    SSA - National Professional Officer, Development Partners in Health Kenya (DPHK) Secretariat

    The position will coordinate the activities of the DPHK secretariat by providing operations and technical support for the fulfilment of the DPHK mandate.  The officer is expected to be proactive and contribute to the strong partnership of DPHK with the Ministry of Health. The Officer will specifically execute the following tasks:

    DPHK operations

    • Act as liaison and focal point for communications amongst the DPHK group and between the DPHK group, Ministry of Health (MOH), Council of Governors (COG), and other sector partners.
    • Serve as a focal point for information sharing and a repository for key documents and maintain lists and contact information for DPHK members and key focal points for MOH, COG, and other sector partners.
    • Analyze/synthesize relevant data to inform strategic discussions, compile and share background documents.
    • Maintain a calendar of key events and meetings involving Development Partners and liaise with DPHK members and MOH, COG, and other sector partner organizers to manage and avoid potential scheduling conflicts.
    • Liaise and organize meetings with the Chair and Executive Committee to set dates and agendas for DPHK meetings; identify, invite, and confirm presenters and visitors to address agenda topics.
    • Prepare and send out meeting agendas;; confirm meeting venues and manage meeting logistics.
    • Prepare and circulate minutes of DPHK meetings and follow-up of action points agreed upon by the executive committee and DPHK at large.

    Health sector planning, budgeting & review processes

    • Mobilise Development Partner support, inputs, and participation when required, as requested, and guided by the Government of Kenya /Ministry of Health, and in line with the Ministry of Health Partnership Framework.
    • Serve as focal person to coordinate analysis and sharing of donor investment projections and actual disbursement reports on aid flows to the sector, to inform Ministry of Health and county annual plans, Medium Term Expenditure Framework (MTEF)/Performance-based budgeting (PBB) annual budgeting processes, health sector joint assessments and annual performance reports, and other related government and sector processes and documents.
    • Coordinate the Development Partners’ active participation in health sector partnership and coordination forums, joint annual planning meeting, and MTEF/PBB budgeting processes at national and county levels with the Ministry of Health, Council of Governors, /counties, and other sector partners.
    • Regularly monitor developments in the health sector and the Ministry of Health, including but not limited to: leadership changes, changes in strategy or shifts in the government health sector priorities, or emerging issues of concern; and routinely provide status reports to the DPHK.

    Partnership and outreach

    • Facilitate and support health sector coordination, harmonization, and alignment of the workplan.
    • Participate in the formulation of partnership documents, working closely with the Ministry of Health, Council of Governors, and other sector partners; Facilitate and promote communication and sharing of information between DPHK, Ministry of Health, Council of Governors, and other sector partners.

     Reporting

    The position will administratively report to the Universal Health Coverage -Life Course Team Lead under the overall guidance of the WHO Representative. On technical matters, the Officer will report to the DPHK Chair.

    REQUIRED QUALIFICATIONS

    Nationality: Kenyan National  

    Education

    Essential: 

    • First university degree in social sciences, public health, international development, public administration from an accredited/recognized institution. 

    Desired

    • Advanced degree in international development, social sciences, Public Health, or health-related field.

    Work Experience

     Essential:  

    • Minimum of 2 years’ experience in the coordination of partnership initiatives in the health sector at the national level.
    • Demonstrated familiarity with the Ministry of Health structures, systems, and processes.
    • Demonstrated ability to effectively collaborate across multiple partners and deliver results.
