    Consultant - Open Source Licensing

    Purpose of consultancy

    To contribute to frameworks and guidance for open-source licensing and legal compliance. The consultant will provide legal expertise in open-source software licensing to develop frameworks and guidance for open-source license compliance within the Health Emergency Intelligence and Surveillance Systems Division.

    Deliverables

    • Create a methodology for the review and approval of the use of open-source software and the contribution to open-source software projects. 
      Expected by: 31st December 2023.
    • Facilitate review and approval the list of obligations that are required for each software component that is included in a product. 
      Expected by: 31st December 2023.
    • Contribute to creating and updating policies to ensure inbound open-source license compliance. 
      Expected by: 31st December 2023.
    • Contribute to the development of a list of WHO reviewed and approved open-source licenses.
      Expected by: 31st December 2023.
    • Formulate a process for the selection of compatible and fit for purpose open-source licenses for open-source projects.
      Expected by: 31st December 2023.
    • Contribute to creating and updating policies to inform selection of outbound open-source licenses. 
      Expected by: 31st December 2023.
    • Develop guidance on all inbound and outbound licenses. 
      Expected by: 31st December 2023.
    • Contribute to the creation of open-source training. 
      Expected by: 31st May 2023.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in Law, Computer Science, or related fields.

    Experience

    Essential:

    • Over 10 years of relevant experience working in open-source technology, or intellectual property.

    Skills/Knowledge:

    Essential:

    • Expert knowledge of open-source licenses, copyright, and intellectual property in technology.
    • Good grasp of software development lifecycle, and experience supporting technology projects.
    • Excellent coordination skills, including ability to work with wide range of stakeholders across the organization including legal, procurement, information technology, and software development teams.
    • Good knowledge of policies, systems, and procedures in digital health.
    • Proactive identification, reporting and resolution/mitigation of issues and risks.
    • Political acumen and ability to drive change and improvements in challenging, inter-cultural and complex environments.
    • Excellent communication skills.
