    Development of a Social Accountability and Public Contract Monitoring to Fight Corruption in Kenya

    Objective

    • Develop a comprehensive module on social accountability in public contract monitoring that addresses the specific contextual needs, realities and challenges within the Kenyan context.

    The module should:

    • Provide a clear understanding of the concept of social accountability and/in public contract monitoring, legal framework, and its importance in promoting good governance, transparency, integrity, and prudent financial conduct.
    • Explore various tools, methodologies, and best practices for implementing social accountability mechanisms within the public contract monitoring process.
    • Offer practical guidance on how to engage citizens, civil society organizations, and government institutions in promoting transparency, accountability, and participation.
    • Highlight case studies and examples of successful social accountability interventions in Kenya and other relevant contexts.
    • Include interactive exercises, case studies, and other learning activities to facilitate knowledge transfer and skills development.
    • Offer highly innovative approaches to social accountability including digital social accountability.

    Scope of work
    The scope of work for the consultancy will include but not limited to the following:

    • Conducting a thorough review of existing literature, reports, and resources related to social accountability, public contract monitoring, and governance with a focus on the Kenyan context.
    • Designing a structured outline for the module/modules, outlining key topics, learning objectives, and proposed activities.
    • Developing content for each section of the module, ensuring accuracy, relevance, and clarity.
    • Incorporating feedback and input from relevant stakeholders, including representatives from civil society organizations, government agencies, and academia.
    • Creating engaging learning materials such as presentations, handouts, case studies, and interactive exercises.
    • Providing guidance on the integration of the module into existing training programs or capacity building initiatives.
    • Delivering a final version of the module in both electronic and hard copy formats, complete with all necessary supplementary materials.

    Deliverables
    The consultant will deliver the following outputs:

    • A structured outline for the module/ modules, approved by the project team.
    • Draft content for each section of the module, subject to review and feedback.
    • A final version of the module incorporating all revisions and feedback received.
    • Supporting materials such as presentations, handouts, case studies, and exercises.
    • A comprehensive report summarizing social accountability best practices for successful results. 

    Qualifications

    • The ideal consultant(s) should have a strong background in governance, public administration, or a related field, with specific knowledge and experience in social accountability.
    • Proven experience in developing training materials, modules, or educational resources on governance-related topics.
    • Familiarity with the Kenyan context, including the political, social, and institutional landscape.
    • Excellent research, writing, and communication skills.
    • Ability to work independently and meet deadlines effectively.
    • Prior experience working with diverse stakeholders including government agencies, civil society organizations, and international development partners
