The Save the Children Fund, commonly known as Save the Children, is an international non-governmental organization that promotes children's rights, provides relief and helps support children in developing countries
Purpose and Objectives of the Consultancy
Establish an IT tool that will enable for computation and continued analysis of government resource allocations to child focused sectors.
The IT tool should further provide a platform for analysis of resource flows for child focused sectors and comparisons between regions, sub-national levels, countries, sectors and sub-sectors
Scope of the Consultancy
Tasks
The tool should be designed to capture the following outputs;
Overview of the national budget over the computed years.
Revenue and expenditure as a % of GDP
Comparison between recurrent and capital budget and actual expenditure across sectors.
Social sectors and child focused sectors as a percentage of total expenditure
Social sectors and child focused sectors as a percentage of GDP
Compare resources allocated at sub-sector level
Identify the sectors being prioritized by government
Comparing resources available at national and sub-national levels respectively
Compare resources available, need and social sector performance at sub-national level
Collection of gender and age disaggregated data where such data is available
Computation of service delivery demands and outturns
Key Deliverables
The IT tool should enable continued analysis and comparison of child focused sectors.
The database should be built in MS Excel as a common and generally well known IT system
The IT tool should be tested and validated by SCI
Duration of the Consultancy
Save the Children envisages the consultancy will take 8 working days from the time the contract is signed. The consultant should develop a feasible work plan covering the maximum 10 days and submit as an integral part of the proposal for this consultancy. The successful bidder must commit to accomplish and deliver the consultancy services and deliverables before or on 21st of June 2017

Expected Profile of the Consultant
For this consultancy, Save the Children is expecting to contract 1 lead consultant dedicated to
achieving the key deliverables.
The consultant should have the following:
MSc/MA in information technology or Computer Science preferred
Good understanding of the politico-economic and cultural contexts of countries within East and Southern Africa is desirable
Proven experience in developing end user friendly IT tools
Demonstrated experience in carrying out research projects
Good interpersonal skills and understanding of different perspectives
Strong analytical and report writing skills
Demonstrable capacity to deliver high quality outputs within a proposed timeframe.
Experience in economic justice or budget advocacy work an added advantage
Submitting expressions of interest (maximum 5 pages)
Interested individuals must submit a technical and financial proposal of a maximum of five (5) pages
including:
• A cover letter introducing the consultant and how the skills and competencies above are
met, with concrete examples as appropriate.
• An expression of interest including proposed methodology, time schedule and work plan for carrying out the consultancy.
• A CV detailing relevant skills and experience, including 3 contactable referees
• Reasonable budget breakdown and cost consideration
