    Public Health Specialist Senior (Monitoring and Evaluation Advisor)

    Duties

    Basic Function of Position
    The Monitoring, Evaluation & Reporting Advisor will report to the Division of Global HIV and TB (DGHT), Branch Chief Health Information Systems, Monitoring and Evaluation Branch. The job holder will provide technical oversight on monitoring, evaluation, and reporting activities but also ensure accountability and efficient use of resources. The incumbent will provide highly specialized technical assistance (TA) to PEPFAR funded implementing partners and the Ministry of Health.

    Qualifications and Evaluations

    EXPERIENCE:

    • Minimum 5 years of experience working with public health programs, preferably in developing countries is required;
    • The incumbent should possess theoretical and practical knowledge of monitoring and evaluation methods;
    • The incumbent should possess experience working with HIV/AIDS programs or related health service programs;
    • Experience working with one or more implementing partners, preferably funded by USG or UN agencies;
    • Experience with the PEPFAR’s Monitoring, Evaluation and Reporting system is highly desirable.

    JOB KNOWLEDGE:

    1. Advanced knowledge of MER practice and methods through training and job experience;
    2. Knowledge of the Kenyan HIV/AIDS context, especially the Kenya AIDS Strategic Framework (KASF);
    3. Familiarity with public health and HIV/AIDS programming and data collection, analysis and presentation;
    4. Knowledge of monitoring and surveillance systems and knowledge of current MER tools and systems in resource limited and data poor environments;
    5. General knowledge of Kenyan public sector health system and its affiliate agencies, donors and related private sector program would be an asset.

    Education Requirements:

    • Master’s degree in one of the following disciplines: public health, epidemiology, statistics, mathematics, demography, social sciences, or health-related field is required.

    Evaluations:

    LANGUAGE:

    • English Level IV (Fluency, Speaking, Reading, and Writing) is required. This may be tested.
    • Kiswahili Level III (Good working knowledge, Speaking, Reading, and Writing) is required.

    SKILLS AND ABILITIES :

    1. Evidence of excellent interpersonal, facilitation, and team building skills/experience will be required;
    2. Excellent communication skills in English, written/verbal and diplomacy.
    3. Excellent leadership, management, coordination, interpersonal and teamwork skills;
    4. Strong quantitative and analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues;
    5. Must have the ability to obtain, analyze, organize and interpret data and present findings in both oral and written form;
    6. Presentation skills and diplomacy are critical. Must be able to prepare precise and accurate reports and to develop and present briefings;
    7. Practical knowledge of database systems will be an added advantage, however, proficiency in MS-Office applications is required;
    8. Demonstrated ability to develop and maintain a good mix of contacts at government, district and community level;
    9. Sound judgment combined with a mature and professional demeanor is a necessary trait;
    10. Ability to work under pressure to meet project deadlines or date for special events;
    11. Ability to work within other crosscutting issues guiding development work in Kenya.
