    End of Term Evaluation of FIDA-Kenya’s Strategic plan 2018 – 2022 and Develop FIDA-Kenya’s New Strategic Plan 2023 – 2027

    The specific objectives of the assignment are

    • Evaluate the general performance of FIDA-Kenya’s SP 2018-2022
    • Measure the level of implementation of the Midterm review report with a special focus on recommendations
    • Develop crucial action points that will inform the development of FIDA-Kenya’s SP 2023-2027
    • Document key lessons learnt
    • Develop FIDA-Kenya’s new strategic plan 2023-2027

    Methodology

    The consultancy firm will be expected to utilize both qualitative and quantitative participatory approaches to conduct the evaluation. Among stakeholders to be engaged are FIDA-Kenya beneficiaries and FIDA-Kenya engagement structures. These may involve key interviews and focus group discussions.
    NB: The consultancy firm will be required to provide a methodology that takes cognizance of the prevailing WHO Guidelines on COVID-19 Pandemic and the political environment

    Indicative Time Frame

    • It is expected that the whole task should be completed within 45 calendar days.

    Deliverables

    The following are the deliverables:

    • Inception report detailing the methodology, work plan and budget.
    • Submission of all data collection tools for approval before data collection.
    • First draft of the evaluation report.
    • First draft of the new strategic plan 2023-2027
    • Submission of hard and electronic copies of materials, data collected/analysed and other documents.
    • A summary PowerPoint presentation highlighting main findings of the evaluation report and recommendations.
    • A summary PowerPoint presentation of the new strategic plan 2023-2027
    • Final evaluation report detailing the process and methodology, findings, lessons learnt and key recommendations.
    • Final draft of the new Strategic plan 2023-2027

    The consultant shall report to the Executive Director and have direct communication with FIDA-Kenya’s Monitoring and Evaluation team during the execution of this assignment.

    Expected Profile of the Consultancy firm

    • The lead consultant should possess a post graduate degree in Social Sciences, Law, Research or Gender Studies. A doctorate degree in any of the above will be an added advantage.
    • A minimum of 15 years’ experience undertaking research on organization strategic management, human rights and social- economic development
    • Evidence of undertaking similar work in the last five years.
    • Excellent analytical, research and report writing skills.

    Requirements

    Interested companies or research firms should submit a detailed expression of interest (technical and financial proposal):

    • The technical proposal should include an interpretation of the objectives of the consultancy, detailed methodology and an elaborate work plan. Organization/ capacity statement, past experience and activities CVs of the consulting team and their roles in the achievement of the assignment; names, addresses and telephone numbers of three professional referees.
    • The financial proposal should include a detailed budget proposal; a detailed profile of the firm including contact and physical address, telephone numbers and copy of registration certificate, VAT and PIN where applicable.
