    Solicitation for U.S. Personal Services Contractor

    DUTIES AND RESPONSIBILITIES **

    The Senior Trade Advisor will serve as a technical specialist for OEGI on trade issues including trade agreements, tariffs and non-tariff barriers, regional integration, trade policy, standards, and trade-capacity building.

    Specific Duties: S/he will have the following specific duties:

    •  Analyze and summarize impacts of trade policies and developments, and advise Mission management on issues relating to trade in Kenya and East Africa.
    • Assess the status of Kenyan and East African trade regulations, procedures and practices and draft reports on bilateral and regional trade regimes.
    • Identify trade capacity building needs and lead design and oversight of trade capacity building interventions.
    • Establish and maintain high-level contacts within U.S. trade agencies, the Government of Kenya, Regional Economic Communities (RECs), and other relevant organizations.
    • Support technical trade discussions with bilateral and regional partners.
    • Prepare briefing materials, plan events, and manage field activities as needed.

    PHYSICAL DEMANDS: The primary location of work will be on the U.S. Embassy/USAID compound in Nairobi, Kenya. No special demands are required to perform the work.**

    SKILLS AND QUALIFICATIONS

    The incumbent must meet the following requirements in education and professional experience:

    Education (10 points): Minimum of Master’s in Economics, International Trade, Law, Business or related discipline is required. **

    Prior Work Experience (25 points): A minimum 10 years of relevant working experience in trade policy or trade capacity building implementation is required. **

    Job Knowledge (40 Points): The successful candidate will have advanced knowledge of laws, policies, and regulations related to trade, as well as in-depth knowledge and understanding of international, regional, and U.S. trade agreements. The successful candidate will have a firm grasp on approaches to trade capacity building, and strong interpersonal skills and the ability to work in complex interagency environments. **

    Additional Required Skills & Abilities (25 points):

    This is a technical position within the Private Sector Solutions Center in OEGI. The incumbent must be able to demonstrate a combination of technical and analytical abilities related to trade policy and/or trade capacity building.**

    The incumbent must be able to work effectively with U.S. and Kenyan/East African counterparts and to recognize potentially sensitive areas that arise in trade discussions. S/he must have strong organizational skills, good attention to detail, and be able to work effectively with limited supervision.**

    Project Management Specialist (Peacebuilding, Preventing and Countering Violent Extremism)

     STATEMENT OF DUTIES:

    General Statement of Purpose of the Contract

    USAID’s Kenya and East Africa Mission (USAID/KEA) is the largest USAID Mission in Africa and supports the Bilateral Strategic Dialogue between Kenya and the United States by addressing shared priorities such as economic prosperity, trade, and investment, democracy, governance, and civilian security, and multilateral and regional issues. The Democratic Governance, Peace and Security (DGPS) Office is responsible for the achievement of USAID’s governance, accountability, anti-corruption, decentralization, conflict mitigation and preventing and countering violent extremism (P/CVE) objectives in partnership with Kenyan civil society, private sector, and national and county governments.

    The Project Management Specialist for Peacebuilding and Preventing/Countering Violent Extremism serves as a key member of the DGPS Office, providing strategic advice and technical inputs to the DGPS Center of Excellence, its Analytics, Policy, Partnerships, and Strategy (APPS) Section, USAID/KEA technical and support offices, and relevant U.S. Embassy offices on matters pertaining to peacebuilding and preventing/countering violent extremism (P/CVE) in Kenya. S/he leads the technical design and management of USAID peacebuilding and P/CVE initiatives and programs. The incumbent will initiate and maintain contacts with senior representatives of the Government of Kenya (GOK), donors, academia, civil society organizations and the private sector on themes pertaining to conflict management and mitigation, peacebuilding, and P/CVE. The incumbent will serve as the Peacebuilding and P/CVE Team Leader, supervising one Cooperating Country National (CNN). The Specialist will also represent USAID/KEA interests to USAID/Washington’s Africa, Conflict Prevention and Stabilization (CPS), and Development, Democracy, and Innovation (DDI) Bureaus, as well as other Agency affiliates engaged in peacebuilding, conflict, and P/CVE programming and learning.

