    Climate Change Adaptation Programme Officer

    Functional Responsibilities

    Under the direct supervision of the Global Coordinator Adaptation Policy and Partnerships, specific areas of work for the Climate Change Adaptation Programme Officer will include:

    • Provide assistance and project management, monitoring and reporting for specific implementation phases of the Adaptation and Resilience Programme Coordination Project across UNEP divisions.
    • Organize adaptation webinars, virtual conferences, events/sessions and regular communications with project partners, taking care of the logistics and liaising with the relevant UNEP team for technical content.

    Support the implementation of the UNEP pledge to the UNFCCC’s Nairobi work programme (NWP), including the Lima Adaptation Knowledge Initiative (LAKI):

    • Support the implementation of LAKI phase II in subregions,
    • Support the scaling up of the LAKI to new subregions,
    • Coordinate and provide inputs to relevant NWP processes.
    • Support the development, delivery and organization of workshops, trainings, webinars, and other events.

    Support the development, and coordination of partnership and policy influencing activities for adaptation and resilience:

    • Internal (e.g., GAN, Copenhagen Climate Center, relevant UNEP offices and programmes, GAN Europe network)
    • External (e.g., Coalition of Finance Ministers for Climate Action, Climate Resilience Food Systems Alliance, and other climate adaptation programmes and networks, etc.) and strengthen UNEP engagement with organizations and groups engaged on adaptation.
    • Performs other duties as required.

    Qualifications/special skills

    • The candidate should possess a master's degree in environment-related sciences, climate change or related fields is required.
    • A first level university degree (bachelor or equivalent) with two (2) additional years of professional experience will be accepted in lieu of a Master’s degree.
    • At least five years’ experience working in the field of climate change adaptation, ecosystem management and sustainable development is required
    • Experience in policy engagement and coordination in the area of climate change adaptation, nature-based solutions and ecosystem management is required.
    • Experience in planning and organizing workshops and conferences on climate change or energy with an international audience, particularly on-line events.
    • Strong Knowledge of the UNFCCC (United Nations Framework Convention on Climate Change) processes and the international climate governance related to the Paris Agreement, in particular adaptation and loss and damage.
    • Experience in project management and coordination.
    • Experience in institutional analysis and arrangement will be a strong asset.
    • Sensible multicultural awareness and ability to work in an interdisciplinary and international environment is desired
    • Knowledge of nature-based solutions is desired IT (Information Technology) and programming skills (e.g., excel, etc.) is desired
    • Experience working with emerging and developing countries is desired

    Languages

    • The working language at UNEP is English. Therefore, fluency in English is required, with an emphasis on both speaking and writing skills. Fluency in either Spanish and/or French is highly desired. Additional fluency in any other UN language is an asset.

    Open Data Technical Officer

    Duties & Responsibilities

    • Familiarize with existing databases and systems and develop a detailed work plan for the overall consultancy assignment, identifying the various milestones with clear timelines.
    • Perform a detailed review of existing documentation on system assessment and corresponding policies and guidance and provide written substantive and technical recommendations.
    • Development / re-development of the database system, including cleaning and transforming procedures.
    • Through the UNEP Enterprise Data Warehouse, integrate various datasets required for the Open Data Portal and other related UNEP portals and applications ensuring consistency of project portfolios from the various UN Umoja modules, in particular the Integrated Program Management Report (IPMR).
    • Analyze, design and develop the software application of the Open Data Portal, and other related UNEP portals and applications as required, including any necessary system interfaces, integration processes, automation of relevant data flows, and APIs required.
    • Perform systems development related to the implementation of the portals, covering recommendations provided and project portfolio cleaning and synchronization with IPMR and QBR.
    • Implement the system’s overhaul based on UI/UX design.
    • Provide web application administration and maintenance of Open Data Portal, and other related UNEP portals and applications as required covering
    •  web application performance analysis,
    • content and software updates,
    • maintenance and troubleshooting,
    •  technical support,
    •  optimization
    • data analysis, visualization, and extraction.
    • Produce of all the required supporting documentation of the systems, including written and visual reports on relevant upgrades that increase the Open Data Portal and, and other related UNEP portals and applications as required visibility and traffic and implementation.

    Qualifications/special skills

    • An advanced degree (master’s degree or equivalent) in computer science, data science, information management, advanced statistical analysis, information technology or software engineering is required.
    • Computer skills & competencies: High proficiency in at least four of the following: React, MS SQL, Aps.net, C-sharp, PHP, JavaScript, MySQL databases, Power Apps, Teams, SharePoint Online is required.
    •  In-depth knowledge of AGILE methodology is required.
    • Experience in database development and archiving, software systems analysis, design, and development is required.
    • Experience in complex web application projects, experience with UN agencies or international organizations is an asset is required.
    • Experience in developing workflow automation and service request tracking solutions is required.
    • Experience working in teams, including coordination of junior members and in engaging with clients is required.
    • Working with multicultural teams would be an advantage is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required for this post.
