    Senior Supply Chain Management Officer

    Minimum Qualification: Bachelor Experience Level: Senior level Experience Length: 6 years Grade TVETA 4 Vacancy No. TVETA/24/JUN. 2018: (Re-advertisement) Basic Salary Scale: Kshs. 96,300 – 127,800 pm

    (a) Duties and Responsibilities Reporting to the Manager, Supply Chain Management Services, the Senior Supply Chain Management Officer will be responsible for the following:

    • Ensuring governance and compliance with the public procurement regulations, policies, and laws;
    • Developing, facilitating, implementing, monitoring and reviewing of procurement plans;
    • Performing secretarial role to the Authority’s Tender Committee and Disposal Committee;
    • Coordinating the preparation of tenders for advertisement, opening and evaluation;
    • Monitoring contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts; Preparing and submitting to the PPOA quarterly procurement reports as required;
    • Providing information, as required for any petition or investigation to debar a Tenderer or any investigation under review procedures; (viii) Liaising with PPOA and other bodies on matters related to procurement;
    • Advising directorates and staff on all matters to do with procurement of goods and services in line with the provisions of the Procurement Act and the Regulations;

    (b) Requirements for Appointment For appointment to this grade, an officer must have: -

    • Served for a minimum period of six (6) years as a Supply Chain Management Officer in the public service/private sector with at least three (3) years in senior management level or in any other relevant and equivalent position.
    • A bachelor’s degree in Commerce, Economics, Business Administration, Finance, Supplies Management, Marketing or any other related field from a university recognized in Kenya
    • Post graduate diploma in Supplies Management
    • A Master’s degree in Commerce, Economics, Business Administration, Finance, Supplies Management, Procurement & Logistics, Marketing or any other related field from a university recognized in Kenya
    • Attended a senior management course lasting not less than 4 weeks from a recognized institution
    • Certificate in computer applications from a recognized institution.
    • Valid membership with Kenya Institute of Supplies Management (KISM) and be in good professional standing