    Statement of Duties to be Performed

    The duties and responsibilities of the Project Management Specialist (Peacebuilding, Preventing and Countering Violent Extremism) include:

    Project Management (55%)

    • The incumbent plans, designs, develops and manages new and existing peacebuilding and preventing/countering violent extremism (P/CVE) projects and activities.
    • These duties include leading procurement processes, providing close oversight of project implementation, identifying and resolving problems, approving and monitoring project budgets, and ensuring all activities are carried out in a technically sound and cost-effective manner, in accordance with all applicable Agency and Mission directives and requirements.
    • S/he will serve as the Contracting/Agreement Offices’ Representative (COR/AOR) and/or Activity Manager for projects and activities that include capacity development of various Government of Kenya (GoK) offices, institutions working in the peacebuilding and/or P/CVE realm, and relevant civil society organizations (CSO) to prevent, respond to, and resolve conflicts.
    • S/he will be responsible for project monitoring and evaluation (M&E), for obtaining and reporting on results and possible setbacks, and for initiating programmatic adjustments, when necessary. As part of these responsibilities, the incumbent will approve project-level M&E plans, oversee data quality assessments, design technical evaluations, and manage third-party monitoring of projects.
    • The incumbent is responsible for regular and ad hoc reporting on program impacts and contextual factors that affect project implementation. As well, s/he will contribute to standard reporting requirement (Operational Plan, the Performance Plan and Report, Mission Resource Request, Congressional Budget Justification, etc.).
    • As the technical lead on peacebuilding and P/CVE, the incumbent is responsible for identifying and synthesizing best international and regional practices and lessons learned in these fields and to use this information to meaningfully contribute to improving knowledge management and learning within USAID/KEA.

    Advisory and Support (25%)

    • The Project Management Specialist will keep abreast of and analyze political, social, economic and other trends and legislation/policies affecting peacebuilding, conflict mitigation and P/CVE in Kenya and provide insights to the Mission’s senior leaders and Washington officials.
    • S/he will conduct independent assessments and prepare technical and policy analyses for reports and presentations that assess conflict dynamics and the influence of violent of extremism in Kenya and propose development approaches for consideration in Mission programming.
    • The incumbent will be considered an expert resource on peacebuilding, conflict mitigation, P/CVE and related issues, and will be expected to participate actively in internal and external strategy discussions, including active engagement across development sectors at the Mission, with Embassy counterparts, and donor partners.
    • Given the cross-cutting nature of peacebuilding and P/CVE work, the incumbent will seek ways to integrate conflict-sensitive approaches into USAID programs in other sectors (health, education, environment, etc.). Part of the incumbent’s role involves active outreach and coordination with other technical offices and the U.S. Embassy to ensure unity of effort around peacebuilding and P/CVE programs.
    • As a supervisory, the incumbent will serve as a key member of the DGPS senior management team, participating in Office decision-making and proving management support to the DGPS leadership. On occasion, the incumbent will serve as the DGPS Acting Deputy Office Director.

    Representational (20%)

    • The incumbent will represent USAID interests and equities in the peacebuilding and P/CVE area in the interagency at Post, with relevant Washington-based office, and at various sector and/or donor working groups in Kenya and within the Mission.
    • In addition to government, the incumbent establishes and maintains effective working relations and coordination with other donors, civil society, private sector, media and academic/research bodies on matters related to peacebuilding and P/CVE challenges and initiatives.
    • S/he maintains direct and substantive contacts to advise and represent USG policy interests with host government officials at the national and county levels to enhance learning and ensure coordination of programmatic activities.
    • S/he will collaborate with USAID/Washington's Bureau for Conflict Prevention and Stabilization, its Center for Conflict Prevention, and the Agency’s CVE Sector Council to share ideas, perceptions, and experiences on peacebuilding and P/CVE programming and learning.

