    ATIDI: Bilingual Regional Liquidity Support Facility (RLSF) Coordinator

    • The Bilingual RLSF Coordinator will primarily oversee RLSF projects and processes running from identifying pipelines, managing projects implementation and reporting on the same. Under the Supervision of the Chief Underwriting Officer, the RLSF Coordinator’s key duties and responsibilities will be as below:

    Key Duties And Responsibilities

    • Contribute to the improvement of policies and documents relating to the Regional Liquidity Support Facility (RLSF) such as legal documentation, RLSF agreements (MoUs etc.), brochures, policy documentation, investment policy, cash management policy, risk management policy, etc. if applicable;
    • Gather and analyze feedback from the Energy Sector and take this feedback into consideration in product development including products for the benefit of off-grid and C&I projects;
    • Identify effective RLSF marketing channels and promote RLSF among potential investors and lenders, through these channels (partner websites, brochures, conferences, etc.);
    • Contribute to define the strategy and conditions per country. Develop and maintain country cover notes;
    • Develop and regularly identify a pipeline of IPP projects for RLSF’s initiative, including participating in marketing and events relevant to the implementation of RLSF;
    • Contribute to the definition and updating of RLSF’s pricing strategy;
    • Coordinate with the Portfolio and Risk Teams on updates to the underwriting guidelines in the Operations Manual relevant to RLSF;
    • Upon request by ATIDI’s Management, support with communication to potential future investors and stakeholders in respect of RLSF as well as provide support to ATIDI in responding to queries from donors or any other stakeholders;
    • Identify ATIDI’s needs for further Technical Assistance, identification of potential donors, coordination of mobilization efforts and support Legal in documentation of Technical Assistance (TA) Agreements;
    • Coordinate the reporting requirements from all RLSF partners and compliance with the Framework Arrangement and Financing Agreement(s) entered into with various partners;
    • Manage the accounting of TA expenditure to relevant partners including the confirmation that services that are being invoiced by ATIDI were actually performed and documented, the payments have already been effected by ATIDI and all necessary documents have been presented and are in line with regulations/ standards;
    • Support ATIDI in managing TA (including budgeting, recruitment of consultants, ATIDI’s internal staff and implementation of any agreed tasks) within the agreed milestones;
    • Propose improvements to the Transparency Tool and follow up on adaptation of the Tool by stakeholders;
    • Support the incorporation of RLSF in the Underwriting System, including improvements to current initiatives in this regard. Support the development of specifications for the underwriting system for changes that are required by RLSF;
    • Improve the expertise and underwriting methodology of RLSF;
    • Coach, train and develop the underwriting competencies of the Underwriting Team on Energy projects. Identify training opportunities for the ATIDI team relevant to underwriting of RLSF transactions;
    • Review energy projects and propose the best underwriting structure. Support underwriters in the review of the transactions themselves (Non-Binding Indication (NBI) and Underwriting stages) if required;
    • Underwrite large/ complex deals;
    • Assist ATIDI in becoming a center of excellence in energy/ renewable energy;
    • Prepare timely reports to the RLSF Steering Committee;
    • Support the periodic audit of RLSF;
    • Manage RLSF including any reporting requirements to external partners;
    • Work with the Chief Underwriting Officer and the Chief Financial Officer in claims determination and payment as well as claims avoidance;
    • Perform other duties as may be assigned to you from time to time.

    Role Specifications

    • A Master’s degree in Business Administration (MBA), Finance, Economics, Banking or other financial service specialization;
    • A Bachelor’s degree in Finance, Economics, Banking or other financial service specialization;
    • CII or CPA/ACCA (an added advantage);
    • A minimum of eight (8) years relevant experience;

    ATIDI: Communications Associate

    Key Duties And Responsibilities
    The key duties and responsibilities of the Communications Associate will be as follows:

    • ATIDI’s Energy solutions

    Support the development and the implementation of a specific Communications plan around the Regional Liquidity Support Facility [RLSF] as below:

    • General logistics and administration support;
    • Support on correspondence with KfW and NORAD on Communications-related functions;
    • Support in the organization of travel;
    • Support in the organization of marketing events and conferences;
    • Support in the translation of documents from English to French and French to English;
    • Preparation of correspondences in French;
    • Update of contact database;
    • Preparation of marketing documents and PowerPoint presentations;
    • Support in the preparation of events collateral;

    General corporate Communications

    • Social media management
    • Develop a social media plan to ramp up ATIDI’s visibility on several identified platforms;
    • Monitor and report on ATIDI’s presence on social media.
    • Editorial
    • Based on guidelines from the Senior Communications Officer, develop the first draft of the CEO monthly Communiqué;
    • Develop ATIDI’s quarterly internal and external Newsletters and ensure dissemination to a validated recipient list;
    • Draft or contribute to the content development of various documents as requested by the Communications team (press releases, reports, memo, briefs etc.).
    • Media, PR and outreach
    • Maintain and grow ATIDI’s media contact database;
    • Support the team in maintaining the organization’s overall contact database;
    • Provide monthly and on-call media monitoring reports on ATIDI and relevant topics.
    • Online
    • Working with the Communications team, monitor and support in updating information and content on ATIDI's website.
    • Events
    • Provide back-office and on-site logistics support as assigned by the Communications team.
    • Quality control
    • Proofread all relevant translated documents, as assigned by the Communications team.
    • The Consultant will participate in the Communications team’s weekly meeting and any other meeting as assigned by the Communications team.

