    Regional Senior Programme Manager – Africa

    Position Description

    The Regional Senior Programme Manager - CAI Africa, will manage the delivery of all aspects of the regional sector programmes on energy/buildings and waste, engaging the programme cities and relevant C40 teams to achieve programme outcomes.

    • The Regional Senior Programme Manager will be expected to liaise with C40 Technical Advisers (to be recruited), C40 City Advisers in respective cities, global sectoral teams within C40, contributing towards programmatic goals and KPIs. Other regional programme staff, supporting on procurement, or on content areas relevant to the delivery of the regional sector programmes (e.g. inclusive climate action) will report into this position.
    • The Regional Senior Programme Manager – Africa will support the African Head of Implementation – Mitigation in delivering effective programme management to manage and track progress and support delivery of the overall Africa programme. The postholder will have a pragmatic focus on ensuring cities achieve quick wins as well as paving the way for longer term transformational action through enabling changes today.
    • The postholder will have a good understanding of the energy & buildings and waste sectors, especially as it relates to cities’ role and ownership, as well as of climate change and sustainability. They will have a good understanding of programme management, partnership building, budgeting and donor reporting. They will have an excellent understanding of how cities work (e.g. develop policies and implement projects)..

    Responsibilities:

    The main responsibilities will include:

    • Ensure programme management requirements of the Africa programme are met. This includes oversight of budgets, monitoring progress against work plans, supporting the CAI Africa team to adapt and implement work plans, monitoring and mitigating risk, and working with senior management on future strategy.
    • Engage with the global CAI team to provide regular programmatic updates. - Working with City Advisers and the Head of Implementation to engage cities and refine the programme plans based on their input.
    • Collaborate with C40 Regional Technical Advisers and C40 global Energy & Buildings and Waste teams to refine programme outcomes, KPIs, identify barriers for programme implementation, propose solutions and contribute to the development of implementation roadmaps for priority sector actions to guide programme delivery.
    • Engage C40 regional and global staff (e.g. in benefits, modelling, finance, inclusive climate action) to ensure the successful design and delivery of the programme.
    • Ensure the delivery of the programme within agreed scope and budget.
    • Coordinate technical assistance requests for proposals and review of consultant outputs and adherence to terms of reference, timelines and budget and ensure quality assurance checks to meet C40 and cities’ standards of work. -
    • Work with City Advisers and Technical Advisers to support mapping and identifying key stakeholders for implementation and establishing relevant partnerships
    • Identify opportunities to share resources and best practice to C40 cities and partners, including facilitating vertical integration (alignment with other tiers of government), city to city exchanges and lead the process of documenting learnings and outcomes across the programme.
    • Lead the development of the CAI Africa quarterly newsletter and work with the global CAI Communications Manager to ensure effective communications of the CAI Africa programme.
    • Additionally, the candidate will be responsible for the line management of 4 City Advisors and the senior programme officer.

    Person Specification:

    Degree in a discipline and/or professional qualifications or experience related to urban/city planning, sustainability, environmental management and climate change, energy, sustainable buildings or waste management.

    • Demonstrable experience of working with or for a city government in programs or projects in the relevant sectors, especially aligned with other city policies like climate action plans. - Experience working in policy design and/or project preparation, preferably in subnational
    • Excellent programme and project-management, including budgeting, developing work plans and reporting - Strategic thinking and analytical capabilities.
    • Demonstrated experience in working as part of a team, and in multicultural settings, and ability to manage multiple parallel tasks.
    • Strong stakeholder engagement and partnership experience
    • Demonstrated experience with line management
    • Knowledge sharing and communications experience is desired
    • Strong interpersonal, written and verbal communication skills, combined with excellent English fluency and ability to write technical materials and documents.
