    Research and Learning Manager

    PURPOSE:

    This role will be responsible for coordinating learning efforts within the KRCS that contribute to exploring new and different ways of humanitarian service delivery. This position facilitates linkages between existing learning solutions and innovators to KRCS programmes and initiatives.

    KEY RESPONSIBILITIES

    • Contribute to setting the vision for ICHA and provides direction to achieve the desired vision
    • Develop and implement short and long term research strategies, creation of plans and set targets to actualize the vision of being a knowledge service hub through research to generate information and evidence that supports programming, policy and advocacy, innovation and learning.
    • Align the research team so that all the energy and action are focused on achieving the core goals
    • Communicate to and involving all levels of the team during the alignment of the vision and building commitment through communication and participation
    • Deploy of appropriate resources at the time and place where they can have the most impact in implementing strategies, plans and actions
    • Identify opportunities of expanding the research and learning unit work through the creation of innovative products, services and markets
    • Provide programme-level management, financial, and contractual oversight to ensure that projects achieve quality programming and decision-support outcomes
    • Support resource planning and management including project budget controlling and monitoring, evaluation and learning
    • Management of research teams to ensure effective project implementation, supporting growth and development of the teams, performance setting and evaluation
    • Coordinate and collaborate with the disaster management, climate science, data preparedness, innovation and policy teams to ensure sound project strategies are in place
    • Document lessons learnt, good practice and case studies to shape programme strategies approaches, and contribute to broader sector learning.
    • Build evidence and learning, new and existing, to bridge research, knowledge and practice, to inform policy dialogue and decision making at critical times of the humanitarian work.
    • Address the current knowledge gaps and need for innovation and learning in the humanitarian system to improve practice, standards, impacts and performance.
    • Increase engagements with the policy making and community by undertaking research in new areas directly related to current policy issues
    • Mobilize all kinds of resource through the development of resource mobilization strategies and developing teams and partners to work with by leveraging the synergy of wide variety of capacities
    • Build capacities that allows rapid and efficient implementation of work in order to achieve complex objectives
    • Build confidence among staff and create positive feelings and a culture of belongingness through conversion of capacities and talents
    • Maintain resource mobilization/ funding levels necessary to maintain reasonable condition for continuous operation of ICHA
    • Establish new partnerships and strengthening existing ones to enhance collaboration in application for funds/grants
    • Create linkages and opportunities for knowledge exchange with key stakeholders
    • Act as a KRCS focal point for stakeholders, donors and collaborating institutions
    • Represent KRCS in external meetings / workshops/ conferences

    Minimum Qualifications and Experience 

    • MSc degree in Development Studies/Social Sciences/Public Health/DRR/Climate Science/Data Science or related academic qualifications
    • Extensive experience in research and evidence generation in the humanitarian sector to inform practice and decision making
    • Experience in developing and implementing short and long term research strategies, creation of plans and set targets through research to generate information and evidence that supports programming, policy and advocacy, innovation and learning.
    • Experience in managing and aligning research team to ensure core goals area achieved.
    • Extensive communication experience and involvement of all levels of the research team and building commitment through communication and participation
    • Extensive experience in resource mobilization, resource planning and management including project budget controlling, monitoring, evaluation and learning
    • Experience in deploying appropriate resources at the time and place where they can have the most impact in implementing the research strategies, plans and actions
    • Experience in programme-level management, financial and contractual oversight for quality programming and decision making
    • Experience in documenting lessons learnt, good practice and case studies to shape programme strategies approaches and contribute to broader sector learning
    • Experience in evidence generation to bridge research, knowledge and practice to inform policy and decision making in the humanitarian sector.

    GIS Officer

    PURPOSE:

    The role will be responsible for collecting geo-data from numerous sources and for creating and sharing maps and other geo-information products from the data collected for managing data collection toolkits such as OpenDataKit, OpenMapKit and Akvo Flow. This role holder will also maintain and prepare the hardware needed for data collection, train enumerators for data collection, and lead them in data collection missions. This position works closely together with the PME department and reports to the humanitarian data team lead.

