    Project Manager

    About the job

    The role will be as a Project Manager for various projects throughout the development lifecycle at Tatu City, from site identification in the master plan to delivery of infrastructure to both Tatu City and third-party real estate developments. This will be done through effective management of the set budgets and timelines in conjunction with service providers (where relevant), and then subsequent execution of development activities against these targets.

    Specific responsibilities include:

    Overarching

    • Ensure that the assigned projects are delivered within the stated timelines and that the set milestones are met.
    • Ensure that the assigned projects are delivered within budget and, where possible, cost savings are achieved to maximize returns.
    • Ensure that quality parameters for the assigned projects are met so snags are kept to a minimum.
    • Execute the HSE policies, standards, and protocols to ensure that there is consistency in the highest levels of HSE such that the assigned sites maintain low risk at all times.

    Consultant Appointments

    • Advise the Head of Construction & Development on the need and make recommendations for the appointment of other Consultants.
    • Advise the Head of Construction & Development on terms of Consultant appointment and fee structures. Check that Consultants’ responsibilities and information production are clearly stated. Advise on the need for duty of care warranties.
    • Check professional indemnity insurances of Consultants and arrange any necessary further checks.
    • Agree with the Head of Construction and Development on the need for appointment of a Clerk of Works, Health & Safety Officers and other site supervisory staff.
    • Monitor the performance of Consultants and Clerks of Works in the execution of their duties and the discharge of their responsibilities.

    Design Reviews and Quality Control

    • On receipt of the Project Brief from the respective Clients, co-ordinate the Consultants as required in the Project Brief.
    • Establish the responsibilities of Consultants, Contractors and Sub-contractors are clearly agreed.
    • Check that Consultants review buildability and technical design of proposals.
    • Check that the Consultants’ designs conform to the Project Brief.
    • Advise on the need for quality assurance schemes, defects insurance, and product guarantees.
    • Contribute to benchmarking with best practices from the construction industry or otherwise, that enables continuous improvement using technology or structured methodologies or systems including project management and Lean principles.

    Reporting and Meetings

    • Prepare any Client required reports (TEC’s, Business Cases etc.), especially with construction appraisal inputs.
    • Provide inputs to the Head of Construction and Development for the preparation of periodic investor & stakeholder reporting, which will include budget review, milestone achievement and quality control.
    • Establish appropriate channels of communication between members of the Project team.
    • Lay down procedures for convening, chairing, attendance, function, frequency and responsibility for recording of meetings and circulation of information.
    • Check appropriate information is provided to the Head of Construction and Development. Notify the Head of Construction and Development of decisions required from them.
    • Convene and chair all principal Project meetings such as Project Review meetings and Project Update meetings for the Head of Construction and Development.

    Programming

    • Prepare and maintain a master programme from concept to project completion to record principal activities and identify critical dates. Verify and incorporate Consultants’ programmes for production of detailed design information and effectively monitor progress.
    • Check that applications for statutory consents, government grants etc. are submitted in accordance with the master programme.

    Construction Economics and Financial Management

    • Advise the Client on appropriate procedures for dealing with insurance claims and agree any changes required to Consultants’ fee arrangements generated by them.
    • Check that the Consultants are providing adequate and timely information for preparation of tender documentation.
    • Obtain the requisite authorization for costs of variations when limit of authority is exceeded and check that costs are being agreed.
    • Report to the client at regular intervals giving forecast of final costs, including costs of variations and cost implementation of extension of time, and forecast completion dates.
    • Make recommendations on payment of valuations.
    • Check, in conjunction with Consultants, fees for statutory approvals and arrange payments.
    • Check and recommend all payments to consultants and other project suppliers.
    • Inform the Head of Construction and Development of any expenses paid out of the contingency fund.
    • Arrange for the preparation, maintenance and timely revision of cash flow forecasts and statements for monitoring Project expenditure.
    • Monitor all payments made and check against cash flow.

