    Technical Assistance- Programmes Coordinator

    Job Purpose

    The main job purpose will be to coordinate all UNICEF support to CoG and to the Counties under its devolution strategy for children, which emphasizes on the importance of working with counties at a local level. Reporting to the Director Committees, the Technical Assistance – Programs Coordinator -will perform the following duties and responsibilities:

    • Coordinate all UNICEF support to CoG and Counties.
    • Ensure the activity plan between UNICEF and CoG is delivered effectively and reported.
    • Support relevant CoG Committees that significantly impact children to have their plans and programmes to include children’s priorities. This will include Finance, Health,
    • Education, Water and Sanitation, Agriculture/Food/Nutrition, Gender/vulnerable/social protection and emergencies.
    • Support Counties in the CIDPs III development to include children’s priorities.
    • Support CoG in induction of the new County Leaders to have capacity to include children’s priorities in policy, plans and budgets.
    • Support CoG in strengthening and automating County statistics offices.
    • Collaborate with Maarifa Centre to increasingly load child poverty data and child sensitive programming knowledge products
    • Support CoG in the Public Expenditure Tracking Survey (PETS) on Early Child Development (ECD) report development, publication and dissemination.
    • Support the development of report of impact of devolution on children.
    • Support development of intergovernmental policies impacting service delivery for children.
    • Support UNICEF linkages with Counties to ensure FY 2023/24 budget framework for UNICEF is captured and reported on GoK/Counties Budget.
    • Support CoG in linking up with other GoK and NSA partners that UNICEF has programmes with impacting Counties. The institution among others includes National
    • Treasury and Planning and the departments within, KNBS, OCoB, CRA, NDMA, Social Sector ministries, CAF, SOCATT, CPST, Parliament, and CSO like IBP, IRCK and IEA.
    • Support CoG in devolution conferences to include children, including the children pre- devolution conference.
    • Support CoG in linking and collaborating closely with UNICEF field offices based in Lodwar, Kisumu and Garissa.

    Minimum Qualifications and Experience:

    Academic and Professional Qualifications

    • Master’s degree in public policy, economics, public finance, devolution/decentralization, statistics, development studies, social sciences or other relevant disciplines.
    • Have a Bachelor’s degree in Social Sciences.

    Experience

    • Have a minimum of 7 years’ relevant professional work experience in a reputable organization.
    • Experience in working with government or international bodies in public policy, intergovernmental coordination, economics, statistics and public finance.
    • Demonstrated experience in decentralization/devolution
    • Specialization in public finance and decentralization for children or public finance for social sectors (e.g. education, health, WASH, nutrition, social protection, child protection, emergencies)

    • Ability to multitask; work well under pressure, and work efficiently to meet strict deadlines.
    • Excellent interpersonal skills to allow for collaboration with other team players.
    • Demonstrate high levels of integrity
    • Highly organized in both time and in resources.
    • Strong analytical and drafting skills
    • Ability to communicate clearly and effectively with a variety of stakeholders within and external to the Council both orally and in writing
    • Good report writing and editing skills
