    Regional Government Affairs and Policy Director

    The Regional Government Affairs and Partnership Director will work under the overall supervision and guidance of the Director, Advocacy and Accountability for Global Programs, Jhpiego, with administrative oversight assistance from the HTHA Director. The position will lead the overall strategic organizing, planning and delivery of the policy and advocacy portfolio in close collaboration with the HTHA core team, advisory committee, donors and partners. Additionally, this role will lead donor reporting and engagement on the Policy Blueprint activities, contributing to the development of HTHA’s long-term sustainability plan, strategic partnership engagement and management, communications, and monitoring and evaluation for the policy and advocacy portfolio.

     

    The position will lead HTHA’s policy agenda setting, strategy development, and overall engagement of complex, high-level and diverse partner, government and investor engagements to deliver the project’s policy and advocacy objectives. In addition to leading strategic negotiations and collaboration with states and non- state actors, the position will lead creation of technical resources and documents, and targeted capacity development. 

     

    Salary range per month: Kshs 628,000 to 800,000. 

    Responsibilities

    • growing and managing a pan-African Intergovernmental Working Group – including three thematic sub-groups – to develop, champion, and operationalize a policy blueprint to fast-track the adoption of health tech innovation within the public sector;
    • organizing a Policy Blueprint Summit that will convene stakeholders from across Africa to engage in policy dialogue;
    • engaging with multi-country policymakers and enterprises to identify key innovation barriers and facilitators to inform policy action;
    •  identifying and onboarding new country governments under the policy blueprint and intergovernmental working group initiative; v) convening the ‘Tech Collective’ – a group of large and smaller private sector technology companies – and supporting their engagement with governmental stakeholder and start-up enterprises.

    Required Qualifications

    • MPH, Development Communications and media, Health Economics, Public Policy, International Relations or similar field.
    • Min 8-10 years of experience in pulic health government affairs, communication sn public policy.
    • Deep understanding of the Africa region’s health development policy, financing and health technology discourse
    • Previous experience inclusive of the above in similar positions or closely related such as chief of party, director, or other work as relevant to the position
    • An experienced technical writer with high proficiency development of technical reports, presentations, policy briefs and white papers, among others
    • Understanding of needs and challenges faced by social enterprise innovators working in health technology ecosystem in Africa
    • Experience leading health policy advocacy networks, platforms, and programs in the Africa region
    • A dynamic strategist and thinker with strong problem solving and decision-making skills: identifying the problem; locating, gathering, and organizing relevant information; generating alternatives; choosing a solution; implementing the solution
    • A team player with strong teamwork skills: identifying team membership and role; establishing productive relationships; meeting team objectives; resolving conflicts
    • Experience leading projects and managing complex Pan African projects with high level and policy sensitive engagements
    • Skilled in managing multi-donor projects (e.g., work plans, reporting, budgeting, documentation)
    • Demonstrated superior organizational skills and excellent written and oral communication skills with diverse groups; including ability to communicate with high-level stakeholders
    • Experience managing complex and high-level policy partner relationships and coordination among multiple stakeholders from diverse cultures
    • Strong attention to detail and ability to handle multiple tasks simultaneousl
    • English and French bilingual speaker preferred
    • Ability to travel 50% of teh time. 

    Preferred Qualifications

    • Min 10-15 years of experience
    • Multi-country policy and advocacy health development experience
