Responsible for providing technical oversight for quality assurance in design, planning, implementation, monitoring and learning for all aspects of Reproductive, maternal, newborn, child and adolescent health (RMNCAH) in all IRC Kenya programs. S/He will ensure the delivery of high-quality Comprehensive range of reproductive, maternal, newborn, child and adolescent health care services to women and mend of reproductive age in all the IRC supported programs. The RMNCAH manager will be responsible for program design, business development, technical oversight over capacity building efforts and system strengthening at both subnational and national level, s/he will participate in interagency coordination groups such as the health cluster-where applicable, and or technical working groups at the National, and county levels while representing IRC with key actors including the Ministry of Health, Donors and other NGOs.
Program Development.
- Provide technical assistance in the design and review of all concept notes, proposals, budget, and donor reports for all IRC Kenya reproductive health projects.
- Coordinate all RMNCAH projects across IRC programs by leading the development and monitoring of periodic work plans to ensure delivery within donor timelines
- Lead in the development, review, dissemination and monitoring implementation of standards operating procedures and protocols for RMNCAH service delivery to all staff in IRC health programs.
- Conduct program needs assessments and advise IRC accordingly
- Be abreast with all technical updates in government/WHO RMNCAH guidelines at national level and keep IRC staff always updated
- Take lead in conducting periodic RMNCAH provider skills assessments, organizing and conducting relevant capacity building initiatives in line with identified gaps i.e. trainings, mentorship, coaching, and other skills building activities for IRC program staff.
- Coordinate with field team to ensure program quality assurance through periodic technical support supervision and quality improvement activities.
- Strengthen the linkage between the Ministry of health division of reproductive health, County department of health and IRC RMNCAH programs through representation in various forums.
- Make follow-up field visits to ensure concurrence and implementation of agreed upon action plans and recommendations
- Conduct capacity building activities and guidance to IRC staff to ensure RMNCAH programming meets best practical standards and priorities.
- Support Field health Managers/officers supervise RH data collection and recording in the IRC supported Maternity/MCH units and ensure the compilation of data and generation of quality RH reports on a regular and timely manner.
- Design and lead regular technical performance reviews to analyze RMNCAH data on key performance indicators (KPIs) and work with the METAL to generate evidence to inform RMNCAH reporting, learning, program design, planning, and implementation.
- Promoting a culture of learning through development of learning agendas, evidence collection and packaging into lessons-learned, interest stories, briefs and good/promising practices are documented and shared for institutional memory and sharing with stakeholders.
Grants
- Participate in establishing funding requirements for RMNCAH and contribute to the development of proposals for RMNCAH programming.
- Review regular field BvAs related and together with program managers realign budget lines to ensure proper budget spending on RMNCAH activity lines.
- Support Health program Managers prepare budgets with RMNCAH specific outputs that reflect activity needs to ensure efficiency and sustainability of resources throughout the grants.
- Participate in Grants Opening, Mid-Term and Closing meetings when possible.
- Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required.
- Support the health teams in ensuring appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
Human Resources Management
- Support recruitment of program staff to (RMNCAH) positions as per the program demand and needs.
- Maintain updated job descriptions, conduct interviews, orient new staff on the IRC’s RMNCAH best practices and the program.
- Undertake RMNCAH capacity-development activities/training for RH and clinical health staff.
Coordination and Representation
- Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community-based organizations, and other IRC sectors to enhance cooperation and coordination.
- Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
- Represent the IRC in RMNCAH coordination forums and meetings with other agencies, including the Ministry of Health, Technical Working groups, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.
Monitoring, Evaluation, Technology, Accountability, and Learning (METAL)
- Supporting the RMNCAH field teams and working with METAL to ensure proper RMNCAH data recording in the IRC supported health facilities, support the compilation of data and generation of quality reports on a regular and timely manner.
- Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues. Provide solutions and implement modifications as required.
- Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC METAL purposes.
Administrative Duties
- Support the Health Coordinator to oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing and hiring staff.
- Follow-up on field teams to ensure that all internal (IRC) reporting requirements are met and that reports are of a high quality and submitted on time.