    KEY RESPONSIBILITIES

    • Understand information needs by Kenya Red Cross decision makers and translate these into data collection, analysis and GIS products.
    • Identify, review and utilize open geo-data sources and combine these with data collected by Kenya Red Cross.
    • Organize Missing Maps events in Kenya, organize, and lead field-mapping activities (see missingmaps.org).
    • Migrate geo-data into OpenStreetMap and other data to a Kenya Red Cross data repository (such as HDX).
    • Support Kenya Red Cross in using the products, maps, and visualizations provided by the team.
    • Support and guide students and volunteers that work on GIS in the team.

    Minimum Qualifications and Experience 

    • A University degree in geographical information systems (GIS).
    • Track record showing the capacity to use data to improve processes, operations and decision-making.
    • At least 3 years of professional experience in data analysis.

    Key Competencies

    • At least 3 years of professional experience in GIS.
    • Demonstrable interest in humanitarian aid.
    • Skilled in GIS software such as QGIS, databases such as PostgreSQL.
    • Skilled in data collection toolkits such as OpenDataKit and able to train others in the use.
    • Experienced with editing in OpenStreetMap, through JOSM and ID-editor.
    • Excellent command of English language (written and verbally).

    Data Analyst

    PURPOSE:

    The data analyst is responsible for analysing data, combining different datasets and designing and delivering information products that are of use to the Red Cross. This person works closely together with the GIS expert and reports to the humanitarian data team lead.

    KEY RESPONSIBILITIES

    • Understand information needs by Kenya Red Cross decision makers and translate these into data analysis and information products.
    • Develop data models for data intensive projects, applying standards where possible.
    • Support Kenya Red Cross in using the products, maps, and visualizations provided by the team.
    • Review available open – and closed – (secondary) data sources and determine if these can be used instead of collecting new data.
    • Review and cleaning of data.
    • Analysis of data, both small and big. Development of algorithms to combine and analyse these data.
    • Support and guide students and volunteers that work in the team on data analysis.

    Minimum Qualifications and Experience 

    • A University degree in econometrics or other data analysis related studies.
    • Record of accomplishment showing the capacity to use data to improve processes, operations and decision-making.
    • At least 3 years of professional experience in data analysis.

    Key Competencies

    • Demonstrable interest in humanitarian aid.
    • Research skills to determine the effectiveness of the products and services provided by the team.
    • Skilled in data analysis software / languages such as R and/or Python.
    • Excellent command of English language (written and verbally).

    Climate Research Officer

    PURPOSE:

    This role will be responsible for developing weather and climate information services for decision making and action towards strengthening disaster risk management in Kenya Red Cross Society and the communities served by the Society.

    KEY RESPONSIBILITIES

    • Develop and compile tools, methods and capacity needed to enable interpretation and use of weather and climate information.
    • Provide technical support on interpretation and use of weather and climate information for decision making and early action, within Kenya Red Cross
    • Develop research, methodologies and evidence to support action, policy and funding for managing anticipatory shocks
    • Support with resource planning and management including project budget controlling and monitoring, evaluation and learning and reporting
    • Management of project assistants to ensure effective project implementation, supporting growth and development and  performance setting and evaluation
    • Coordinate the disaster management, climate science, data preparedness and policy teams to ensure sound project strategies are in place
    • Documenting lessons learnt, good practice and case studies to shape programme strategies approaches, and contribute to broader sector learning.

    Minimum Qualifications and Experience 

    • BSc in Climate Science/Meteorology. MSc degree will be an added advantage
    • Relevant practical experience in developing and compiling tools, methods and interpreting use of weather and climate information in humanitarian programming
    • Experience in interpreting and using of weather and climate information for decision making and early action (anticipatory approach to disaster risk reduction)
    • Experience in research and evidence generation to support action, policy and funding for managing anticipatory shocks
    • Relevant practical experience in working on research and research project including Disaster Risk Reduction projects and wider climate change and sustainability project
    • Interest in inter-disciplinary work and profound interest in understanding use of climate science for risk reduction and management
    • Experience in resource planning and management including project budget management, monitoring, evaluation and reporting
    • Experience in organizing and facilitating workshops
    • Excellent English writing skills with ability to author reports, working and academic papers
    • Experience in documenting lessons learnt, good practice and case studies to shape programme strategies, approaches and contribute to broader sector learning
    • Ability to work independently and under the supervision of Project Manager
