    Core Network Support Engineer - Packet Core

    Detailed Description

    Reporting to the Manager – Core Network Data, the position holder will be responsible for operation, maintenance, optimization, automation, transformation, implementation & support of Mobile Core Network equipment and services, with emphasis on packet core.

    Key Responsibilities

    • Responsible for implementation, Operation and Maintenance of EPC network elements: SGSN/MME, GGSN/PGW/SGW, PCRF, DNS, EPSN for 2G, 3G, 4G, 5G and IOT networks.
    •  Integration of RAN systems: BSC, RNC, eNodeB, gNodeB,etc to the core network.
    • Integration to downstream systems: Billing, HLR/HSS Datacom Nes: CGNAT, Firewalls, DNS, etc.
    • Implementation of new technologies and services in the Packet Core network e.g NBIOT, voWiFi, VoBB, VoLTE,etc.
    • Perform packet tracing and complex logs analysis for Packet Core Nodes in the 2G,3G,4G & 5G EPC domains.
    • Exceptional troubleshooting skill is required to solve the customer issues before involving to the equipment vendor/manufacturers.
    • Proactive maintenance and monitoring of key network and system to ensure adherence to KPI agreements.
    • Configuration management and strict adherence to underlying governance structures.
    • Perform BCP exercises and documentation as per BCP calendar.
    • Develop and implement predictive analysis to avert system faults/incidents.
    • Fault/incident resolution within SLA while adherence to underlying governance.
    • Assist with the design process and assists in guidance with regards to practices, procedures, and techniques.
    • Works with Business Agile teams and technology teams to determine if Core Network infrastructure and applications fit specification and technical requirements.
    •  Tests and evaluates systems, subsystems, and components.
    • Acts as a technical contact and liaison for outside vendors and/or customers.
    • Troubleshoots and resolves complex Core network issues affecting customer experience
    • Operates and optimizes Core Network Packet Core to improve customer data experience.

    QUALIFICATIONS

    • Bachelor's Degree or Equivalent Electrical Engineering, Computer Science, Information Systems or related certification.
    • Generally requires 3-5 years related experience.
    • Hands-on knowledge in the following areas:
      • Packet Core components in 2/3/4/5G:SGSN/MME, GGSN/PGW/SGW, PCRF.
      • Telco Cloud implementations of EPC using virtualized network functions, cloud- network functions, physical network functions.
      • Strong telecommunication callflow know-how in IP,LTE ePC, 5G, NBIOT.
      • VoLTE/VoWiFi/VoBB callflow and applications.
    • Practical (testing, troubleshooting, application) knowledge of above technologies.
    • Knowledge and experience in using various test, packet capture and measurement equipment.
    • Basic knowledge of linux administration.

    Principal Legal Counsel- Financial Services

    Brief Description

    Reporting to the Senior Legal Counsel-Financial Services, the position holder will act as Business Partner to the Financial Services Division; To provide the Financial Service Division skilled and specialized professional legal services, with an emphasis on contractual drafting, negotiation and review, legal research, legislative watch and regulatory support on an on-going basis. To provide specified departments/units within the Finance Division skilled and specialized professional legal services. Provide such legal support as may be necessary or exigent to other Business Units and team members within the Legal and Secretarial Services Department.