    Supervisory Relationship

    The incumbent is supervised by the DGPS Deputy Office Director, or his/her designee. The incumbent’s work is governed by an annual work plan, jointly developed with his/her supervisor.**

    Supervisory Controls

    The incumbent supervises one Project Management Specialist (Peacebuilding, Preventing, and Countering Violent Extremism) FSN-10.

    12. PHYSICAL DEMANDS: The position requirements do not involve rigorous physical demands.**

    MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

    1. Education: A Bachelor’s degree in the social sciences, or in a development-related field (law, economics, public policy/administration, international relations, political science, area studies, etc.) is required.
    2. Prior Work Experience: A minimum five years of progressively responsible work experience in the fields of peacebuilding, conflict and/or P/CVE. Experience must include relevant program design and management with an international development agency or non-governmental organization. Experience leading ad hoc and standing teams, for short- or long-term periods, is required.
    3. Language Proficiency: Fluency (Level IV, speaking, reading and writing) in both English and Kiswahili is required. The demonstrated ability to write and edit complex technical documents in English, and to translate similar documents from Kiswahili into English, and vice versa, is required.

    Prior work experience (Up to 30 evaluation criteria points)

    Up to 30 evaluation criteria points will be given to offerors who, in addition to the minimum requirement, have additional years of work experience in the fields of peacebuilding, conflict and/or PCVE, program design and management with an international development agency or non-governmental organization, and/or leading ad hoc and standing teams for short- or long-term periods.

    • Job Knowledge (Up to 40 evaluation criteria points)

    Demonstrated technical expertise is required on issues pertaining to peacebuilding and PCVE and how they manifest in Kenya. Expert knowledge of Kenya’s policies and practices in peacebuilding and PCVE, to include deradicalization and reentry activities. Advanced knowledge of Kenya’s PCVE donor/NGO landscape and current awareness of adverse regional influences.

    • Skills and abilities (Up to 30 evaluation criteria points)

    Due to frequent interaction with external stakeholders in high stakes environments, the jobholder must be able to perceive, use, understand, manage, and handle emotions and communicate effectively to ensure positive working relationships are maintained.     Project Management Specialist (HIV Private Sector Engagement) Deputy Team Leader

    STATEMENT OF DUTIES:

    General Statement of Purpose of the Contract

    USAID/Kenya and East Africa invests in population and health programs at national and county levels that aim to improve the survival, well-being and productivity of the Kenyan population by reducing the burden of major infectious diseases such as HIV/AIDS, malaria and tuberculosis, and addressing the main causes of maternal and child illness and deaths. This includes cross-cutting work to strengthen healthcare systems and build capacity, and to support the national government to formulate key policies and guidelines while assisting counties to better plan, manage and finance quality health services to meet local needs. The Health Population and Nutrition (HPN) office is USAID/Kenya and East Africa’s (KEA) largest office, managing a portfolio valued at over $400 million annually. The office receives funding from a number of U.S. Presidential Initiatives, including the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), Feed the Future (FtF) as well as other USAID health funds for family planning, maternal newborn and child health, nutrition, emerging pandemic threats, and water, sanitation and hygiene.

    The Jobholder, Private Sector Engagement will be the lead technical expert within HPN, responsible for building and strengthening partnerships with private sector corporations, foundations, global digital technology organizations and impact investors with aligned interests in the health sector including pharmaceutical industry. S/he will leverage the private sector’s expertise, resources and investment to achieve HPN program objectives, especially as it relates to HPN’s vision of a responsive and resilient health care system that meets the needs of the vulnerable population. As the lead expert, s/he will provide technical leadership, support, and build market-based solutions, linkages, and capacity in the health sector for USAID KEA funded activities, serving as a subject matter expert as well as helping oversee the day-to-day management of the program activities and implementation of the program work plan. The Jobholder will liaise with and maintain productive, collaborative relationships among project and local partners, private sector leaders, and representatives of trade and business associations and small businesses at the national and county levels. The Jobholder will report to the Health Policy and Finances Team Leader and will directly supervise a team of up to four (4) professional staff members.