    Construction Contract procedures

    • Decide with the Head of Construction and Development, Supply Chain and the Consultants on the procurement procedure for selection of Contractors. Decide on the type and form of contract. Monitor Consultants in the preparation and assembly of tender documents. With the Consultants, check the form and content.
    • Decide with the Head of Construction and Development, Supply Chain and the Consultants on the selection and method of appointment of preferred / nominated subcontractors and agree extent of design and specifications to be included in tender documents. Advise the Client accordingly.
    • With the Consultants and Supply Chain, prepare a list of tenderers, conduct selection procedures, if required, and obtain approval from the Management Tender Committee.
    • Arrange the tender analysis with the Consultants; obtain clarification of ambiguities and prepare tender report. If necessary, arrange interview of tenderers. Prepare tender award recommendation and obtain instructions to proceed.
    • Co-ordinate the preparation of contract documents. Arrange for preparation of Contractor’s duty care warranty if required. Oversee the signature of parties to the contract.
    • Arrange for the Contractor’s insurance certificate and renewal of insurance at renewal dates to be checked.
    • Assist in designing main and sub-contractors work contracts to ensure the delivery of objectives are tightly contracted. Apply structured interventions to ensure strict adherence to contractual terms during the project.
    • Arrange for orders to be placed for long delivery components on Client Supplied items.
    • Advise the Head of Construction and Development of any works to be carried out under separate direct contracts.
    • Monitor the Consultants using reasonable endeavours to ensure the provision of information to Contractors in a timely manner.
    • Check that Consultants are providing adequate supervision in accordance with their terms of appointment and undertake regular site inspections.
    • Check that variations and instructions are being issued and correctly circulated.
    • Check that the Consultants fulfil their contractual obligations in assessing and dealing with extensions of time and issuing the appropriate certificates.
    • Check that the Consultants fulfil their contractual obligations in confirming completion and issuing appropriate certificates of making good defects and completion.

    Health, Safety & Environment

    • Appointment of contractors and sub-contractors based on HSE criteria standards.
    • Drive enforcement of HSE on sites through accountability and performance management of contractors, including Clerk of Works and sub-contractors.
    • Drive implementation of reward and penalty system for HSE compliance on site.
    • Collaborate with the HSE Manager to continuously improve HSE policies.
    • Integrate HSE into the design process as far as is reasonably practicable.
    • Assign a suitable Safety Officer to each site by the start of construction and ensure that the HSE plan is executed.
    • Ensure that periodic risk assessments, site inspections, and safety audits are undertaken, documented, and reported as required.
    • Verify the reliability of the contractors’ records and work processes through regular checking of information relating to design and construction.
    • Check ownership and accountability of HSE performance standards on site, including ensuring that the necessary training is undertaken in liaison with the HSE Manager, regular toolbox talks are done, and all the necessary hygiene requirements are implemented.
    • Drive a stronger safety culture and mindset change through commitment, communication, accountability, etc.

    Building management, commissioning & maintenance.

    • With Consultants, Contractors and Property Operations, arrange hand-over after operational tests and full commissioning of services.
    • Liaise with Head of Construction and Development and Consultants on commissioning and equipping programs. Arrange for Contractors’ and Consultants’ maintenance and cleaning information, maintenance manuals, test certificates, guarantees, operating instructions, ‘as-built’ drawings and ‘as-installed’ diagrams to be forwarded to the Client.
    • Prepare and issue project commissioning report for handover to City Management the Defects Liability Period.

    SKILLS AND EXPERIENCE:

    • Degree in Engineering, Construction Management, Architecture, Quantity Surveying or related fields.
    • 3+ years relevant experience.
    • Ability to structure problems into programs for effective delivery.
    • High level of integrity and dependability.
    • Aptitude of transparency and enthusiasm to engage with all stakeholders.
    • Collaborative team player with strong negotiation, communication, and dispute resolution skills.
    • Self-starter with a go-getter attitude and a desire to hold themselves accountable.
    • High personal and professional integrity and strong work ethics.
    • Strong sense of urgency and attention to detail.
    • Result-oriented.
    • Exceptional organizational skills and a strong working knowledge of MS Office applications.