    Responsibilities

    • Negotiating & gaining buy-in of NEW customer contract including but not limited to agent, merchant, utility, Business-to-Business, Business-to-Customer and International money transfer (IMT) contracts and any new functionality as may be added from time to time.
    • Ensuring suitability & updating existing customer contract templates e.g., consumer T&Cs, Agent agreements, B2C and C2B contracts, etc. in line with changing or evolving features and functionalities of the M-PESA Service.
    • Design and implement in conjunction with Risk Management, clear pre-contractual vetting processes for potential M-PESA agents and law enforcement procedures.
    • Implementation of changing Risk Control measures recommended for the M-PESA Business, through enforcement of dealer, agent and customer contracts. This is to be done in conjunction with the Risk Management Division.
    • Where required liaise with Vodafone/Vodacom/M-PESA Africa dedicated legal resource on delivery of joint targets in relation to the legal relationship between Safaricom and Vodafone/Vodacom/M-PESA Africa on M-PESA related matters e.g Trademark matters, M-PESA managed service agreements, IMT (international money transfer) agreements.
    • Participate and actively contribute to stakeholder review sessions on legislative issues materially affecting Financial Services, such Anti- Money Laundering, Electronic Financial Services, and Communications etc.
    • Regulatory engagement: liaise with relevant regulators to ensure Safaricom remains responsive to regulatory concerns; ensure Safaricom earns/maintains the trust of financial service regulators; participate in the policy formulation and regulatory drafting process;
    • Ensure timely submission of monthly and ad hoc reports as may be requested.
    • Dispute management for litigation matters that arise from M-PESA contracts.
    • All reporting
    • To undertake detailed legal opinions on matters that requires statutory interpretations.
    • Assist in negotiating renewal terms for facilities obtained from our lenders;
    • Liaise with Finance to resolve issues as they arise;
    • Provide general legal advice to the company

    QUALIFICATIONS

    • Degree in Law from a reputable commonwealth university with minimum 2nd class honors (or equivalent) and completion of Diploma of the Kenya School of Law;
    • Advocate of the high court of Kenya of at least 5 years standing;
    • Other post graduate diplomas or certificate courses suitable for the role in legal matters such as arbitration/mediation & negotiation skills, AML, IP, Legislative Processes/Drafting, etc.
    • 3 years practical/demonstrable experience in commercial law, company law, and financial services law.
    • Excellent working knowledge of telecommunications and IT legal and regulatory environment, e-commerce/m-commerce.
    • Good knowledge of civil and criminal procedure codes
    • Experience in engaging regulatory bodies preferred.

    Senior Officer – Partner & Inventory Management

    Key Responsibilities

    Partner & Contract Management

    • Recruits and manages performance throughout the engagement for all qualifying fixed services partners, Cloud, IOT, ICT and Digital Service providers
    • Proactively assesses, clarifies, and validates partner needs/requirements on an ongoing basis.
    • Proactively leads a joint partner planning process that develops mutual performance objectives and critical milestones associated with a productive partner relationship
    • Ensures partner compliance with partner agreements/contracts
    • Facilitate quarterly performance evaluation of all TES Partners
    • Manages and increases the effectiveness and efficiency of partner services through improvements as well as coordination and communication between other sections/functions and business unit
    • Validates and approves finished work and prepares documentation to initiate purchase orders and payments
    • Plays a significant role in medium-term planning, including initiatives geared toward operational excellence
    • Manage the planning and development of the Nopex annual budget while working with Finance and Technology Strategy & Planning
    • Provide inputs into the development of technical solution concepts and business cases around new customer solutions
    • Serve as primary liaison to Supply Chain Operations, Finance teams and legal in addressing issues relating to but not limited to contracting for Partner services, raising of purchase requisitions, payment after delivery of services
    • Working closely with the Enterprise Sales, Tribe, Enterprise Solutions & Service Delivery teams, ensures that the equipment stocks can fulfill BAU customer orders and new business deals.
    • Purchase according to pricing, available credit limits and manufacturer support.
    • Ensures effective value for all equipment purchased and develop long-term purchasing strategy
    • Manage and maintain the equipment deployment inventory including routers, switches, Firewalls, Wi-Fi Access Points & Controllers, IOT devices and other future devices for digital solutions
    • Manage and control inventory stock levels and accuracy checks
    • Ensure after sales support is managed effectively and in line with customer SLA and commercial best practice; spares purchases is made, and stock is managed proactively according to process
    • Manage the inventory disposal process for obsolete items or items that are faulty beyond repair
    • Provide support to the TES Operations automation projects by assisting in the development/reviewing of User Requirement Specifications and participating in user acceptance tests and dry-runs

    Qualifications

    • Bachelor’s Degree in any relevant field
    • 3 – 5years experience in operations support function in a busy Enterprise/Telco implementation and deployment environment; Supplier/Partner Management roles
    • Project Management and good working knowledge of Finance and Budgeting
    • Fair appreciation of telecommunications/IT and network related equipment and solutions
    • Good data analytics and reporting skills
