    Program Officer

    Job Description

    The Program Officer is a key member of the program team and will report to the Program Manager. She/he will provide the day-to-day support to the program team in the identification of the needs and opportunities.  The position holder will facilitate the program team’s ability to develop activity ideas, implement, report and monitor progress.

    Essential Responsibilities
    PROGRAM MANAGEMENT

    1. Work with the Program Manager and program partners to develop well-written, organized concept notes and reports that are in line with program outcomes and outputs; assist in the implementation of activities developed through these concept notes
    2. Support with project implementation, including attending activities and events in the targeted locations
    3. Provide updates and analysis of key developments in targeted conflict systems / locations.
    4. Identify needs and opportunities and provide relevant information to facilitate the program team’s ability to develop activity ideas.
    5. Under the direction of the Program Manager, develop and maintain relationships with organizations/ actors in key target sectors (e.g. faith organizations, youth groups, women’s organizations, CBOs / local NGOs, local government officials, security officials etc.).

    MONITORING, EVALUATION, LEARNING & REPORTING

    In conjuction with the country & Program-level monitoring and evaluation team:

    1. Play key role in the development and review of intervention designs, sector strategies and M&E frameworks.
    2. Validating and verifying core indicators against the different sources of information by taking part in regular data quality assessment.
    3. Work with Program Manager to ensure that activities are implemented on plan and progress towards targets is not compromised
    4. Meet regularly with the program team to evaluate project progress, identify and document successes, challenges and lessons-learned; and adjust practices as necessary to improve performance;
    5. Prepare and submit to the program reports of specific periods, events, field trips and meetings;
    6. Support the team in effectively utilizing established monitoring and evaluation formats / tools, and provide feedback for their improvement;
    7. Support timely production of quarterly and annual donor reports based on agreed performance indicators.

    PROGRAM ADVISORY

    1. Maintain an active advisory role with the program team to help guide towards robust and relevant data for decision making.
    2. Actively participate in all implementation, providing advice and feedback for quality results at any point.
    3. Establish and maintain strong working relationships with partners and government departments

    RESEARCH AND LEARNING

    1. Take part in conflict analysis, research and learning activities, in conjunction with other relevant team members
    2. Prepare practical reports for dissemination based on experiences from program implementation.
    3. Together with the program implementation team, generate key learnings about the program’s implementation and approaches.
    4. Regularly document and share all learnings from program implementation.
    5. Support maintenance an up to date database that reflects progress and program indicators

    Works Directly With: County M&E Manager, Grants Manager, Finance and Operations Departments & local partners

    Minimum Qualification & Transferable Skills

    1. Bachelor of Arts /Science or equivalent, preferable in Conflict/Peace Studies, Governance, Monitoring and Evaluation, Statistics, Development Studies or appropriate social science discipline.
    2. 3 – 4 years’ program implementation and or monitoring and evaluation experience in related thematic areas combined with conflict sensitive programming.
    3. Experience working with stakeholders including the private sector, CSOs, government, youth and women groups.
    4. Ability to interact effectively with the diverse project stakeholders especially with the security sector and electoral bodies.
    5. Must have strong writing, analytical and communication skills.
    6. Good understanding and skills at data collection, analysis, database management with specific emphasis on beneficiary tracking.
    7. Good knowledge and skills with the of MS Office applications such as Excel, Word, PowerPoint, Outlook and Access;

    Program Coordinator

    The Position

    The Program Coordinator will provide technical oversight and implementation of the program, working closely with the Program Officer throughout the two conflict systems along the borders of Samburu County. S/he will support representation of Mercy Corps and coordinating to ensure the program is implemented effectively and efficiently. The Program Coordinator will be responsible for tracking analyzing and reporting program results. S/he will coordinate closely with other Mercy Corps Programs, to maximize impact, efficiency, and learning. The Program Coordinator will work closely with program local partners in delivery of the program and capacity building.

