    Female Genital Mutilation & Child Marriage Consultant

    Purpose and background

    The Girls Not Brides Africa Team is based in Nairobi and works closely with the Kenyan national partnership to end child marriage, Girls Not Brides Kenya. Many of the members of Girls Not Brides Kenya work on both child marriage and FGM as in Kenya the two practices are closely linked. Despite this, there is a lack of evidence about what kinds of approaches to address child marriage and FGM/C in tandem are most effective, and what opportunities and risks there are to address these issues together through programming and advocacy. Furthermore, in 2019 the Kenyan government pledged to end FGM/C by 2022, so now is an opportune moment to develop a joint strategy for holding the Kenyan government accountable in 2022 and beyond.

    For this reason, Girls Not Brides is keen to bring key actors (including Girls Not Brides members and partners, government actors, and relevant UN agencies) together for a workshop in August to document challenges and opportunities in integrated programming of FGM/C, and to develop a collective advocacy strategy targeting the Kenyan government. The outputs of the consultation will include a meeting report, a lessons learned document, and a draft advocacy messaging framework, all of which will help guide the work of organisations working to address both FGM/C and child marriage in Kenya.

    The preferred dates for the meeting are 11th – 12th August 2021.

     

    Scope of Work and Deliverables

    Participation in the Workshop

    • The consultant will attend the two-day workshop in Nairobi and act as rapporteur by taking notes of key discussions.
    • The consultant will develop both a short workshop report and a ‘longer lessons learned’ document for dissemination among participants. The report shall include all the presentations made during the seminar, a narrative summary of the proceedings and discussions and the professional observations from the processes and outcomes of the two-day event.

    Coordinating the Consultation

    • Propose participants to attend the consultation including UN, Anti-FGM board, academia, SUPKEM and civil society representatives ensuring good representation from youth and women.

    • Secure government representation at the meeting through direct outreach. Government representation must include but is not limited to the relevant line ministries [Ministry of Education; Ministry of Labour and Social Protection – The Department of Child Services (DCS) and the The Ministry of Public Service and Gender], Council of Governors, KEWOPA, County First Ladies Association etc.

    Key deliverables

    The key deliverables for this consultancy will include:

    • Participation in the two-day workshop & post workshop debrief.
    • Draft messaging framework/advocacy strategy (Girls Not Brides Kenya will finalise the write up provided by the consultant).
    • Workshop report (final report due latest 15th September).
    • Lessons learned document (final report due latest 15th September).

    Number of days

    The consultancy is expected to take around 10 full days. An indicative breakdown is below:

    • 3 days spent securing high level government attendance.
    • ½ day spent in pre workshop team meeting.
    • 2 days in the workshop.
    • ½ day spent debriefing with Girls Not Brides team.
    • 6 days spent writing up the workshop report and lessons learned document.

    Consultancy Fees

    The daily rate to be paid is between $400.00 - $500.00 based on experience and expertise.

    Time Frame

    The consultant is expected to begin work in the first week of July 2021 and complete the assignment no later than 15th September 2021. As part of the application, the consultant will be expected to submit a detailed schedule clearly indicating delivery timelines.

    Oversight

    The consultant’s work will be overseen by the Project Manager and Africa Team at Girls Not Brides. The consultant will work closely with members of Girls Not Brides staff in the Africa Team, based in Nairobi and the Learning and Partnership Development Team, based in London.

    Key competencies

    1. Demonstrated networks and ability to work with government representatives.
    2. Be highly qualified and proficient in spoken and written English.
    3. Sound experience in rapporteur of technical workshops of at least 4 years.
    4. Excellent report writing skills.
    5. Have a fair understanding of gender and development sector issues.
    6. Have experience in writing reports for civil society organisations and development partners.
