    Technical Officer HIV Care & Treatment

    Overall Job Function

    Reporting to the Senior Technical Officer, the Technical Officer HIV Care and Treatment is a key member of CHS program staff involved in the planning and execution of HIV Prevention, Care and Treatment services including PMTCT, GBV and TB/HIV treatment. The Technical Officer is responsible for on-site mentoring and implementation of HIV Prevention, Care and Treatment activities.

    Key Responsibilities

    • Provide technical support to health workers in all aspects of planning and implementation of HIV services (care and treatment, TB/HIV, and PMTCT & GBV) to ensure that patients receive the full complement of prevention, treatment and care in accordance to MoH guidelines.
    • Build the skills and knowledge of the targeted clinical staff on HIV/AIDS prevention, care and treatment, TB, GBV and PMTCT through on-job training, mentorship, case reviews and CMEs
    • To provide on-going supervision of CHS-supported HIV prevention, care and treatment activities in assigned sites including scheduled joint supportive supervision with County and Sub-County level MoH staff
    • To assist in program monitoring and evaluation with reporting through national HMIS tools and other tools in use by CHS and its funding partners
    • Routinely monitor program quality through QI approaches as well as elements of operations research including identification and documentation of ‘best practices’ to ensure high-quality HIV/AIDS service provision
    • To support scale-up and sustenance of aPNS in Viremia clinics at CCC and PMTCT setups
    • Oversee follow-up care of PMTCT clients and HIV exposed infants in CHS supported facilities
    • Timely preparation and submission of activity budgets, work plans, reports and other technical papers
    • Assisting in program monitoring, evaluation, and use of data to inform program planning and continuous improvement as well as research as needed.
    • Support in design and implementation of GBV interventions, mentorship on GBV, documentation and report writing on GBV.
    • Track and ensure real-time documentation of patients’ information in the EMR by Clinician/Nurse in sites implementing EMR Point of Care.

    Person Specification

    • Bachelor’s degree in Clinical Medicine, Nursing, Public health or other health-related courses.
    • Master’s degree in a relevant health related field will be an added advantage.
    • At least five years’ experience in implementing HIV programming.
    • Training in HIV/AIDS, TB comprehensive care and support.
    • Trainer of trainers in HIV management.
    • Training on GBV, minimum package of care for survivors.
    • Training on Kenya EMR and the ability to use EMR for reporting.
    • Advanced training in antiretroviral management is an added advantage
    • Good knowledge of practical delivery of HIV/AIDS clinical care and ART including patient-centered management and family support
    • Excellent management abilities within a multi-disciplinary team, support, training and mentoring
    • Good use of MS Office packages and office automation solutions.

    Data Manager

    Overall Job Function

    Reporting to the Strategic Information Lead, the Data Manager, will be responsible for collection and aggregation of datasets, data cleaning and data entry, tracking and managing the flow of facility level/patient and other data to and from CHS Shinda Tena supported programs; C&T, HTS, PMTCT, TB/HIV, VMMC, DREAMS, KP/PP, GBV and PrEP. S/He will also ensure completeness, accuracy and consistency of the data so that it meets standards of quality expected for reporting. S/He will review and update data quality audit tools, develop EMR data extraction scripts, develop and maintain web-based dashboards for performance monitoring.

    Key Responsibilities

    • Ensure appropriate data collection tools and systems are in place and are being used.
    • Ensure a functional system for collection, analyzing and synthesis of program data.
    • Provide oversight for successful data management including support for computer application/database development that will ensure management, organization, storage and easy access to information from all supported programs.
    • Ensure data quality through data validation checks, including discrepancy/inconsistency checks, real-time data monitoring and data cleaning.
    • Develop tools to facilitate routine data quality audits to minimize data errors across MOH and donor reporting platforms.
    • Maintain the project’s management information system- CHS report information system on a DHIS2 platform and other databases.
    • Ensure effective utilization of project information systems.
    • Ensure timely and accurate reporting for daily, weekly, monthly and quarterly program monitoring data.
    • Prepare reports, dashboards and other graphics summarizing program results in power BI, excel or any other platform.
    • Build the capacity of Data Officers, to be able to handle various project data demands with ease.
    • Any other duties assigned by the supervisor.