    The position is located in the USAID Health Population and Nutrition Office. The incumbent reports to the Health Policy and Financing Team Leader and supervises a team of up to five professional staff.

    Statement of Duties to be Performed

    Technical and Strategic Leadership (30%)

    1. Articulates HPN’s private sector engagement vision and strategic priorities to GOK and other development partners including private sector industry players, leads in the alignment and harmonization with national and global best practices for the achievement of accountable, affordable, accessible and reliable health care system through the implementation of proven private sector engagement models at national and county levels.
    2. Spearheads and promotes private sector engagement across the private sector partners in Pharmaceutical, Information, Communication and Technology (ICT) and Health Insurance industries; corporations and foundations into the HPN and USAID’s strategic development priorities, building transformative partnerships based on principles of shared interests and shared value.
    3. Explores and develops transformative tripartite partnerships bringing together public, private and academia institutions to form national and county think tanks that mine data from varied sources to identify priority areas of investments with huge potential for return on investments while generating evidence to inform development and/or reviews of socio-economic policies.
    4. Serve as the lead technical officer for the USAID HPN’s Private Sector Engagement portfolio and provides expert direction in the design, implementation, monitoring and evaluation of the private sector engagement programs and interventions.
    5. Provide expert-level guidance to the Mission and the Ministry of Health including senior level officials in Private Sector Engagement Division, serving as key advisor for all strategic and policy issues related to private sector engagement programming for the integrated health portfolio.
    6. Work closely with other units within the Health Office and across the Mission to optimize opportunities for cross-sectoral integration and leveraging of resources across the different program components.
    7. Through literature review and other technical media research and regular communication with local and international stakeholders, keep abreast of emerging developments in the national and global private sector engagement landscape and advise accordingly on how these policies, strategies and technical guidelines can most effectively be incorporated to enable the Mission to maintain the fidelity and relevance of its integrated health programming portfolio.
    8. Identify opportunities for integrated “state of the art” approaches, providing technical assessment and recommended strategies to pilot innovative interventions. Provide expert oversight and guidance to USAID implementing partners on newly emerging and highly efficacious approaches to private sector engagement for the effective implementation of integrated health programming.
    9. In collaboration with the other members of the Health Office, advise on the development of tools (such as dash boards, league tables) that support continuous learning and adapting to further improve and evolve the USAID knowledge base and data management capability related to private sector engagement activities. Advise on targeted analyses of private sector engagement for the integrated health programming data to inform program planning and implementation.

    Project Planning, Management, Monitoring and Evaluation (20%)

    1. Provide strategic and technical leadership in the preparation of key annual and mid-term planning and reporting documents including the Country Operational Plan, Operational Plan, Malaria Operational Plan, Congressional Budget Justifications, Portfolio Reviews, Performance Monitoring Plan, Technical Notifications, Quarterly, Semi-Annual and Annual Progress Reports.
    2. Support country-level integrated health programming portfolio’s annual budget preparation process, providing technical assistance to USG financial teams and technical working groups in completing the required planning tools such as PEPFAR Funding Allocation to Strategy Tool (FAST) and any other new tools that may be provided for use in the planning processes.
    3. Provide oversight to the annual private sector engagement portfolio budget and ensure costs remain within budget planning levels and that efficiency is maximized.
    4. Analytically assess the integrated health programming portfolio, the performance of partners, the available budget, the need for additional activities or ending activities, and facilitate design of new projects or activities necessary to achieve strategic objectives.
    5. Participate or take the lead on each stage of project design for new activities, including drafting and getting approval for concept papers, writing scopes of work, evaluating applications/proposals, and starting up new projects.
    6. Ensure that implementing partners abide by their reporting requirements, including quarterly reports, trip reports, accruals, PMPs, annual reports, and other requirements such as PEPFAR, PMI and PPR reporting or other requests. This includes supportive supervision and guidance to other technical and support staff in the Health Population and Nutrition office as necessary.
    7. Lead routine meetings with implementing partners to discuss technical and programmatic direction of the integrated health programming portfolio. Conduct field visits to USAID-supported HIV/AIDS, PMI and Family Health activities that directly benefit from private sector engagement to meet with implementing partners and government health officials as appropriate to provide technical, programmatic, and administrative guidance as necessary.
    8. Maintain a technical portfolio as Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) and/or Activity Manager, which includes review and approval of workplans, budgets, quarterly and annual reports, performance monitoring plans, monitoring activities through field visits and ensuring that financial reporting (accruals/vouchers) are submitted to the Financial Management Office as required.
    9. Identify opportunities and strengthen existing opportunities for integration of HPN programs with Education and Youth, Office of Economic Growth and Integration, Democracy Governance and Conflict activities, and other areas of the Mission as appropriate.
    10. Technically advise and makes recommendations on the need for short-term technical assistance (STTA) from USAID/Washington central projects and write the technical components of the scope of work for the consultants.
    11. In collaboration with other members of the Health Population and Nutrition Office, manage the private sector engagement analytical agenda for national surveys such as the KENPHIA, KDHS, KMIS, NHA and other studies.
    12. In collaboration with other Health Population and Nutrition Office staff, initiate and coordinate targeted analyses of private sector engagement portfolio data to generate trends and patterns to inform planning and programming.
    13. Participate in and ensure the effectiveness of Site Improvement Monitoring System (SIMS) and other field visits to improve quality of service delivery.

