    Consultants – Investigator (Office of Internal Oversight Services)

    Purpose of consultancy

    To conduct preliminary reviews and full investigations into all allegations of wrongdoing, committed either by staff or independent contractors, implementing partners and other third parties, to the detriment of WHO Investigations shall be conducted in accordance with applicable professional standards, WHO procedures, and ILOAT jurisprudence.

    Deliverables

    Deliverable 1: Establish the facts concerning allegations of wrongdoing and present high-quality reports based on the evidence gathered. 

    • Activity 1.1: Review the original documentation submitted with the allegations as well as any other relevant information. 
    • Activity 1.2: Prepare investigation plans. 
    • Activity 1.3: Conduct interviews with parties to the case, the complainant, subject, and witnesses and review any relevant evidence.
    • Activity 1.4: Draft high-quality reports establishing whether, based on the fact-finding exercise, the individual allegations were found to be substantiated or not.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    • Advanced university degree in law, public administration, or a related area.

    Experience

    Band level C:

    • Over 10 years of relevant experience in administrative investigations, some of which should include experience in an International Organization.
    • Proven track record in planning and performing investigations. 

    Band level D: 

    • Over 15 years of relevant experience in administrative investigations, some of which should include experience in an International Organization.
    • Proven track record in planning and performing investigations. 

    Desirable

    • Experience within the UN system.

    Skills/Knowledge:

    • Knowledge of international civil service law relating to administrative investigations of staff fraud, harassment, and other misconduct, particularly in the UN environment. 
    • Sound knowledge of investigation principles and their application.
    • Ability to communicate effectively, both orally and in writing.
    • Demonstrated report-writing skills. 
    • Maturity of judgment, tact, integrity, and discretion. 
    • Ability to maintain effective working relationships with people of different national and cultural backgrounds. 
    • Advanced skills in the use of the Microsoft Office suite.
