    Child Protection Information Management System (CPIMS) Officer- Dadaab

    ROLE PURPOSE: 

    This role will be in charge of rollout and implementation of CPIMS + (Primero) and will support both Save the Children and Terre des hommes (Tdh). The role will have a high-level oversight in the running of the system and ensuring of technical support to the data officers and case management teams of both Save the Children and Tdh. The System Administrator in the CPIMS+/Primero, oversees the entire technical implementation. This role has the ultimate responsibility for the configuration and maintenance of the Primero implementation within the Dadaab Child protection programme; the data it carries, and the case management work it enables. Furthermore, this role could have an M&E role as well. Along with fully understanding Primero/CPIMS+, the system administrator will need to be familiar with cloud-based deployments, understanding provisioning servers, deploying applications, setting up monitoring and other security measures, as well as local server deployments, networks, and hardware configuration (laptops, etc.). In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

    Role Dimensions: The jobholder is required to have regular contact with primary users of the CPIMS (Save the Children and Tdh) and other stakeholders UNICEF, UNHCR and other agencies. Internally the The job holder will be required to have direct relationship with all staff and management at all levels in ensuring the organizational policies and procedures are adhered to and complied with.   

    KEY AREAS OF ACCOUNTABILITY : 

    • Maintain a program database and ensure that the databases are updated regularly.
    • Work closely with the Country Office CP and FTR teams, and other relevant technical and field staff on the roll out of the CPIMS /CPIMS+ where necessary. 
    • Offer technical support and training to country CP and FTR teams responding to Ethiopia emergency in establishing, managing and maintaining their country/local level CPIMS and supporting teams to produce high quality documentation and reporting from each CPIMS field team that informs implementation of activities on the ground. 
    • Support, and where needed lead on country level workshops, training events, and meetings aimed at experience sharing and developing technical capacity of staff at all levels, in CPIMS and other information management and reporting. 
    • In charge of maintenance and configuration of the system 
    • Create and monitor roles and users
    • Support the standardization, operationalization and harmonization of existing CPIMS/CPIMS+ tools, forms and resources, SOPs and information sharing protocol.
    • Take on the role of focal point for support, interaction with CPIMS+/Primero technical teams, CPIMS+ Steering Committee and helpdesk (including contracting), including provision of regular updates on system performance
    • Coordinate with in-country relevant staff for the 6-month evaluation process with the global CPIMS+ Steering Committee
    • Support data analysis workshops and generate reports/content to be regularly and shared with CP actors and through other relevant networks
    • Support the review existing training and mentoring modalities, initiatives, materials and tools currently in use to determine lessons learned and provide recommendations for a capacity building plan.
    • Support the implementation of the capacity building plan for CP IMS/CPIMS+;
    • Identify and support the establishment of adequate, effective and appropriate mechanisms to facilitate case management coordination and capacity building (i.e. case management task-force, case conference, facilitators/leads);
    • Serve as an inter-agency liaison in rolling out CPIMS+;
    • Attend and initiate meetings with relevant community-based mechanisms/leaders to support case management and roll out CPIMS+;
    • Coordinate with Country MEAL teams (where applicable) to develop strong CPiE SMART monitoring systems and indicators and ensure that they are tracked periodically.
    • Protecting the confidentiality of the case information – focal point for audit process.
    • Ensure the implementation of a child protection data protection protocol in case management;
    • Draft reports based on trends of cases for donors as needed;

    QUALIFICATIONS  EXPERIENCE AND SKILLS

    • Bachelor's Degree in Information Technology, Statistics, Economics, Bio statistics, , Social Science, Computer Science or Project Management. 
    • Diploma in IT with a bias in Database Development will be an added advantage and certificate in M&E is a plus.
    • Excellent knowledge and experience in the use of ODK for digital data collection, ONA and power BI for analysis and visualization is a must.
    • Minimum of 5 years of experience working in INGO’s and or UN Agencies in developmental or in humanitarian programmes, with 3+ years in field postings, and 3+ years working for an international agency on management information systems development.
    • Proven experience of undertaking analysis of both qualitative and quantitative research using relevant software such as STATA or SPSS, Tableau and ATLAS.ti (to be assessed) 
    • Excellent skills in data visualization using different software including ONA, Power BI etc
    • Good communication skills in English and Kiswahili. Local language (Turkana or Samburu) preferred
    • Proven skills and experience in system development, repair and maintenance.
    • Full understanding of Excel and report creation
    • High level technical understanding of the deployment infrastructure (i.e. servers, ip addresses, databases, local and cloud deployments)
    • User-level understanding of Windows and Linux command line
    • Preferably basic knowledge on case management and child protection programming
    • Strong information management and telecommunication skills and proficiency in IT/computer skills (including sound MS Excel, Ms Powerpoint and Ms Word proficiency).
    • Problem analysis, judgement, handling ambiguity and decision making based on fact and figures
    • Technical expertise in various data analysis software and proven experience using mobile technology for data collection with experience of electronic data collection using tablets or other devices.
    • Excellent knowledge and experience in the use of ODK for digital data collection, ONA and power BI for analysis and visualization is a must.
    • Exceptional analytical and problem-solving skills and experience with statistical/graphical software or geo-spatial software. 
    • Proven experience with current technologies, such as web-based data management and analysis tools, digital data collection, mapping, Google applications, data visualization, interactive dashboards, etc.
    • Experience with ICT hardware, mobile phones and web-based technologies, particularly designing or deploying tools appropriate to limited-bandwidth or sub-standard infrastructure environments.
    • Ability to work independently and as part of a team
    • Strong communication and interpersonal skills, with experience working in multicultural, multi -location, values driven teams.
    • Commitment to and understanding of Save the Children International’s aims, values and principles.

    Desirable Skills:

    • Good analysis and report writing skills.
    • Somali language and strong understanding of the context.
    • Experience working in arid and semi-arid land (ASAL) settings, refugee operations preferred.
    • Experience in open source, mobile and emerging technology is extremely desirable.
    • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
    • Experience in producing clear and simple reports, including charts & graphs, for end-users
    • Experience of managing private and international donor funded projects
    • Experience of training and capacity building 
    • Some experience of representation and ability to represent the CPIMS users effectively in external forums