Qualifications
- Minimum education: Bachelor’s degree in Nursing, Midwifery or Medicine & Surgery

- Additional training in Reproductive health a MUST have
- A masters degree in a related field will be an added advantage

- Experience implementing reproductive health service delivery in complex emergency settings and health services for displaced populations.
- Experience implementing RMNCAH programs involving capacity building of health care workers and other system strengthening interventions/projects in health facilities and at community level.

Major Responsibilities.
Supervision of M&E systems and tools in use.
- Liaise with the Dadaab Sub county Monitoring and Evaluation team to avail all the MOH tools required for data collection and reporting in the facilities.
- Conduct continuous on job trainings to the program staff on the MOH and IRC tools utilization on an ongoing basis to ensure data collected meets the quality requirements.
- Conduct support supervisory visits to the facilities to ensure the data management systems are used effectively and take part in meetings aimed to improve the systems in place.
- Document any challenges reported by the users in regards to the usage of the data collection tools and share with the MEAL manager.
Monitoring and Evaluation
- Work closely with the MEAL manager to ensure presence of a robust monitoring plan in, developing monitoring and evaluation guidelines, frameworks and indicators for the projects action plan.
- Take lead in conducting regular data review meetings at the field office noting the actionable points and lessons learnt.
- Update data in the respective databases in use and provide information to the program staff on request.
- Participating actively in enforcing of quality assurance, quality control and quality improvement measures for all field programs intervention.
- Conduct routine data quality audits to identify and resolve systemic problems affecting data quality; and document findings from data quality audits and store in project files to ensure collective and sustainable access.
- Support the program staff in their routine activities by participating in facilitating and documentation.
- Design data collection tools and databases required by the program staff for aggregation and analysis of information.

Grant Management and Compliance
- Work with the field teams to ensure that program indicators are tracked through regular field visits

Staff Capacity Building
- Train staff on data management procedures, quantitative and/or qualitative data (support on; Cleaning, sorting, categorizing and organizing data)
- Provide consistent, supportive supervision to strengthen program staff performance as necessary to meet monitoring objectives.
Technology Duties
- Design and configure CommCare questionnaires for surveys and assessments.
- Test forms for logic, skip patterns, and data validation.
- Configure, maintain and update Power Apps data elements for indicator tracking for all grants in Dadaab.
Client Responsiveness, Accountability and Safeguarding
- Lead and coordinate processes to collect, review and respond to client feedback at the field level.
- Set up feedback mechanisms to collect and respond to client feedback – both proactive and reactive (technological improvements to existing mechanisms), with support from the CR Manager.
- Conduct regular FGDs and meetings with different stakeholders to solicit feedback on IRC’s work.
- In health facilities, establish a help desk/information table for the community members to answer beneficiary comments/questions.
- Prepare help desk reports from the CFR and share with the managers.
- Prepare CRA reports based on consolidated analysis of client feedback recorded via proactive and reactive channels, to be discussed at field meetings, project review meetings for analysis and decision making at the field level.
- Ensure all MEAL activities uphold Do No Harm principles.
Administrative Duties

Required Qualifications
- Bachelor of Science degree in Statistics, Health Information management or equivalent.
- Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access.

