    Principal Librarian

    Position Summary

    The holder of this position is responsible for the overall management of library services, information resources in the library, Maintaining and developing of Public Policy Repository (PPR) and setting up of policies and strategies aimed at delivering its mandate.

    Key Responsibilities

    Duties and responsibilities will entail: –

    • Coordinating distribution of KIPPRA research outputs to all stakeholders;
    • Developing and implement procedures and policies for dissemination of KIPPRA research outputs on economic policy to the government, the larger public and other stakeholders;
    • Coordinating and develop special projects, programs, and services to promote outreach and public awareness of research outputs by KIPPRA;
    • Developing and administer library budget;
    • Harmonize, establishing, maintain, and monitoring the integrated library system using
    • recommended International Federation of Library Association (IFLA) standards;
    • Mentoring, supervising and appraise library personnel;
    • Ensuring compliance with the legal depository and requirements;
    • Ensuring compliance with the repository requirements for the policy resource center;
    • Developing the sale and distribution policy of KIPPRA publications;
    • Developing, implement and reviewing collection development policy;
    • Building capacity for researchers to search and retrieve online information resources;
    • Providing regular report on user satisfaction survey as a means of evaluating library services;
    • Developing and implement library policies and procedures for the Institute;
    • Ensuring regular weeding of information resources and preparing relevant reports;
    • Developing and implement policy for policy resource center;
    • Developing and implement a framework for classification of policy resources;
    •  Developing and implement an open access policy;
    • Initiating, develop partnership and maintain contacts with national and international resource centers;
    • Enhancing sharing of research outputs with other resource centers;
    • Providing direction in the development of specialized collections;
    • Recommending standards and procedures for material selection and services in the Institute;
    • Developing and implement library programmes to cater for the needs of special interest groups;
    • Overseeing and coordinating cataloging and classification of all library materials to ensuring proper organization and ease in the retrieval of information; and
    • Preparing the annual work plans and reports.

    Qualifications

    For appointment to this grade, a candidate must have:

    • Bachelor’s degree in any of the following disciplines: – Library Science, Information Science, Communication or equivalent qualification from a recognized institution;
    • Master’s degree in any of the following disciplines: – Library Science, Information
    • Science, Communication or equivalent qualification from a recognized institution;
    • Professional qualification and affiliation to a professional body;
    • Skills in searching and retrieval of information and library resources;
    • Experience in using computerized library application;
    • Management course lasting not less than four (4) weeks from a recognized institution;
    • Six (6) years of relevant experience three (3) of which in should have been in supervisory level;
    • Knowledge of government policy making process is an added advantage;
    • Computer skills in searching and retrieval of information and resources; and
    • Fulfil the requirement of Chapter six (6) of the Constitution.