    Representation and Reporting (30%)

    1. Represent USAID and HPN at designated national, regional and international meetings that relate to private sector engagement including regular participation in national level private sector engagement technical working groups and related committees.
    2. Represent USAID on the inter-agency USG PEPFAR, PMI and Family Health Inter-Agency Technical Team working on private sector engagement.
    3. As requested by the Mission Director, Health Office Director or Deputy Director, represent USAID at meetings outside of the integrated health programming field when needed.
    4. The Jobholder liaises and works closely with WHO/AFRO and other regional institutions such as the Kenya Private Sector Business Associations, Regional Center for Quality of Health Care (RCQHC) and East, Central and Southern Health Community (ECSA-HC) among other private sector organizations, to strengthen the implementation of collaborative learning and adapting activities throughout Eastern Africa for the scale up of best practices on private sector engagement models at national and county levels.
    5. Organize site visits and prepare orientation materials for delegations from Office of the U.S. Global AIDS Coordinator (OGAC), PMI, Global Health Bureau, USAID Headquarters, State Department, and other agencies.
    6. As a member of the HPN’s Senior Management Team, respond flexibly and capably to a wide range of work-related requirements including responding to requests for information from USAID/Washington, Congress, PMI and OGAC.
    7. Establish strategic working relationships with senior government officials at the national and district level, donor agencies, civil society organizations, private sector health counterparts and medical associations to enhance regular and timely sharing of information on HIV/AIDS, FP/RMNCAH, Malaria, Nutrition and WASH interventions in the country, including changes in key policies, and legal and regulatory environments that could affect the implementation of USAID programs.
    8. Serve as the Mission’s representative on all inter-agency forums related to private sector engagement for the integrated HIV/AIDS, PMI and FP/RMNCAH programs.
    9. Prepares reports and responses to USAID/Washington requests for information.

    Supervision, Coaching/Mentoring and Staff Support (20%)

    1. Supervise Co-operating Country Nationals, which includes developing annual work objectives, identifying appropriate training opportunities, mentoring and coaching them in facilitation of professional development. Conduct regular performance reviews and address any performance challenges that may arise.
    2. Works with direct reports to determine training needs, helps identify appropriate training opportunities and ensures fair participation in training.
    3. Provide expert advice and guidance to direct reports on matters relating to private sector engagement and how best the other program components could contribute to ensure an effective service cascade.

    Supervisory Relationship

    The Project Management Specialist (HIV - Private Sector Engagement) will report to the Health Policy and Financing Team Leader. Most assignments are self-generated and occur in the normal course of work and the incumbent exercises independents in most phases of his/her job responsibilities but determines those situations that must be coordinated with the supervisor or other team members. Completed work is accepted as technically correct and the overall work is reviewed in terms of results achieved.