    Essential Responsibilities
    PROGRAM MANAGEMENT

    1. Support the program manager in management of the SCALE program.
    2. Work with the relevant stakeholders to regularly monitor program operating context and develop a comprehensive strategy for conflict prevention, peacebuilding and crisis preparedness to integrate agency best practices and building off the existing portfolio of programs in the country.
    3. Develop and implement capacity building plan for the implementing CSOs partners.
    4. Maintain implementation momentum by consolidating strategies and plans.
    5. Recognize opportunities for innovative actions and synergies with other initiatives.
    6. Support with planning, conducting and tracking partners’ activities – attending events in the targeted locations.
    7. Work with the Program Manager and downstream partners to develop well-written, organized concept notes and reports that are in line with program outcomes and outputs
    8. Provide updates and analysis of key developments in targeted conflict systems / locations.
    9. Identify needs and opportunities and provide relevant information to facilitate the program team’s ability to develop and adapt activity ideas.
    10. Under the direction of the Program Manager, develop and maintain relationships with organizations/ actors in key target sectors (e.g. faith organizations, youth groups, women’s organizations, CBOs/local nongovernmental organizations (NGOs), local government officials, etc.)

    PROGRAM IMPLEMENTATION

    1. Work closely with Finance and Sub grant team to ensure compliance, due diligence and accountability for the delivery of high-quality programming among the program partners 
    2. Work with the Program Manager to provide technical oversight to the program team and local partners.
    3. Review / design capacity building plans to ensure CSOs capacity to address land conflicts in Samburu County is enhanced.
    4. Facilitate dialogue and learning among CSO partners, community representatives and County government and National government officials from the target areas.
    5. Map relevant institutions, businesses, and other parties and their interests in perpetuating or stemming conflict.
    6. Ensure program implementation is on time, target, on scope and budget.
    7. Take part in participatory research and learning activities.
    8. Meet regularly with the program team to evaluate project progress,
    9. Promote learning and documenting program lessons and practices and sharing with program partners and stakeholders.

    INFLUENCE AND REPRESENTATION

    1. Lead the establishment of Community Framework of Corporations (CFC) and strengthen Peace and Natural Resource Management committees, CSOs, local communities and the county government to devise a mechanism for sustaining program impacts. 
    2. Participate, where relevant, in external representation of SCALE program with various stakeholders including donors, other INGOs, County Government, Regional Economic Blocs and National government.
    3. Support the Program manager to identify, build and manage collaborative partnerships with sub-grantees, donors, local governments and other stakeholders
    4. Communicate effectively to ensure overall program targets are met by county government, local leaders, partner agencies, and other key stakeholders.
    5. Maintain productive working relationships and ensure close coordination and sharing of information with relevant partners and other program stakeholders.

    TEAM MANAGEMENT

    1. Supervise and provide support in the development of team members’ professional skills and conduct staff reviews as appropriate
    2. Work closely with the Program Manager and P&C team to recruit, orient and lead team members as needed.

    FINANCE AND COMPLIANCE MANAGEMENT

    1. Where applicable take part in drafting and/or review consultancy scope of work, support in managing aspects of consultancy technical deliverables, efficacy and contract budget.
    2. Monitor program spending and partners budget to ensure activities are implemented within the cost, time and in compliance with donor regulations and Mercy corps policies.
    3. Support partners develop activities mini budgets for effective tracking of expenditures as needed.

    SECURITY

    1. Ensure compliance with security procedures and policies as determined by country leadership.
    2. Ensure adherence with Mercy Corps Kenya security plan for Samburu County.
    3. Proactively ensure duty of care and that team members operate in a secure environment and are aware of policies.

    1. Bachelor’s degree in Conflict Mitigation, Social Sciences, International Relations or other relevant field preferred.
    2. Minimum 5 years’ relevant professional experience implementing land conflict management and peacebuilding programs, preferably in insecure or transitional environments.
    3. Knowledge of people-to-people peacebuilding programs and ‘Do No Harm’ principles.
    4. Strong facilitation and consensus-building skills.
    5. Experience using context and conflict analysis tools to identify demand driven activities.
    6. Strong experience in facilitating Community Frameworks of Cooperation (CFC) / Resource sharing agreements (RSAs) and intergovernmental relations is a MUST.
    7. Experience building capacity of local organizations.
    8. Familiarity and experience with European Commission regulations preferred.
    9. Demonstrated experience with new program development and design including leading the inception/start-up efforts.
    10. Demonstrated ability to work effectively with communities, multicultural set ups, civil society, local government representatives and other stakeholders.
    11. Demonstrated flexibility and creativity in planning and problem solving.
    12. Proven ability to learn quickly, lead a program to achieve stated results and objectives.
    13. Thorough understanding of program operating context is preferred.