    Person Specification

    • Bachelors’ degree in Information technology, computer Science, mathematics, biostatistics, Epidemiology, Public Health or its recognized equivalent. A Master’s degree is highly preferred.
    • Minimum 5 years’ experience in data management of health projects
    • Strong proficiency in Microsoft Excel (Pivot tables, Dashboards, Power pivots, advanced excel formulas, conditional formatting)
    • Demonstrable knowledge of data visualization and business intelligence software like ArcGIS, Tableau and Power BI
    • Strong proficiency in working with statistical packages such as Epi Info, STATA etc.
    • Ability to develop analytical codes in R
    • Proficiency in data real-time data collection applications including ODK and redcap,
    • Working knowledge of PEPFAR, CDC and MOH reporting requirements
    • Sound understanding of comprehensive HIV/AIDS program, TB/HIV, DREAMS, KP/PP, GBV, PrEP, VMMC and public health programming.
    • Demonstrated ability to independently complete assigned tasks.
    • Ability to plan and prioritize own work under tight deadlines, as well as to work on own initiative and as a member of a team.
    • Ability to work under pressure and meet strict deadlines and to work with minimum supervision

    Strategic Information Officer

    Overall Job Function

    Reporting to the SI Lead, the SI officers will be coordinating all SI field-related activities for HIV/AIDS prevention and treatment services, TB, GBV, VMMC services and provide constant feedback to both the technical and program teams including health care workers in health facilities.

    Key Responsibilities

    • Act as a link between CHS and SCHMTs on both paper and electronic prevention, VMMC, care and treatment data related issues.
    • Provide technical support to CHS-supported health facilities in collection, collation, analysis and reporting of health information to relevant stakeholders using national reporting systems
    • Support the uploading of facility EMR data into the National Data Warehouse (NDWH) and DHIS
    • Support the implementation of web-based and mobile health solutions to facilitate real time data transmission and reporting.
    • Support EMR data cleaning and monitoring of daily data entry into the systems through regular data quality audit for quality patient management and report
    • Contribute in the review and/or development of monitoring and evaluation tools and systems that are responsive to data needs
    • Organise and/or participate in SI related capacity building activities targeting CHS staff; health facility staff; and other stakeholders
    • Work closely with other CHS staff and stakeholders to strengthen systems for monitoring patient outcomes; monitoring quality of care; tracing patients who default; data quality assurance; and data collection, collation, analysis and dissemination
    • Provide expertise in developing and/or review of indicators for monitoring and evaluation of program performance
    • Ensure timely and proper implementation of the Ministry of Health’s (MoH) monitoring and evaluation guidelines including roll out of new tools in all CHS-supported facilities
    • Strengthen data utilisation for decision making at facility and county level
    • Participate in research studies that may be undertaken by CHS or any of her collaborating partners
    • Provide technical lead in quarterly data feedback to county health management teams and health facilities

    Technical Officer- Identification and Longitudinal Care

    Overall Job Function

    Reporting to the Senior Technical Officer, the Technical Officer Identification and longitudinal Follow Up will strengthen the implementation of HIV Testing Services (HTS), linkage, adherence and retention in CHS-supported health facilities in collaboration with county, Sub-County and hospital management teams at the facilities.

    Key Responsibilities

    • To oversee the planning and implementation of HIV Testing, Counselling and linkage strategies at CHS -supported facilities
    • Oversee planning, initiation and implementation of the CHS Adherence Psychosocial Support minimum package
    • Ensure the rapid scale-up and sustenance of assisted Partner Notification Services (aPNS)
    • Set systems that ensure optimisation of HIV testing services through Provider-initiated HIV testing and counselling at all service delivery points (in-patient, outpatient and clinics)
    • To set systems and oversee the longitudinal follow up of persons diagnosed with HIV; from identification, linkage to treatment, adherence and retention on antiretroviral therapy and viral suppression
    • Provide training, mentorship and supervision of HIV testing services to the HTS providers at the selected facilities
    • Oversee the planning and implementation of internal and external Quality Assurance for HIV testing services
    • Support planning, implementation and evaluation of the peer educator and defaulter identification and tracking systems at supported health facilities
    • Implement strategies for referrals and linkages of newly diagnosed HIV infected clients between HTS points and the HIV clinics (CCC) in the health facilities
    • Support facility community linkages including accelerated scale-up of community DSD
    • Ensure real-time documentation of clients’ testing information on the eHTS app by HTS counsellors in sites implementing electronic HTS (eHTS)
    • Improve documentation and reporting of HTS and longitudinal follow up activities at the facility level for program evaluation and planning.

    Person Specification

    • Degree in Nursing, Clinical Medicine, Public health, social sciences or health-related field equivalent
    • At least three years’ experience in implementing HIV programs, especially HIV testing services and adherence/retention
    • Training in HIV/AIDS prevention, care and treatment, including HIV testing
    • Proficiency in Microsoft Office packages for report writing and presentations
    • Familiarity with HIV community programs, including peer education
    • Excellent interpersonal skills; ability to work well with others and to develop and maintain relationships
    • Ability to identify problems, design interventions and oversee their implementation
    • Excellent oral and written communication skills in both English and Kiswahili
    • Ability to train and mentor others.