    Supervisory Controls

    The Project Management Specialist (HIV - Private Sector Engagement) will supervise up to five professional staff.

    Project Management Specialist (Climate Change Coordinator)

    STATEMENT OF DUTIES:

    General Statement of Purpose of the Contract

    The Project Management Specialist (Climate Change Coordinator) is a senior member of the USAID Kenya and East Africa (KEA) Environment Office (ENV). This position is USAID/KEA’s point of contact for the Mission’s climate change strategy, actions and programming. Primary responsibilities include coordinating the climate change effort for the Mission and the region that will include cross-sector, cross-Mission, cross-Agency, and cross-stakeholder efforts in climate finance, climate policy and negotiations, sustainable landscapes, climate adaptation, climate services, climate impacts mitigation, preparedness, agriculture, forestry and other land use (AFOLU) and clean energy. The Specialist will lead the climate finance mobilization effort for USAID/Kenya and East Africa, managing a program that finds innovative ways for East African countries to raise funds and provide sustainable climate finance for its people and the ecosystems they live in. This position will promote capacity building and coordinate with East African institutions to overcome the barriers to finance by developing partnerships and synergies between local, international and national sources of finance.

    The Project Management Specialist (Climate Change Coordinator) is the climate technical lead for the USAID/KEA Mission and a climate finance expert for USAID Missions in East Africa. This position provides leadership, vision and professional guidance on climate change measures affecting the region. This position leads the Climate Change Team within the Environment Office providing supervision and guidance to the Climate Change and Biodiversity PMS, leads the climate change working group for the Mission and represents USAID at the interagency. This position manages technical programs as an AOR/COR and takes lead in policy dialogues with relevant stakeholders such as colleagues from foreign governments, multilateral development banks, donors, regional organizations and private sector organizations.**

    Statement of Duties to be Performed

    Coordination, Representation and Relationship Building - 50%

    The Project Management Specialist (Climate Change Coordinator) will restart and deepen USAID’s government collaboration on climate change in the region. The Specialist will proactively develop, manage and strengthen USAID/KEAs network of climate and green finance contacts at all levels of seniority and in all sectors, to identify capacity building and policy influencing opportunities. The Specialist will publicly represent USAID/KEA as a credible interlocutor in climate related engagements as necessary which may include, but not limited to national climate funds, partnerships with private sector, civil society and local authorities, or international climate finance institutions such as the Green Climate Fund, Development Finance Corporation, Adaptation Fund etc. The PMS will be a relationship manager to one or more private sector firms that address carbon finance and/or other market-based mechanisms. The Specialist will have significant private sector relationships and must be able to make the ‘business case’ for addressing climate change.

    The Specialist will lead the Mission’s climate working group, provide expert advice to Mission teams such as the Mission Private Sector integrated team and County Liaison Teams. The PMS could also represent the Mission on a CLT and coordinate with the Mission’s Resilience Team. The Specialist serves as one of ENVs Private Sector Engagement leads. The Specialist leads team members and Mission integrated teams to create and expand public-private sector partnerships to achieve and sustain greater developmental impacts on climate and resilience programming across local, sub-national, national and regional levels.

    Technical Advisory and Project Management – 20%

    The Project Management Specialist (Climate Change Coordinator) is a regional Mission thought leader on integrating climate change across all sectors, including into program descriptions, communications, monitoring, evaluation and learning opportunities. The Specialist will provide technical advice to USAIDs East African Missions, interagency and Washington technical leadership by identifying and analyzing developments and risks around climate collaboration. The Specialist will provide expert policy and technical guidance for project development and implementation for climate change and “net zero” development activities. The Specialist will analyze technical information and trends to provide succinct, technically sound advice to USAID senior staff and partners to deliver on technical programs for climate change and climate finance. The PMS will prepare relevant technical reports and documents for the US government on trends, issues, challenges and progress on climate change and when required other environmental sustainability issues. The PMS will lead and manage research, analysis and synthesis activities that promote climate and environmental resilience. The PMS may serve as an Agreement Officer’s Representative/ Contracting Officer’s Representative (AOR/COR) or Activity Manager for grants and agreements involved in climate change or resilience. Responsibilities are outlined in the AOR/COR designation letter- template located in the Automated Directive System (ADS) 300 Series (specifically ADS 302 & 303).**

