    Environmental Specialist

    The purpose of this consultancy is to support the implementation of flask sampling measurement programs in one or two developing countries and the development and implementation of a collaboration plan for continuing observations, calibrations, data sharing and data analyses/modeling.

    The Specialist/Advisor will be working under the overall coordination of the Executive Secretary and under the direct supervision of the Senior Environmental Affairs Officer. The specialist will also be working in close consultations with the Steering Committee overseeing the implementation of the pilot project.

    Specific tasks and responsibilities

    • Proactive assessment of observations site selection and development; development of project document with the relevant institutions in the selected host developing country (-ies).
    • Quality control and curation of collected data at selected developing country site(s) for 10-15 ODSs and HFCs of interest to the Montreal Protocol; ensuring calibrations, performing atmospheric baseline comparisons and checking and flagging or correcting data for artifacts.
    • Quantification of selected chemicals emissions, performing statistical analyses, checking correlations among gases.
    • Assessment of other sites for suitability for long-term measurements.
    • Support to the Steering Committee in the development of a plan for collaboration with international programmes and bodies to enhance the project activities, results, sustainability and replicability. The plan should include collaboration on quality control and curation of data; supporting and enhancing international open-access databases and models; exchanging technical knowledge, operational expertise and calibration standards; and peer review of observational data and emissions modelling.
    • Preparation of quarterly reports on the progress of the tasks undertaken.
    • Regular communication with the Steering Committee and scientists involved in the project. Active participation in all meetings related to this project to make collective decisions.

    Qualifications/special Skills

    • Advanced degree in atmospheric chemistry with particular emphasis on quantification of emissions.
    • A minimum of 7 years of professional experience working in a field relevant to climate change, ozone depletion and air pollution is required.
    • Extended knowledge in the area of ozone layer protection and climate change and relevant atmospheric and chemical processes is required.
    • Working experience in modelling techniques and analyses related to the quantification of emissions of ozone depleting substances (ODSs) and/or greenhouse gases (GHGs) is required.
    • Experience in the implementation of monitoring programmes and associated follow-up plans of action is desirable.
