    Programme Officer

    In particular, the incumbent will have the following responsibilities:
    Sustainability HIV Response activities

    • Coordinate and oversee country requests for support and serve as the primary liaison for project-related inquiries, escalations, and issue resolution, ensuring timely and effective communication with stakeholders.
    • Develop and deliver comprehensive progress reports on the status of sustainability related initiatives, highlighting key achievements, emerging challenges, and actionable insights to inform strategic decision-making.
    • Conduct and support regional analyses of sustainability and integration efforts across countries, programme areas, and population groups. 
    • Apply global benchmarks and relevant indicators to assess progress and identify gaps, contributing to evidence-based policy and programming.
    • Provide regular updates and strategic recommendations to UNAIDS and other stakeholders, documenting successes, challenges, and opportunities for strengthening HIV response.

    Capacity building and knowledge management activities

    • Support the organization and delivery of capacity-building initiatives and actively contribute to relevant communities of practice to foster peer learning and collaboration.
    • Contribute to corporate knowledge management and learning programmes by providing strategic input into the design, development, and enhancement of knowledge infrastructure, including systems architecture, content creation, and platform upgrades.
    • Assist in identifying strategic opportunities and challenges for implementing transformed HIV response and propose evidence-informed interventions to enhance sustainability and long-term impact.
    • Design and develop knowledge products that inform and influence global, regional, and national sustainability and integration agendas.
    • Provide on-demand support to strengthen knowledge sharing and management practices across the Practice, fostering a culture of continuous learning and innovation.
    • Engage in knowledge management networks and stay abreast of emerging good practices, proactively identifying opportunities to innovate and improve knowledge systems. 
    • Contribute to reports and publications by providing analytical input on results achieved, and identifying trends, lessons learned, and good practices for dissemination and scale-up.

    Training component: Learning elements and expectations

    Upon completion of the assignment the JPO will have/ will be able to:

    • Fully understand the mission, objectives and operations of UNAIDS and cosponsors. 
    • Demonstrate a thorough understanding of the global HIV response and the implications of current discourse about the future of global health.
    • Demonstrate a thorough knowledge of the dynamics of the HIV and health financing in different regions and the impact on sustaining the HIV response beyond 2030, in the face of declining resources and competing priorities. 
    • Demonstrate a thorough knowledge of methodologies used in economic analysis with an emphasis on global health.
    • Demonstrate a thorough understanding of the global social development policy, and architecture and their role in shaping country realities.
    • The JPO training programme includes the following learning elements:

    In addition to on-line trainings available, the JPO will especially benefit from the following e-learning courses:

    • Introduction to UBRAF.
    • Equitable Financing: Deep Dive.
    • Data for Impact: Deep Dive.
    • The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

    Supervision

    Content and methodology of supervision
    As part of the UNAIDS JPO programme overall framework, the JPO will benefit from the following supervision modalities:

    • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO.
    • Establishment of a work plan, with clear key results (Performance Evaluation Report) and completion of the yearly Performance Evaluation Reports.
    • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment.
    • Participation in Team meetings to ensure integration and operational effectiveness.
    • Guidance and advice in relation to learning and training opportunities within the field of expertise.
    • Regular calls organized by the Human Resources Department (individually and/or as a group) to establish a community of practice and provide networking opportunities for JPOs. Specific emphasis is set on mentoring and supporting first-year JPOs.

    Required Qualifications and Experience

    Education: 

    • Master degree or equivalent in economics, public health or similar academic qualification. Experience and or post graduate training in health economics will be an asset.
    • In exceptional cases candidates with a Bachelor’s degree plus a minimum of 4 years relevant working experience can be considered.

    Working experience:

    • Minimum 2 years relevant working experience after obtaining first university degree, preferably in the field of economics, public health or development. Experience with quantitative data analysis.
    • Desirable: Experience with implementation science, particularly in the context of health systems.
    • Work experience within the UN system should not exceed 1 year, including UNV, (paid) UN internship and UN consultancy. 
    • All paid and relevant work experience since obtaining Bachelor’s degree will/can be considered. Internships and voluntary work will be considered if relevant to the position.
