    WASH and Infrastructure Coordinator (P3) Nairobi

    • Under the overall supervision of the Head of Programme and Policy Development, and the direct supervision of the Senior Coordinator (Recovery and Resilience), and in close coordination with relevant project managers and sub-office teams, the WASH and Infrastructure Coordinator will be responsible and accountable for the successful planning, implementation and monitoring of IOM’s WASH and infrastructure activities in Kenya. Specifically, the WASH and Infrastructure Coordinator will provide technical support for the development, implementation and evaluation of discrete WASH and infrastructure elements of IOM’s integrated recovery and resilience programme that address the immediate and longer-term basic service needs of internally displaced people, refugees and host communities affected by conflict and/or disaster. The WASH and Infrastructure Coordinator will also monitor construction or refurbishment works related to the maintenance or expansion of IOM office premises and facilities.

    Core Functions / Responsibilities:

    • Strategy: Contribute to the development of the WASH and infrastructure strategy for IOM in the country.
    • Oversight: Coordinate the implementation of WASH and community infrastructure projects and activities, ensuring scope, budget, time and quality are in accordance with project specifications, donor requirements and IOM rules and regulations; supervise refurbishment or expansion works of IOM office premises and facilities, as needed; prepare Bill of Quantities (BoQs), drawings, cost estimates and work plans for general building construction or rehabilitation of IOM’s existing building, and/or any new prefabricated structures or temporary structures as required; plan and monitor the progress of such works.
    • Resource Mobilization: Participate in resource mobilization efforts, liaising with donors to secure funding that sustains relevant programming and drafting proposals for funding.

    Supervision and control areas/aspects:

    • Technical: Lead design processes and oversee compliance of technical specifications in the implementation of WASH and infrastructure activities to guarantee quality of output and alignment with international and national standards and donor requirements.
    • Administrative: Provide financial and administrative backstopping to projects. Identify, participate in recruitment processes, train and supervise the WASH and infrastructure team in Nairobi and in the field. Provide technical advice and monitor WASH and infrastructure related procurement processes for project supplies and services.

    Coordination:

    • External: Actively participate in WASH Sector meetings and activities; liaise with relevant UN agencies, key WASH actors, government authorities/entities and other relevant stakeholders for project development, coordination and implementation.
    • Internal: Coordinate internally with IOM units/programmes for the implementation of activities and ensure that inter-sectoral activities/approaches are planned and coordinated with the respective units/programmes.
    • Communications: Ensure that relevant information is transmitted to members of the WASH and infrastructure team in a timely manner. Prepare project reports, situation reports, programme updates as necessary and/or as requested and ensure that relevant project data and information are archived appropriately.
    • Monitoring and Evaluation: Monitor and expedite WASH and infrastructure project implementation, ensuring the utilization of the Monitoring, Evaluation and Learning framework that facilitates continuous improvement of programming, systems and processes.
    • Cross cutting issues: Integrate cross-cutting issues, such as Accountability to Affected Populations (AAP), Environment, Conflict Sensitivity, Protection, Resilience and Disaster Risk Reduction (DRR), in WASH and infrastructure programming.
    • Perform such other duties that may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Civil Engineering, Architecture, Urban Planning, Construction Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above field with seven years of relevant professional experience.

    Experience

    • Experience in managing WASH and construction-related projects with UN or international organizations;
    • Experience working in developing and/or fragile contexts;
    • Experience in supply chain management and working and supervising building contractors;
    • Experience in managing and directly implementing quality and compliance control on engineering and construction-related projects; and,
    • Experience in coordinating actions with implementing partners, government partners, stakeholders and beneficiaries.

    Skills

    • Ability to supervise, direct, coach and mentor staff;
    • Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
    • Excellent knowledge of project cycle management;
    • Ability to write and speak clearly and concisely in English;
    • Strong computer skills; and,
    • Proven high-level representation skills, such as speaking at meetings and providing situational analysis.

    Languages

    • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
    • For this position, fluency in English is required (oral and written). Working knowledge of Swahili is an advantage.
    • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
