county pharmacists, as well as other key county staff, such as the RH coordinator and sub-county level staff including facility staff.
    In addition, some counties have recently asked ESHE to provide a range of strategic and technical support to increase their FP programme delivery, including on a range of training, capacity building and mentoring initiatives for the county pharmacist and other staff. Requested support from the counties also includes support for FP commodity reporting and forecasting, which may be covered by the senior pharmacist, or by additional logistics and supply chain TA that ESHE is also sourcing. Other support is likely to focus on data quality audits and analysis for FP supplies and consumption.
    The final and more specific details on the exact TA assignments that ESHE will support in health financing/economics will be agreed in early May with the selected counties. Further details will be developed into a finalised and agreed ToR for the assignments.

    Length of assignment:

    We anticipate that county level TA assignments will be around 10 - 15 days in total. The final length of the assignment will be determined by the needs of the counties and is expected to be finalised in mid/late May.

    Deliverables:

    The deliverables for each assignment will be developed and finalised in conjunction with the county health teams once the needs are finalised. We anticipate that the deliverables will training of county staff; training plans and ongoing performance monitoring of capacity improvements. Other deliverables may include the development of key reporting systems and tools for the county teams.
    Summary reports of the assignment will be required and shall indicate key interventions and outcomes against the specific terms of reference for the assignments.
     

    Requirements

    • At least a Master's degree or equivalent level in public health or pharmacy
    • At least 12 years of professional experience working in public health, health systems strengthening and/or senior pharmaceutical positions
    • International experience preferable, especially providing similar types of pharmaceutical, supply chain strengthening and health systems TA in devolved structures
    • Experience in developing and supporting county health plans and supply chain reporting and forecasting
    • 10 years experience in providing technical support counties in the design and implementation of supply chain management interventions for FP commodities such as commodity security, forecasting, quantification, procurement planning, order management planning, distribution, Logistics Management Information System (LMIS), quality assurance among others.
    • 10 years experience in providing technical leadership and support to develop and implement strategies for strengthening commodity security and building supply chain management systems, pharmaceutical management, and capacities at county, sub-county and facility level.
    • Ability to provide on-site mentoring and on-job-trainings for pharmacy staff in commodity management, inventory management, pharmaceutical care, ordering and reporting of drugs, pharmacovigilance, storage, dispensing of drugs among others
    • Solid understanding of Kenya?s FP supply chain problems particularly in the context of decentralisation
    • Experience of conducting training of project staff on supply chain management; strengthen logistics management information systems for pharmaceutical commodities at implementing health facilities, pharmaceutical management and commodity management
    • Excellent interpersonal and facilitation skills, with experience working with government officials at the national or district level
    • Fluency in spoken English and excellent writing skills in plain English are required
    • Good team player with experience in stakeholder engagement
    • Ability to deliver high quality work in short periods of time
    • Ability to work under pressure
    • Ability to synthesise lots of complex information and stakeholders? views into easy to understand text
