    Resource Center Manager

    Purpose Of The Position

    Supervise and develop the Training and Resource Center to be a center of excellence in technical skill-building for Rarieda District; lead the technical skills training team and provide training (as instructor) in line with approved TVETA curriculum and project standards.

    Job Responsibilities

    Coordination of Training Activities

    • Develop a creative and comprehensive plan to market and grow RWMT training programs; lead outreach, networking and awareness-creation initiatives amongst the community, with partners and stakeholders.
    • Provide overall guidance and direction on technical skills training activities for the project.
    • Coordinate scheduling of timetables for various classes.
    • Coordinate the preparation and regular review of curricula for the various technical skills training areas.
    • Monitor the training process including development of lesson plans by instructors, delivery processes and connected activities.
    • Ensure the timely registration of qualified students for the examinations.
    • Ensure that instructors and students participate in all relevant RWMT activities.
    • Supervise the process of internal examination of students.
    • Oversees student exchanges and other events.
    • Lead continual reviews and assessments of services offered by the Center.

    Training

    • Supervise the development of lesson plans for training.
    • Coach instructors in learner-centered teaching approaches.
    • Recruit new students.
    • Resolve conflicts amongst students and instructors.
    • Address student disciplinary issues.
    • Teach students on the area of skills training.

    Information Management

    • Oversee interview process of prospective students.
    • Ensure database of students’ personal details and related student records are correct and always up to date.
    • Ensure proper data collection and updating of the family profiles to RWMT-sponsored students conform to the RWMT criteria.
    • Ensure instructors are maintaining daily attendance registers for the students.
    • Keeping (filing) examination records.

    Maintenance of Equipment & Buildings

    • Implementation of RWMT policies that are geared towards ensuring security of material, equipment and buildings.
    • Ensure instructors carry out regular maintenance of machines and equipment, and report any needed building repairs.
    • Ensure instructors report any damage caused and repairs needed in class and respective equipment.
    • Ensure opening and locking of classrooms in the morning and evening.
    • Provide recommendations that can improve security of the class, equipment and buildings.

    Economic Mentoring to Students

    • Train and mentor instructors and technical students to acquire skills in developing items for sale to boost their self-sufficiency.
    • Facilitate instructors and students to meet production deadlines and relevant targets.

    Partnership, Networking and Collaboration

    • Ensure strong partnerships between RWMT, the government, business and corporate enterprises as well as with other relevant partners.
    • Represent the organization in any relevant stakeholder’s meetings.
    • Ensure that the organization upholds the government’s policies and procedures of providing quality Technical Education Services.
    • Support the Executive Director in liaising with all relevant prime partners for the technical training program

    RWMT Values and Ethics

    • Ensure compliance with RWMT policies, values and principles by instructors, students under training and their caregivers.
    • Protect and help build the reputation of RWMT in the community.

    Internal Administration

    • Approve the allocation of inputs from the inventory in storage for use by instructors and students
    • Maintain and keep up-to-date and accurate records and reports of activities and beneficiaries according to the organization’s requirements.
    • Actively maintain the internal referral system to ensure students are provided with maximum support from the organization’s various experts.
    • Maintain follow-up system to ensure efficient processes.
    • Provide monthly production and training reports in pre-developed formats to facilitate follow-up and improvement of the work.
    • Provide quality and timely delivery of all program reports in their agreed format and timeframes.
    • Ensure that the integrity of information collected and presented is not compromised in any way whatsoever.
    • Participate in Training and Resource Center concept paper and proposal development for donor funding.
    • Review projects’ operational budgets in conjunction with the project teams, project accountant and the Finance and Administration Manager.
    • Ensure that casual staff member’s working under the Training and Resource Center are rotated and substituted appropriately.
    • Take part in the process of wage preparation for the casual staff members working within Training and Resource Center.
    • Oversee student ‘earn as you work’ program.
    • Ensure that the Training and Resource Center is well-organized and runs smoothly on day-to-day basis.

    Governance and Management

    • Ensure effective monitoring of all activities undertaken.
    • Oversee performance appraisal process of relevant staff members under your supervision.
    • Provide timely advice to the Senior Management Team on issues likely to affect/impact project implementation.
    • Actively participate in the management and development of RWMT as a whole as a member of the Senior Management Team.
    • Line management of all instructors, coordinators, interns and relevant support staff for the Training & Resource Center.
    • Provide timely advice to the Executive Director on issues likely to affect/impact project implementation.
    • Actively participate in the Saturday Psycho-Social Support Program for Orphaned and Vulnerable Children and build the community’s capacity to eventually run the Saturday PSS on their own.
    • Perform any other duties and responsibilities which may be assigned by the supervisor from time to time and which are related to the achievement of RWMT’s mission and vision.

    Qualifications

    • At least a Bachelor’s degree in Education or in any of the following specialization, Business Administration, Applied Science & Technology or equivalent from a recognized institution with focused on education/skills-development.
    • Higher National Diploma or Diploma from a Technical Institution i.e Trainer Level 1 or 11 on specific technical trade.
    • At least five (5) years’ experience in supervision and management; preferably in Technical training sector (TVETA).
    • Should have experience in curriculum development specific to (TVETA)

    Key competencies:

    • Good leadership and interpersonal skills with the ability to build effective relationships with business community, senior government officials and staff.
    • Must have developed good intercultural orientation and be ready to work in close collaboration with people of various ethnic, educational and socio-economic backgrounds.
    • Strong public relations skills and including the ability to represent the organization publicly with confidence and integrity
    • Should possess strong communication, negotiation, and administration skills.

    Special Working Conditions

    • The position requires the incumbent to work in a rural set up, long and odd hours when necessary to meet deadlines or respond to specific situations.
