    Procurement Officer

    Job Ref: 02/06/2020: PROCUREMENT OFFICER

    Role Summary: Reporting to the Chief Accountant, the Procurement Officer is responsible
    for ensuring timely procurement of goods, services and works; assist in developing and
    implementing policies, and administrative systems in line with budgetary allocations in the
    Hospital for all functions.

    Reporting to the Chief Accountant, the right candidate will be required to:

    • Discover profitable suppliers and initiate business and organization partnerships.
    • Negotiate with external vendors to secure advantageous terms.
    • Approve the ordering of necessary goods and services.
    • Finalize purchase details of orders and deliveries.
    • Examine and test existing contracts.
    • Track and report key functional metrics to reduce expenses and improve effectiveness.
    • Collaborate with key persons to ensure clarity of the specifications and expectations of the Institution.
    • Foresee alterations in the comparative negotiating ability of suppliers and clients.
    • Expect unfavorable events through analysis of data and prepare control strategies.
    • Perform risk management for supply contracts and agreements.
    • Control spend and build a culture of long-term saving on procurement costs.
    • Liaising with the stock management office to ensure that procurement of needed items is done and delivered in time.
    • Ensuring correct specifications from users, and proper requisition authorization
    • Receive requisitions for services needed by different units, sections, departments and the hospital in general, that are required for running it.
    • Ensure use of updated list of pre-qualified suppliers or contractors to supply and provide various services to the hospital.
    • Receive feedback from hospitalservices end users and respond accordingly in the hospital.
    • Prepare and respond to service lender concerns through phone, mail or other appropriate media.
    • Carry out market surveys and research to inform continuous improvement of services lent the hospital.
    • Manage data of all records of hospital services rendered including their costs, deliveries and inventories in the hospital.
    • Prepare all relevant documents and forward them to accounts to facilitate payments to service lent by renderers for timely service delivery in the hospital.
    • Raise services receipt vouchers to support verification of invoice sent by service providers to ensure payments for only what has been provided to the hospital.
    • Monitor and ensure that services provided to the hospital by service lenders are sufficient and up to the required specifications and standards in the hospital
    • Any other duty given from time to time

    Academic Qualifications:

    Bachelor’s Degree in Procurement or Supply Chain Management from a recognized University;

    Professional Qualifications:

    • Must be a member of a recognized professional procurement body (KISM)
    • Must be a licensed practitioner
    • Experience in ERP software
    • Good knowledge of supplier or third party management software.
    • Knowledge of contract law is an added advantage.
    • Knowledge of e-procurement systems
    • Knowledge of Public Procurement and Disposal Act
    • Born again Christian
    • At least Five (5) years’ experience as a Procurement Officer in a reputable organization

    Procurement Assistant

    Job Ref: 03/06/2020: PROCUREMENT ASSISTANT

    Role Summary: Reporting to the Procurement Officer, the Procurement Assistant job exists to promote a collaborative, client focused, quality and result oriented approach in the Procurement Unit and effective delivery of the procurement services at Tenwek Hospital.

    Reporting to the Procurement Officer, the right candidate will be required to:

    • Assisting the Procurement Officer in running the Procurement office and handling all procurement roles of the Institution.
    • Procuring goods and services for the Hospital through prompt conversion of purchase requisitions to purchase orders.
    • Managing the quotation process and expediting the delivery of goods and services.
    • Assisting in supplier pre-qualification and participate in the opening of tenders
    • Working in conjunction with the line managers to ensure clear specification of goods/services.
    • Processing purchase requisitions and ensuring they are duly approved by the relevant signatories before converting into purchase orders.
    • Analyzing requests for quotation.
    • Tracking purchase orders for approval and forwarding to suppliers.
    • Preparing weekly supplier delivery plans for review and implementation.
    • Prepare weekly delivery status progress reports.
    • Ensuring delivery of own and departmental key result areas.
    • Any other duty given from time to time

    Academic Qualifications:

    Technical Officer

    Job Ref: 04/06/2020: TECHNICAL OFFICER

    Role Summary: Reporting to the Maintenance & Projects Manager, the job holder will assist in identifying and performing structural maintenance jobs, repairing equipment and updating maintenance records as well as advise on cost effective maintenance and repair costs.

