    Monitoring, Evaluation and Learning (MEL) Officer

    Responsibilities

    The responsibilities for the position include:

    • Work with the MEL Specialist to develop, refine and test data collection tools on a routine basis.
    • Participate in data collection with site visits to health facilities around Kenya, and periodically supervise data collection.
    • Conduct county in-brief and out-brief sessions during each cycle of data collection.
    • Review site visit data.
    • Support data management and quality assessment.
    • Identify gaps in data collection and provide enhanced data quality assurance.
    • Analyze qualitative data collected during the site visits to help in the interpretation of the quantitative data and observations made during the data verification visits.
    • Draft timely and concise reports from quantitative and qualitative data collected from site visits.
    • Assist in the presentation of findings, conclusions and recommendations to program stakeholders as requested.
    • Review and analyze secondary data from national health databases and other reporting platforms
    • Support selection and sampling of health facilities for site visits.
    • Ensure that the TPM dashboard is up to date with the latest data collected from the site visits.
    • Support other tasks as requested by the Supervisor.

    Qualifications

    Education, Knowledge, and Experience:

    • A Bachelor’s degree, Master’s degree preferred, in monitoring and evaluations, statistics, informatics, mathematics, or another quantitative field and a minimum of five years’ experience in M&E, learning, data analytics or related activities for USG and/or donor-funded programs.
    • Experience developing data collection and management tools.
    • Experience in carrying out quantitative and qualitative data analysis.
    • Demonstrated experience with the Kenya health system including commodity management.
    • Experience working in Kenya.

    Skills

    • Willingness to travel throughout Kenya, including some remote and difficult environments.
    • Strong attention to detail.
    • Excellent writing and communication skills.
    • Ability to work in a fast-paced environment and meet deadlines.
