    Consultants

    Objective of the contract: 

    The objective of the contract is to support the Government of Kenya in developing an updated IVM strategy and incorporation of the insecticide resistance management and monitoring plan to adequately guide planning and implementation of a comprehensive vector control program in line with the GVCR, 2017-2030.

    Scope of the work

    • Brief the WR and the relevant staff and discuss the activity and program of work
    • Virtually/onsite Meet the relevant MOH staff and brief them on the program and agree on how and where to obtain the required information. The designated MOH staff will provide the required information and documents to the consultant.
    • Carry out desk assessment of the current national vector borne diseases strategic plans and the status of implementation, the existing Integrated vector management strategy and Insecticide resistance Management Plan, Annual Reports, Country Reviews and Evaluation Reports of the National Malaria Control work plans and other pertinent documents.
    • Carry out desk assessment on the importance of other vector-borne diseases (OVBDs) including arbovirus epidemics and their burden, and the strategy to control them, including larval source management
    • Assess the insecticide resistance profiles of disease vectors and available resistance management strategies, gaps and opportunities for mitigation of resistance
    • Conduct onsite/virtual stakeholders meeting (DNMP, Entomology Working Group, Experts and key leaders in vector borne diseases control) to consult with the relevant staff in the MOH and other stakeholders and partners to get additional information on the current situation of malaria control, and the risk and control/prevention of OVBDs including arboviral epidemics.
    • Assess the role of partners and stakeholders in malaria and OVBDs control/prevention, and identify the gaps, strengths and opportunities
    • Assess how insecticides used for vector control are managed including availability of protocols on how to safely store, transport, handle, use and dispose their wastes (IRS insecticides)
    • Consolidate the assessment information gathered in a desk review/assessment report and determine the way forward for a comprehensive vector control to address all important VBDs in the country.
    • Consolidate the information gathered, review the existing IVM guidelines in view of the outcomes of the assessments and analysis of the overall VBDs situation and their control in the country
    • Revise the existing guideline and produce an updated draft of a comprehensive IVM strategy for the control of all important VBDs in Kenya in line with the GVCR
    • Facilitate a virtual stakeholders’ workshop to discuss on the outcomes/report of the desk assessment and consultations, and to review the draft IVM strategy, obtain inputs/comments. Key stakeholders include relevant MOH departments at National and County, other sector ministries (Education, Environment etc) and private entities involved in vector control.
    • Share the draft IVM strategy with AFRO for inputs
    • Revise the IVM strategy in line with the inputs and comments at the stakeholder workshop and from AFRO.
    • Facilitate a 2nd onsite/virtual stakeholders’ workshop to review the revised draft IVM strategy and obtain further inputs/comments.
    • Incorporate inputs and address comments, and finalize the draft IVM strategy
    • Brief the national authorities and the WR and submit the final draft IVM strategy
    • Prepare and submit short mission report to AFRO together with the final draft IVM strategy by 30 June 2022.

    Deliverables

    • Outline clear tasks and deliverables, to be carried out in the framework of the background described above.
    • These need to be time-bound and specific.
    • Final draft IVM strategy incorporating an IRM plan and aligned with the GVCR 2017-2030 for vector borne diseases prevention and control in Kenya.
    • Summary Power point (PPT) of final IVM draft strategy for wider stakeholder briefing.
    • Short mission accomplishment report.
    • Provision program of work (can be amended in consultation with the WHO country officer and the national authorities, if need be)

    Qualifications, experience, skills and languages
      
    Educational Qualifications

    • The Consultant should have a minimum of a master’s degree in any of the following relevant disciplines: medical entomology, environmental health, public health, biomedical science.

    Experience

    • At least 10 years’ experience in operational research on vector borne diseases and their control and public health programme management at national and/or at international level and vector control assessments.
    • Substantial level of experience in development of vector surveillance and control related technical documents such as strategies, guidelines and plans
    • In-depth understanding of vector borne diseases bionomics and control, and in general health and environmental policy and strategies in Africa
    • In-depth knowledge and understanding of the local, regional and global responses to malaria vector control and insecticide resistance monitoring
    • Skills/Knowledge: Excellent writing and analytical skills
    • Languages and level required: Expert knowledge of English