    The right candidate will be required to:

    • Ensure all communication gadgets in the Hospital are in good working condition e.g. telephones, radio call gadgets and pagers.
    • Liaise with the electrical team to ensure that all the power sources within the Hospital are in proper working condition at all times.
    • Develop and maintain Hospital general maintenance schedules and ensure adherence to the same.
    • Keep a maintenance record and filing documents, invoices, and instruction manuals.
    • Keep an inventory of maintenance tools, materials and parts.
    • Report urgent maintenance and repair tasks to Maintenance Manager and Administration for approval.
    • Proactively perform structural maintenance and keep Hospital grounds neat.
    • Assist the Maintenance Manager to keep the workshop clean and tidy.
    • Ensure scheduled diagnosing of equipment malfunctions and perform repairs as soon as is practically possible.
    • Follow up on the approval for purchasing maintenance tools, materials or replacement parts.
    • Advice the Maintenance team on cost-effective ways to perform maintenance and repairs.
    • Ensure that the Hospital equipment and machines e.g. boiler, incinerator, generator, fire-fighting equipment and other installations, are serviced regularly as per industry standards.
    • Work with Technical team to provide technical support during construction and infrastructure development in the Hospital.
    • Ensure that the Hospital staff adhere to the safety regulations at all time while using the Hospital equipment and machines.
    • Support the Maintenance Manager in Contractor management and provide oversight of the outsourced projects.
    • Ensure that we are following industry standards and best practices in the unit.
    • Support the Maintenance Manager to offer leadership in the Maintenance dept.

    Academic Qualifications:

    • Degree in Electrical Engineering, Mechanical Engineering, Biomedical Engineering or Projects Management from a recognized University. 
    • Diploma qualification in Electrical Engineering, Mechanical Engineering, Biomedical Engineering or Projects Management with relevant experience will be considered.

    Professional Qualifications:

    • Five (5) years relevant experience in a busy reputable maintenance/technical department. 
    • Solid understanding of technical aspects of plumbing, carpentry, masonry and electrical systems.
    • Exceptional ability to prioritize and perform maintenance tasks and repairs.
    • Working knowledge of record keeping and preparing maintenance schedules.
    • Experience taking inventory of maintenance materials and replacement parts.
    • Proficiency in working with budgets and advising on maintenance and repair costs.
    • Exposure in work order system will be an added advantage

    Administration Officer

    Job Ref: 05/06/2020: ADMINISTRATION OFFICER

    Role Summary: Reporting to the Chief Executive Officer, the Administration Officer is responsible for managing administrative operations within the support departments in the Hospital.

    The right candidate will be required to:

    • Ensure that the Hospital is compliant on all the Government regulatory requirements.
    • Ensure that the Hospital is clean at all times.
    • Run the Housekeeping and Catering departments and ensure that that roles in the departments are done well.
    • Manage and run the Security department of the Hospital. 
    • Identify ways in which the Hospital can run its operations in the most sustainable manner while properly managing the resources allocated.
    • Manage all assets of the Hospital and ensure that the assets are used effectively and efficiently to attain the goals of the Hospital.
    • Work with the Maintenance Manager to ensure that the equipment of the Hospital is maintained and serviced regularly.
    • Oversee renovations and ensure that the quality needed is achieved while liaising with the Maintenance Manager.
    • Coordinate and organize for Hospital staff events.
    • Build and maintain the necessary networks and relationships with Government officials to ensure that the Administrative roles in the Hospital are properly supported.
    • Manage the Estates (houses and grounds) in which our staff live.
    •   Any other duty given from time to time.

    Academic Qualifications:

    • Bachelor’s Degree in Business Administration or a related Business Degree from a recognized University;

    Professional Qualifications:

    • Experience in ERP software
    • Good skills in planning and organization
    • Good communication, negotiating and presentation skills
    • Ability to accurately judge the amount of time and resources needed to accomplish tasks and matches tasks to skills
    • At least Five (5) years’ experience in Business Administration department (or a related department) in a reputable organization
