    Monitoring and Evaluation Officer

    Role Description

    The Monitoring and Evaluation (M&E) Officer will be responsible for designing, implementing, and managing systems to track project performance, ensure accountability to donors, and support data-driven decision-making. The role requires strong technical expertise in donor-funded project monitoring, financial tracking, statistical analysis, data visualization (Power BI), and high-quality donor reporting.

    Key Responsibilities

    • Monitoring, Evaluation & Learning (MEL) Systems
      • Develop and implement M&E frameworks, logframes, and performance indicators aligned with project objectives
      • Design data collection tools, methodologies, and systems
      • Track project progress against targets, outputs, and outcomes
      • Ensure alignment with Results-Based Management (RBM) principles
      • Support baseline, midline, and endline evaluations
    • Donor-Funded Project Monitoring & Compliance
      • Monitor project activities in line with donor requirements and contractual obligations
      • Ensure compliance with reporting standards for donors (e.g., USAID, World Bank, FCDO, UN agencies)
      • Track deliverables, milestones, and key performance indicators (KPIs)
      • Support donor audits, evaluations, and learning reviews
      • Maintain proper documentation for accountability and transparency
    • Financial Tracking & Budget Monitoring
      • Monitor project budgets in collaboration with finance teams
      • Track expenditure against planned budgets and analyze variances
      • Assess burn rates and cost efficiency of program activities
      • Link financial data to program outputs for value-for-money analysis
      • Support financial reporting inputs for donor reports
    • Data Management, Analysis & Statistics
      • Design surveys, sampling approaches, and data collection methodologies
      • Oversee data collection processes (field and digital tools such as KoboToolbox/ODK)
      • Clean, validate, and analyze quantitative and qualitative data
      • Apply statistical techniques to generate insights and measure impact
      • Maintain databases and ensure data quality, integrity, and security
    • Data Visualization & Reporting
      • Develop and maintain interactive dashboards using Power BI
      • Integrate multiple data sources into real-time reporting systems
      • Present complex data in clear, user-friendly visual formats
      • Support program teams with data insights for decision-making
    • Donor Reporting & Technical Writing
      • Prepare high-quality donor reports (monthly, quarterly, annual)
      • Develop clear narratives linking activities, outputs, and outcomes
      • Produce case studies, success stories, and learning briefs
      • Ensure all reports meet donor formats, guidelines, and deadlines
      • Translate technical findings into clear, concise communication

    Qualifications & Experience

    • Bachelor’s degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, or related field (Master’s is an added advantage)
    • Minimum 3–5 years’ experience in M&E, preferably in donor-funded programs
    • Advanced Excel (pivot tables, dashboards, data analysis)
    • Proficiency in data visualisation tools like Power BI for dashboard development and visualization
    • Experience with data collection tools (KoboToolbox, ODK)
    • Knowledge of statistical software (SPSS, STATA, or R)
    • Excellent written and verbal communication skills (especially donor reporting)
    • High attention to detail and accuracy
    • Ability to work independently and manage multiple tasks
