    Log P3 Movement Control Officer, P3

    Responsibilities
    Within delegated authority, the Movement Control Officer will be responsible for the following duties:

    •  Provides technical expertise and leadership support to implement the Section BI strategy and roadmap for implementing and reviewing UNSOS analytics and business intelligence reports and dashboards.
    •  Oversees and ensures compliance & quality assurance with focus on data integrity while generating periodic reports and effective monitoring of Supply Chain Key Performance Indicators (KPIs)
    •  Consolidates budget projections and demand plans from technical units through review of stock holdings, consumption patterns, procurement cycle times, requirements and forecasts of internal and external customers.
    •  Prepares recommendations to the Chief of Section and other stakeholders based on data analysis and independent root cause analysis conducted with key stakeholders/business process owners. Produces timely and actionable information which help drive business result and guide decision making process. Advises and contributes to promote effective analytic models and creative data visualization to derive actionable intelligence and enable management decisions.
    •  Manages and supervises the activities of the Joint Movement Control Center (JMCC) or a regional movement control office within a specific geographic area in a field mission.
    •  Ensures the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility.
    •  Provides technical advice to the substantive and support elements of a field mission on all aspects of the transportation activities.
    •  Coordinates the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request.
    •  Supervises the preparation of operational plans, performance reports and responses to internal and external audit observations.
    •  Develops and implements inputs for the standard operating procedures for the movement control related processes.
    •  Ensures that quality control procedures are implemented for all work processes.
    •  Ensures the accuracy and validity of data recorded in the management information systems.
    •  Develops, in consultation with the Chief of Unit, Movement Control, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms.
    •  Acts as a Line Manager to Sub-Unit Managers.
    •  Manages the allocation and rotation of appropriate work assignments.
    •  Coordinates the individual annual Work Plans for Sub-Unit Managers and produces detailed performance assessments and evaluations for the subordinate staff as required.
    •  Develops training courses, workshops and other related training activities.
    •  Develops inputs for and implements the Movement Control Unit Training Plan.
    •  Performs other related duties as required.

    Education

    • Advanced university degree (Master's degree or equivalent) in supply chain management, business administration, economics logistics, or transport management is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


    Work Experience

    • A minimum of five (5) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field including, preferably, two (2) years of experience in a UN entity and at least one (1) year in a supervisory position directly related to the coordination of complex multi-modal transport operations in the international environment is required.
    • Experience with MRP (Materials Requirements Planning), ERP (Enterprise resource planning) e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable.
    • Experience in Data Analytics is desirable.
    • Experience supply chain or logistics with UN or other international bodies is desirable.
    • Hands on experience in Business Planning Consolidation (BPC) module or process is desirable.
    • SCORP Training by a recognized institution is desirable.
    • UN Logistics Course by a recognized institution is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required.
