    Planning, Monitoring, Evaluation, and Learning Specialist, Green Accountability Initiative

    Job Highlight:

    • You will lead the Monitoring, Evaluation and Learning (MEL) component of the Green Accountability Initiative. This will include elaborating and finalizing the MEL plan design, identifying indicators, including in collaboration with 25-30 sub grant recipient organizations (implementing partners), ensuring integration of social equity and sex disaggregation in data collection, providing training to implementing partners, sampling design, data collection tool design and implementation, and integrating data into WRI’s DevResults system for internal tracking and external reporting.
    • You will also hold internal learning sessions with consortium members and implementing partners to evaluate progress, discuss, and decide on adaptations to work plans at around the halfway mark of the project. You will have the support of the Planning, Monitoring, Evaluation and Learning (PMEL) WRI Africa management team, the Global Managing for Results team, and the WRI PMEL Community of Practice. The PMEL Africa team will provide an oversight role in the implementation of the PMEL tracking progress, sharing project reports and learnings among others while the Managing for Results (MfR) team ensures WRI is equipped to understand if its work is contributing to the longer-term positive changes WRI intends to make in the world and fosters a culture of learning and accountability. Both teams are institutional resources, ensuring that WRI’s programmatic teams are meeting internal and external standards for good practices in planning, monitoring, evaluation, and learning.
    • You will report to the WRI Africa PMEL Manager and to the The Access Initiative (TAI) Project Lead.

    What you will do:
    PMEL Technical Support to Green Accountability Project Consortium (85%):

    • Work with the Project Manager and implementing partners (sub-grant recipients in 5-6 countries) to develop MEL plans for the project including helping them finalize their results framework, develop or refine indicators, and set baselines and methods for data collection to meet internal and external standards
    • Develop primary data collection tools (e.g., surveys, semi-structured interview guides, etc.) and support for implementation (e.g., training enumerators, developing sampling methodology, mentoring partners, etc.), primary data cleaning, analysis and reporting protocols
    • Provide analysis and initial drafting of MEL section for biannual reports to funder at agreed upon timelines
    • Ensure a consistent data collection and reporting approach for consortium partners and lead MEL training for implementing partners. Convene meetings with implementing partners to address challenges as needed
    • Engage with World Bank staff around PMEL reporting and evaluation as needed
    • Work with project manager and communications team to translate the data into simple, powerful messages that resonate with various stakeholders and audiences
    • Provide bespoke capacity building for consortium members and implementing partners as needed
    • Facilitate use of WRI’s M&E system (DevResults) including training and responding to technical questions that partners have related to DevResults, ensuring they are able to upload their data
    • Coordinate with outside external evaluation consultant during year 2 of the project

    Institutional Support (15%):

    • Support the Green Accountability consortium with annual planning, reporting, and proposal development
    • Collaborate with and support the Global Managing for Results (MfR) team to enhance PMEL practices and culture across WRI’s global network, including participation in the PMEL Community of Practice
    • Ensure project manager is regularly updated on the state of data collection and can proactively respond to any developing issues.

    What you will need:

    • Education: You have completed a Bachelor’s degree(or Master’s degree preferred) in statistics, economics, public policy or in international development
    • Experience: You have 3+ years’ of relevant full time work experience in Planning, Monitoring, Evaluation and Learning
    • Experience providing PMEL technical support in large, international organizations
    • Experience integrating Gender Equity and Social Inclusion in the designing and tracking of indicators, reporting and sharing experience
    • Experience developing theories of change, MEL plans and then implementing monitoring and evaluation activities
    • Experience managing several projects simultaneously
    • Experience communicating complex concepts in a clear, effective manner consistently across formats (e.g. PowerPoint, Word documents, emails, and videos)
    • Demonstrated ability to develop and manage productive relationships with colleagues and consultants through listening and facilitation skills, enjoys bringing people together and working collaboratively whether it is in Miro, virtual meetings, or in person workshops
    • Experience working with World Bank or other Multilateral Development Banks desirable
    • Demonstrated familiarity with VISIO, MIRO, PowerBI, Asana, or SharePoint desirable
    • Languages: You are proficient in spoken and written English. Proficiency in French is desirable
    • Requirements: Existing work authorization is required for candidates wanting to be based in Kenya. WRI is unable to authorize visa work authorization in Kenya.
