    Consultants – Investigator Office of Internal Oversight Services

    Purpose of consultancy

    To assist with the conduct of preliminary reviews and full investigations into all allegations of wrongdoing, committed either by staff or independent contractors, implementing partners and other third parties, to the detriment of WHO. Investigations shall be conducted in accordance with applicable professional standards, WHO procedures, and ILOAT jurisprudence.

    Deliverables: 

    • Activity 1.1. Preliminary reviews of allegations and propose next steps to IOS management.
    • Activity 1.2. Evidence collection, review and analysis.
    • Activity 1.3. Preparation of investigation and closure reports, case closure notes and other investigative products.
    • Activity 1.4. Participate in investigation missions.
    • Activity 1.4. Update case management systems and ensure that all evidence/information is captured.

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • Advanced university degree in law, investigations, public administration, or a related area. Or a first level university degree with a combination of significant training and experience in the field of investigations may be accepted.

    Experience

    Essential:

    Band level B: 

    • Five to ten years of relevant experience in administrative investigations, some of which should include experience in an International Organization.
    • Proven track record in planning and performing investigations in complex and challenging operating environments.

    Skills

    Essential:

    • Knowledge of international civil service law relating to administrative investigations of staff fraud, harassment, and other misconduct, particularly in the UN environment. 
    • Sound knowledge of investigation principles and their application.
    • Ability to communicate effectively, both orally and in writing.
    • Demonstrated report-writing skills. 
    • Maturity of judgment, tact, integrity, and discretion. 
    • Ability to maintain effective working relationships with people of different national and cultural backgrounds. 
    • Familiarity with digital forensics approaches and tools.
    • Advanced skills in the use of the Microsoft Office suite.
