    Deputy Director, Finance and Accounts

    Job Purpose:

    Responsible for the effective and efficient use of the Authority’s financial resources through the implementation of sound accounting policies, financial systems, and procedures, as well as accurate reporting on the organization’s financial performance.

    Key Responsibilities:

    Managerial / Supervisory Responsibilities:

    • Providing overall leadership over the Finance and Accounting department;
    • Spearheading the formulation and periodic of financial management and accounting policies and procedures;
    • Overseeing the development and implementation of a dynamic finance strategy;
    • Providing leadership in the preparation of responses to audit queries, Public Accounts Committee (PAC) and Public Investment Committee (PIC) inquiries;
    • Providing leadership in the development and absorption of the Authority’s budget;
    • Providing oversight leadership over the Authority’s financial management and operations;
    • Providing leadership in the preparation of accurate and timely financial and management accounts and reports;
    • Overseeing the development and implementation of internal financial control systems;
    • Providing leadership in monitoring commitment and expenditure of programs and projects to ensure they are within the budgetary provisions;
    • Coordinating consolidation of resources mobilized and update of records. 

    Operational Responsibilities:

    • Ensuring effective and efficient management of the Authority’s financial resources;
    • Ensuring compliance with Public Financial Management Act, IPSAS, IFRS and ISO Standards and other legal and regulatory policies;
    • Understand and mitigate key elements of the corporation financial risk profile;
    • Advising on expenditure trends and projections to ensure controls;

    Job Dimensions:

    Financial Responsibility:

    • Oversee approved budget execution and departmental expenditure

    Assets Responsibility:

    • Account for department equipment and office infrastructure

    Decision-Making Scope:

    • Oversight over financial operations, reporting, internal controls, and budgeting

    Working Conditions:

    • Office setting (OSHA-compliant)
    • Periodic travel
    • Benefits include medical cover (for up to 4 dependents), accident and life insurance

    Job Requirements:

    Academic Qualifications:

    • Bachelor’s degree in Commerce, Accounting, Finance, or related field
    • Master’s degree in a relevant field
    • Certified Public Accountant (CPA-K)

    Experience:

    • At least 10 years of relevant experience, 4 years in a senior finance leadership role

    Other Qualifications:

    • Member of a professional accounting body in good standing
    • Leadership training of at least 4 weeks
    • Proficient in Financial Management Information Systems
    • Compliant with Chapter Six of the Constitution of Kenya
