    Associate Programme Management Officer

    This position is located in the Programme Performance Support Unit in the Policy and Programme Division of UNEP, Nairobi duty station. The Associate Programme Officer will report to the head of unit. The focus of this job is to contribute to effective implementation, monitoring and reporting with regard to UNEP’s programmes, decisions of UNEP’s Governing Bodies, operations, and other activities. The incumbent will be responsible for the following duties:

    Responsibilities

    1. Contribute to work on monitoring implementation of UNEA resolutions, including through the UNEA Monitoring and Reporting Portal, by coordinating reporting, analysing data, and providing client support for Secretariat teams and for Member States Voluntary Reporting.
    2. Contribute to the regular corporate reporting for results exercises, including through draft calls for inputs and liaison with various teams across the organisation, as well as collection, review and analysis of performance and results information received on implementation Programme of Work activities and resolutions/decisions of UNEP Governing Bodies.
    3. Contribute to the UNEP Open Data and IATI reporting functions and work on improving and integrating programme performance related data platforms. Carry out basic research on selected aspects of programmes, operations, and other activities.
    4. Participate in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyses, and interprets responses, identifies problems/issues and prepares preliminary conclusions.
    5. Contribute to the preparation of various written outputs, e.g. draft reports, briefing notes, background papers, analytical notes, and presentations.
    6. Provide administrative and substantive functions to consultative and other meetings, events linked to the work plan, to include proposing agenda topics, identifying and proposed participants, preparation of background documents, presentations and records, handling logistics.
    7. Undertake outreach activities; participates in the development of training; prepares and makes presentations on assigned topics/activities. Assists with collection and development of technical content for outreach and communication of UNEP results, in collaboration with the Communications Division.
    8. Participate in meetings and field missions, including provision of substantive and administrative, functions data collection.
    9. Perform other related duties as required.

    • COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
    • PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education

    An advanced university degree (Master’s degree or equivalent) in environment, business administration, management, economics, or a related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    1. A minimum of two (2) years of progressively responsible experience in project/programme management, administration, or related area is required.
    2. Relevant work experience at the national or international level in monitoring and reporting for results of environmental or sustainable development programmes or projects, including in evidence-based data management and data visualisation is desirable.
    3. Experience with developmental projects, emerging economies and developing country contexts is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

    “Fluency” equals a rating of “fluent” in all four areas (read, write,speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