The Registered Nurse - Midwife is responsible for the day-to-day implementation of Maternal and Neonatal Care, in the maternity unit within IRC supported Health facilities. S/he will work closely with other maternity staff including Doctors, Nurses, Clinical Officer, Auxiliary nurses and by proxy with the theatre staff, to ensure quality of care for patients and babies admitted in the unit and aim to promote quality of care for Gynae and or Emergency obstetric and Neonatal Care patients in the IRC supported health facilities.
Responsibilities/Main Duties.
- Quality maternal and perinatal care: Able to offer high quality nursing care during admissions in maternity, hospital stay and discharging mothers and newborns. On spot/ Daily assessment of general /clinical condition, early identification of complications, Sound clinical judgement call for help, communicating promptly, as you stabilize the mother/newborn. Able to assess ready for discharge of mothers and their newborns, prepare their documentation.
- Antenatal Care: Conducting regular check-ups, monitoring maternal and foetal vital signs, ordering and interpreting diagnostic tests, and providing health education on nutrition and birth preparedness.
- Labor and Delivery Management: Monitoring the progress of labour using a partograph/labour care guide, providing physical and emotional support, administering medications as prescribed (e.g. antibiotics, uterotonics, analgesics), conducting normal vaginal deliveries, AMSTEL, being part of the MDT conducting difficult deliveries breech, AVDs which are rare and performing neonatal resuscitation.
- Postnatal Care: Monitoring mothers for signs of complications (e.g., haemorrhage, infection), assessing uterine involution and lochia, assisting with early ambulation, and educating mothers on breastfeeding, perineal care, and post-partum family planning.
- Emergency Response: Early Identification of obstetric and neonatal complications and instituting timely and appropriate interventions and escalating care to medical officers.
- Referral: Able to process patient referral documents, prepare equipment’s and medication for use on transit. Accompany patient during referral within hospital departments or during external movement to a healthcare
- Documentation and Reporting: Maintaining accurate and complete documentation of your work, up-to-date clinical records, patient charts, and reports in EMR to include Ministry of Health reports, in compliance with healthcare regulations in utilizing and sharing data for decision making.
- Continuous quality Improvement and Safety: Executing nursing care model and utilizing results with multi-disciplinary team to improve patient management. Adhering to infection prevention and control (IPC) measures, participating in MPDSR audits and quality improvement activities, Respectful maternity care and ensuring a safe clinical environment for staff, patients and relatives.
- Skills: Key skills include excellent clinical acumen (Certificate in EMONC training), critical thinking, communication, problem-solving, negotiating and a compassionate, patient-centered approach to care and being a team player.
- Able to communicate fluently verbally and written. Use of SBAR during hand over /referral.
- Leadership and management: Able to cover calls, hospital covering, performing doctor’s round, ward management, team leader able to make sound judgements in patient care and staff management. Attending Meetings, CMEs and trainings as required.
- Accountability: Able to clear after every procedure, Equipment and instrument processing as per national guidelines. Equipment inventory and safety to include functional emergency crash cart in every shift.
- Ensure emergency preparedness trays and equipment inventory is in place in maternity and items monitored and are updated daily through a structured handover during every shift.
- Executing any other duty allocated by your supervisor.
Reporting/Communication
- Responsible for compiling daily Nursing care activity reports while handing over in shifts.
- Responsible for accurate record keeping, ordering and accountability of equipment and supplies.
- Attend ward meeting, monthly hospital meetings and or facilitate Continuous Medical Education
- Ensure that all admissions, discharges, transfers and deaths are properly documented and recorded as they occur and participate in respective mortality audits.
- Report any significant changes in clinical operations to the supervisor.
- Any other duties assigned by supervisor.
Operations
- Maintain departmental equipment, suction machines, resuscitators, various procedure sets are maintained and always in good condition and submit regular inventory reports of the same.
- Report on any significant changes in operations to the head nurse.
Systems Compliance and Improvement
- Ensure IRC-Kenya program specific finance, logistics, IT, security, communications and human resource/administration policies and procedures are adhered to.
- Comply with any new procedures and guidelines designated in circulation from SMT and or Field team Management.
Confidentiality
Ensuring the nondisclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.
Note: The role of the Midwife cannot be limited to the specific duties and tasks detailed herein. The success of the IRC’s humanitarian mission is the highest priority and all issues which arise must be addressed accordingly. Therefore, the Midwife will be required to manage all unforeseen issues and circumstances and remain flexible to perform other duties, as and when required.
Qualifications, Skills and Experience:
- Kenya Registered Community Health Nurse (KRCHN)/Kenya Registered Midwife. (KRM) from a recognized Nursing Training Institution.
- Registered with the Nursing Council of Kenya with valid practicing license.
- More than 2 years of clinical maternity ward experience in a busy facility.
- Previous work experience in a limited resource setting is an added advantage.
