    Livelihoods Manager

    Supervision:

    • County based Project officers (technical oversight)
    • Regional Program Officers (technical oversight)

    PURPOSE:

    This role is responsible for providing technical leadership and strategic direction in the design, implementation and evaluation of high impact/quality programmes in; Food security and alternative livelihood, Value-chain and marketing strategies of small holder agricultural produce, Environmental management and restoration and coordination of DRM programmes special projects (PVE, Operational Research, Pilots, Road safety etc). In addition, responsible for regional and county programme mapping and developing capacities to resource mobilize, lobby and advocacy for livelihoods and environmental management and restoration programs that are aligned to the KRCS strategy and the government national and county development strategies. Other duties include development and coordination of programmatic strategies for tracking, monitoring and evaluation of projects/ programmes performance against set targets in order to improve the quality and delivery of programme activities to ensure high level impact.

     

    KEY RESPONSIBILITIES

    Leadership:

    • Develop and implement strategic plans within the department and regions.
    • Provide oversight for the implementation of integrated community-based programme that are geared towards community resilience building and includes; food security, nutrition and food assistance in emergency response.
    • Coordinate implementation of community mobilization and capacity building strategies to promote livelihoods in a sustainable manner.
    • Develop strategies for strengthening collaborative partnerships and networks with stakeholders, government agencies, the private sector and other players to ensure implementation of livelihood programs that enhance organizational effectiveness.
    • Prepare periodic project status reports and oversee the documentation and reporting of programmes to ensure compliance with stipulated requirements, coordinate timely responses to donor queries as well as inform on constraints on livelihood programs delivery.
    • Coordinate monitoring and evaluation of programs in order to assess progress, ensure accountability, determine impact and report significant achievements to ensure organizational learning.
    • Oversee the dissemination of ideals and Fundamental Principles of the International Red Cross & Red Crescent Movement, International Humanitarian Law (IHL), International Disaster Response Law (IDRL) with regards to livelihood programming.  
    • Represent the Society at meetings, conferences and workshops and other forums to promote program activities and articulate issues related to the sector.
    • Prepare concept papers, proposals, periodic and annual reports as well as provide justification for performance variances and recommending strategies for improvement.
    • Assign duties, train, supervise and appraise project staff within the livelihood sector.

    Planning & Budgeting:

    • Participate and/or coordinate the development and implementation of the annual DM and livelihood plans and budget under the direction of the HOD- DRM. 
    • Ensure effective resource mobilization strategies, prepare and submit funding proposals according to donor requirements to support livelihood programming. 
    • Consolidate programme implementation of work plans that capture all donor requirements as well as planned activity accomplishments, outputs, and verifiable indicators.
    • Coordination:
    • Coordinate implementation of disaster risk management programmes at the region level and counties to effectively respond to natural and manmade disasters with regards to food assistance and livelihoods.
    • Coordinate risk mapping and vulnerability capacity assessment activities to plan prepare, respond and mitigate disaster impacts.
    • Design capacity building programmes to effectively prepare communities to respond to disasters, restore family links as well as put in place systems for community reconstruction and environmental conservation. 

    EDUCATION AND EXPERIENCE:

    • Bachelor’s degree in Agriculture and developments studies or the equivalent
    • Masters in disaster management and sustainable development will be desirable.
    • 5 Years’ experience in planning, implementing and evaluating community-based programs in livelihoods, Disaster risk management or emergency/ relief context.

    • Change Management:  Ability to plan and implement change initiatives.   Ability to support innovation and creativity by encouraging staff to accept and resolve challenges.   Ability to remain flexible to meet constantly changing and sometimes opposing demands.
    • Understanding of the Organization's Business: The professional must understand Human Resource practices, the structure of the overall organization, finance principles, and computer information systems.
    • Building Accountability:  Designing and implementing standards of accountability for others in the organization that can be used to focus, guide and set high standards of performance for others in order to achieve business results.