    Climate Finance Mobilization - 20%

    The PMS will engage with stakeholders from multilateral development banks, donors, private sector organizations and others to mobilize finance, build coalitions, and drive capital to our local partners for climate action, sustainable development, and conservation. The PMS will foster domestic, regional, cross-border and multi-country cooperation between East African countries on climate change-related issues. The Specialist will be the technical expert on innovative climate finance approaches and lead internal and external discussions on advancing these approaches. The PMS will create opportunities to co-finance projects and leverage new and additional funding sources to achieve USAID/KEA’s climate finance targets. The Specialist will have the independence to bring forth innovative ideas from a multitude of sectors and climate finance stakeholders such as national and multilateral climate funds and think tanks.

    Supervision - 10%

    The Project Management Specialist (Climate Change Coordinator) leads the USAID/KEA Mission Climate team and provides direct supervision to one Project Management Specialist (Climate Change and Biodiversity).

    The Project Management Specialist (Climate Change Coordinator) is supervised by the Environment Office Director.

    Supervisory Controls

    The Project Management Specialist (Climate Change Coordinator) supervises the Project Management Specialist (Climate) and a PMA.

    MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

    Any application that does not meet the minimum requirements stated below will not be evaluated.

    1. Education: Bachelor’s degree in Climate Change, Environment, Natural Resource Management and/or related fields is required.
    2. Prior Work Experience: At least seven (7) years of progressive experience in the field of climate change or related environment sectors. Specialized knowledge and demonstrable expertise in climate program implementation and management at International Development, Embassies, Donor Agencies, Non-Governmental Organizations, Finance Institutions and/or the private sector. Must have program management experience in at least one of the following technical climate change areas: climate finance, climate policy and negotiations, sustainable landscapes, climate adaptation, climate services, climate impacts mitigation, preparedness, agriculture, forestry and other land use (AFOLU) and/or clean energy.
    3. Language Proficiency: Level IV (fluent proficiency) in English, and in Kiswahili, both written and spoken, are required. Language competence may be tested.

    EVALUATION AND SELECTION FACTORS

    The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers.     Job Knowledge (50 points)

    Knowledge on national, regional and global climate finance schemes and climate governance frameworks is needed. Knowledge and experience in policy dialogue and cross-institutional collaboration is necessary. Must understand climate and green finance issues, challenges and practices relating to Africa. Broad understanding of critical issues in sustainable development and biodiversity conservation is required. Must have advanced knowledge of at least one of the following technical climate change areas: climate finance, climate policy and negotiations, sustainable landscapes, climate adaptation, climate services, climate impacts mitigation, preparedness, agriculture, forestry and other land use (AFOLU) and/or clean energy.

    Skills and abilities (50 points)

    Due to frequent interaction with external stakeholders in high stakes environments, the jobholder must be able to perceive, use, understand, manage, and handle emotions and communicate effectively to ensure positive working relationships are maintained, in addition, sound judgement and the ability to effectively and diplomatically collaborate with a variety of customers. The PMS must be able to effectively represent the US Government during meetings, negotiations, conferences and other functions. Must have the ability to develop partnerships, make deals and advance USAIDs climate objectives. Must be able to develop and maintain an extensive range of contacts across the USG Agencies, USAID East Africa Missions, in the regional and bilateral governments, civil society, academia, development partners, local community and the private sector. The coordinator must be able to write syntheses and explain results in a fashion that is readily understandable to non-technical audiences. Skills in computer applications, teamwork (complex institutional and multi-cultural settings), policy analyses and institutional relations. Proven ability to work effectively with high level personnel from government, donor community, implementing partners, local partners and the private sector.