    Role Specifications

    • A Master’s degree in Communications, Public Relations, journalism, Marketing or a related field will be an added advantage;
    • A Bachelor’s degree in Communications, Marketing, Economics, Public Relations or a related field;
    • Professional qualification or post graduate diploma in Communications, Marketing or Public Relations;

    ATIDI: Senior Finance Officer – Treasury and Investment

    • Under the supervision of and reporting to the Chief Financial Officer, the Senior Finance Officer-Treasury and Investment, will be responsible for developing ATIDI’s Investment and Treasury Strategy, Funding Strategy and Asset Liability Management as well as managing and monitoring treasury and investments performance; managing and monitoring the funding structure, economic capital and ensuring capital adequacy and liquidity.

    Key Duties And Responsibilities

    • In charge of developing ATIDI’s investment strategy, capital management strategy and asset liability management strategy;
    • Develop ATIDI’s investment policy, funding strategy and liquidity management strategy;
    • Develop, monitor and manage ATIDI’s bank relationships;
    • Identify fund managers for approval by the CFO and the Management Investment Committee (MIC);
    • Manage the performance of fund managers including setting appropriate performance benchmarks and ensuring that these benchmarks are achieved;
    • Give professional advice on strategic and tactical asset allocation;
    • Manage long-term and short-term cash flow and working capital /liquidity management;
    • Manage balance sheet and day to day liquidity to support the business needs;
    • Balance Sheet Optimisation;
    • Responsible for assets and liability matching, currency risk management and risk mitigation strategies such as hedging;
    • Forecast medium and long-term funding requirements;
    • Design and implementation of strategies to mitigate risks such as financial risk, market risk, credit risk, liquidity risks and capital management risks;
    • Manage and monitor treasury and investments;
    • Analyse and optimize investments return;
    • Oversee the work of the treasury and investments department and ensure that all transactions are properly booked in an accurate and timely manner;
    • Review all investment accounts and ensure balance sheet reconciliations are done on a monthly basis and all reconciling items are resolved in a timely manner and that all balances are agreed with all counterparties;
    • Ensure valuations of all investments is conducted in accordance with IFRS and advise on compliance with IFRS on our investments and capital strategies;
    • Explore and propose new investment opportunities and different classes of investment to the MIC;
    • Produce monthly report and dashboards on investments including the macro and microeconomic outlooks guiding the short term and long-term investment strategy;
    • Coordinate with bank and asset managers;
    • Work closely with the Membership Department/Unit to manage capital (update on share valuation recommendation, dividends, share buy-back, etc.);
    • Work on due diligence processes for financial institutions and other investment proposals;

    ATIDI: Senior Underwriter

    Nature And Scope
    Under the supervision of, and reporting to the Chief Underwriting Officer, the Senior Underwriter’s key duties and responsibilities will be as below:
    Key Duties And Responsibilities

    • Generate business through marketing activities and increasing the visibility of ATIDI. This involves meeting one-on-one with clients and prospects and attending different marketing events organized by ATIDI or ATIDI’s business partners;
    • Assist to organize/manage awareness events in countries of responsibility;
    • Support underwriting business through:
    • Screening business enquiries based on eligibility criteria;
    • Assessing the risks of the proposed transactions and produce a report of the risk to convince approvers to accept the risk;
    • Issuing non-binding/indicative term sheets;
    • Arranging reinsurance for transactions requiring reinsurance support;
    • Preparing of policy documents; and
    • Educating policy holders on the A-Z of the policy they are about to sign.
    • Manage and monitor the underwritten risk - Support and guide the Principal Portfolio Services Officer in:
    • Ensuring timely payment of premiums;
    • Following up on any outstanding documentation/information from policyholders and
    • Continuously monitoring the assigned portfolio, pre-empting any potential risk events thereon; and promptly bringing such to management’s attention.
    • Support generation of reports such as Underwriting reports, Broker reports, Marketing reports, Mission/back to office reports, Underwriting Department country marketing plan and activity reports, Policy wordings and any other Management reports;
    • Assist the Claims Department to manage claims particularly risks under Watch list, and support on recovery initiatives;
    • Implement effective people management initiatives including:

    • Screen and assess proposed transactions against ATIDI’s underwriting eligibility criteria;
    • Issue non-binding indications (NBIs) on eligible insurance applications;
    • Underwrite energy and renewable energy deals and identify & evaluate all relevant commercial and political risks relating to proposed transactions and make sound underwriting recommendations to the Chief Underwriting Officer;
    • Negotiate terms and pricing and to review Insurance Offer Letters for compliance with agreed terms;
    • Draft and negotiate proposed insurance policies for consideration and approval by ATIDI’s Senior Management, and support the Portfolio Services Team in administering and monitoring existing insurance policies;
    • Support the underwriting team in reviewing and underwriting large/ complex, structured or project finance-based deals (energy, renewable energy, infrastructure);
    • Where necessary, to seek and place re-insurance among ATIDI re-insurers and other insurance companies in the international market;
    • Develop effective client relationships, with a focus on ATIDI’s partners in the Energy Sector, including and not restricted to Donors, Development Financial Institutions, Developers, Brokers, Multilaterals, Utilities and Information Providers;
    • Support the RLSF Coordinator develop reports for external partners;
    • Work with the Chief Underwriting Officer and the Chief Financial Officer in claims determination and payment as well as claims avoidance;
    • Work with the Chief Underwriting Officer and RLSF Coordinator in developing and executing an annual business plan and budget;
    • Work with the RLSF Coordinator, and external consultants where possible, in developing suitable insurance or guarantee products for the benefit of distributed energy projects (e.g. off-grid, C&I, etc.);