    1. A successful Program Coordinator will demonstrate the capacity to support a multi-dimensional effort in a complex, fluid and fast paced environment. S/he must exhibit self-drive and be able to work with very minimal supervision. The Program Coordinator will employ excellent judgment, strong interpersonal and cross-cultural communication skills, and be committed to the organization’s values and mission. S/he will take initiative, calculate risks and benefits of various courses of action, lead others to achieve to the highest level possible, and demonstrate solid decision–making while working in concert with diverse partners.

    1. The position is based in Maralal (Samburu, Kenya) and it requires up to (50%) travel to Samburu North, Samburu Central, Turkana East (Turkana County, Kenya), Baringo/Tiaty East (Amaya) and Laikipia North where the program covers.

    Monitoring, Evaluation And Learning Officer

    The Position

    The Monitoring, Evaluation and Learning (MEL) Officer plays a critical role within Mercy Corps’ quality assurance, accountability and learning functions. The position supports the program in planning and execution of monitoring and evaluation activities, ensuring program quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision-making. S/he will be responsible for providing internal capacity building for program staff on monitoring and evaluation activities as well as review and development of necessary tools that feed into the needs of Mercy Corps and donor reporting requirements.

    Essential Responsibilities

    1. Lead the design, testing and implementation of all MEL system components for the program
    2. Support the refining of the program logic and approaches, including developing intervention designs, sector strategies and MEL frameworks to adequately incorporate MEL considerations into the program
    3. In conjunction with the Country MEL Coordinator, he/she will plan, coordinate and supervise all assessments and evaluations for the program. This will entail development of Scopes of Work, development of survey tools, trainings and management of data collectors, report write and facilitating results discussion (Or recruit and supervise evaluation consultants where necessary)
    4. Regularly document and share all learnings from program implementation;
    5. Provide relevant inputs into Monthly, quarterly, annual and other program reports.
    6. Validating and verifying core indicators against the different sources of information, including review, validation and analysis of incoming results and data
    7. Maintain an up to date database that reflects program progress against all indicators;
    8. Visit sites and partners to collect supplementary data, stories and conduct qualitative research both independently and
    9. Facilitate regular reflection and analysis of program monitoring information that feeds into programming and learning, for adaptive management
    10. Participate in on-going MEL advisory and support for all program staff and partners;
    11. Advise and support the process of testing and adopting relevant technologies for improving the efficiency of the program’s MEL function. This will include supporting rollout of Mobile Data Collection (Ona), GIS/GPS technologies for Mapping, and managing MCK’s internal data management platforms.
    12. Work with the Program Manager and other staff to ensure that activities are implemented on plan, through regular planning and review meetings
    13. Maintain an active advisory role with the program team to help guide them towards robust and relevant data collection.
    14. Actively participate in all implementation, providing advice and feedback for quality results at any point.
    15. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
    16. Other duties as assigned.

    1. Must hold at least a bachelor’s degree in Economics, Agricultural Economics; Demography, Statistics, Business administration, Computer Science / IT or any other relevant field;
    2. At least 4 years of leading MEL activities in a development program setting.
    3. Should understand general MEL concepts and demonstrate skills in MEL system design (I.e. Development of Theories of Change, Results Frameworks/Logical Frameworks, Developing of MEL Plans and Data Collection tools)
    4. Should have demonstrable experience in Designing, Planning, Implementing and/or Supervising MEL Assessments and Evaluations.
    5. Should have demonstrable experience in Designing and/or Managing simple databases (Whether in Excel, Access or SQL-based)
    6. Should have demonstrable experience in using Mobile Data Collection for routine and specific monitoring work.
    7. Must have good writing and analytical skills
    8. In addition to Microsoft Excel, the incumbent should demonstrate fluency in the use of at least one other data analysis and visualization tool, e.g. SPSS, STATA, POWER BI, TABLEAU etc.
    9. Must be fluent both spoken and written English
