    Programme Management Officer, P4

    Responsibilities

    Contribute to the Secretariat’s work on key issues through:

    • Leading the Ozone Secretariat’s technical work on issue areas including energy efficiency, life-cycle refrigerant management, disposal of equipment at end of life, climate change and cooling, including cold chain;
    • Identifying and tracking emerging technical and policy issues related to the implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer particularly with a focus on the issue areas mentioned in the previous bullet;
    • Advising colleagues in the Ozone Secretariat, parties and other stakeholders on technical and policy questions relating to the Montreal Protocol issue areas assigned to the staff member;
    • Preparing briefing and information materials for parties to the Montreal Protocol and other stakeholders on these issues.
    • Build relationships and leverage partnerships with a broad range of actors to enhance international cooperation for more effective and efficient implementation of the Montreal Protocol through, among others:
    • Identifying linkages with other multilateral environmental agreements, international programmes and related processes, including on areas of possible overlap, opportunities for collaboration and coordination, and potential areas of conflict;
    • Participating in knowledge-sharing activities and initiatives that are relevant to ozone and climate protection with relevant organizations, treaties, programmes and processes;
    • Serving on various UNEP committees and working groups, as required, to strengthen cooperation and exchange of information, as well as promote the work of the Ozone Secretariat and represent the Secretariat at expert level at internal UNEP and international meetings, conferences, seminars, etc.

    Support the Implementation Committee under the Non-Compliance Procedure for the Montreal Protocol including through:

    • Preparing documentation on specific issues for consideration by the Implementation Committee at its meetings;
    • Making presentations during meetings of the Committee on agenda items falling under the staff member’s responsibility and providing advice on these issues;
    • Communicating with parties, the secretariat of the Multilateral Fund for the Implementation of the Montreal Protocol and the Fund’s implementing agencies and relevant bilateral agencies on matters relating to the non-compliance procedure of the Protocol;
    • Participating in regional network meetings for national ozone officers and other similar meetings.

    Service diplomatic conferences, including through:

    • The drafting of pre-session, in-session and post-session documents;
    • Reviewing documents prepared by other colleagues;
    • Supporting negotiations on agenda items assigned to the staff member;
    • Arranging for and servicing other meetings at the request of parties to the Montreal Protocol.
    • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

    Education

    • Advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, environmental economics, law or a related area is required.
    • A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of seven (7) years of relevant work experience in monitoring and evaluation of environmental project/programmes or related area is required.
    • At least four (4) years of work experience with a Government in implementing the Montreal Protocol or with an intergovernmental entity providing support to the implementation of the Protocol is desirable.
    • Experience in evaluation, research, project management, and strategic planning of the UN system or similar international organization is desirable.
    • A minimum of two (2) years or more of experience in data analytics or related area is desirable.
