    Supply Officer

    Responsibilities

    Within delegated authority, the Supply Officer, will be responsible for the following duties:

    • Develops, reviews, monitors, assesses and manages technical contracts for the provision of supplies and support services.
    • Plans and prepares cost estimates/budget implications and long-term forecasts of organization's requirements for supply support and services.
    • Contributes to the execution of internal controls over acquisition activities and support functions.
    • Ensures that routine Quality Control (QC) and Quality Assurance (QA) of items and equipment are in place to validate the contractual terms and conditions.
    • Implements the internal accounting and administrative controls including Rations and Fuel management systems.
    • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including review of cost estimates from technical units, monitoring performance parameters and critical indicators and reporting on work programme performance.
    • Ensures that accurate and complete accounting systems and reporting mechanisms are functioning and that all relevant records are maintained.
    • Initiates and oversees periodic reviews of policies, practices and directives to ensure best practices in supply issues, standards and procedures.
    • Monitor and analyze contract performance to ensure compliance with contract terms, schedules and cost objectives.
    • Liaises with the Mission Contract Management Unit/Compliance Management Section in the resolution of contractual implementation disputes.
    • Analyzes problems, audit and performance reports on mission activities and provides remedial action programs where required.
    • Implement the Unit's work program; supervises, trains and monitors performance indicators for staff.
    • May provide guidance to or supervise new/junior staff.
    • Perform other related work as required.

Monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

    Education

    • An advanced university degree (Master's or Doctorate degree, or equivalent) in business administration, public administration, supply chain management, engineering, social sciences or related fields is required.
    • A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience in supply services, fuel or rations may be accepted in lieu of the advanced university degree.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in supply chain management, logistics, procurement, engineering, property management, contract management, project management or related area, is required.
    • Experience in managing support services in international operations in a post conflict environment is desirable.
    • Experience with MRP (Materials Requirements Planning), ERP (Enterprise Resource Planning), e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.
