    DevOps/Backend Developer D-Team

    The main task will be to support the creation of an optimal development experience for various digital initiatives with a solid platform in Kubernetes-based cloud infrastructure. The initial focus will be to contribute to the ongoing development of existing NRC infrastructure and improve our infrastructure’s resilience, security, performance, and cost-effectiveness. Working on some fast-moving and dynamic projects the position will directly influence NRC’s ability to improve the lives of millions of people in an ever-changing world.

    What you will do

    You will work closely with other members of NRC’s D Team (Digital Transformation Team) to improve NRC infrastructure (Backbone)’s resilience, security, performance, and automation opportunities. You will provide developers with useful tooling to develop, deploy The position will also contribute to providing strategic direction, development/security standards, DevOps training for other technical staff to improve and leverage overall development practice in NRC. Some of your day-to-day tasks will include;

    • Maintain and up keeping of NRC’s Kubernetes (Staging + Production) clusters – hosting global applications, including data backup and restore functions;
    • Write manifests and manage automated deployment of application stacks to NRC’s Kubernetes clusters;
    • Setup and maintain automated CI / CD workflows (Continuous integration & continuous delivery);
    • Prepare technical documentation and specifications on a regular basis;
    • Create unit test plans; contribute to functional/UAT test plans as needed;
    • Provide technical oversight of external consultants’ work that includes custom design and assist in handover of these to NRC (to ensure long-term ownership);
    • Support the recruitment of future NRC technical staff and support the evaluation of external technical consultants;
    • Perform data migration and other integration work in a safe and controlled environment – validating these actions before going to live (production) systems;
    •  Communicate and represent NRC with partners, consultants, and service providers at a technical level.

    What you will bring

    • Bachelor degree in computer science, software engineering, or related subjects, or demonstrable expertise in the field;
    • Advanced analytical skills and problem-solving attitude;
    • Excellent interpersonal and communication skills;
    • Capable of operating in an "Agile" environment and high levels of uncertainty;
    • Comfortable working remotely within a geographically distributed team;
    • Fluency in written and spoken English. Other languages are an asset;
    • Working knowledge of automating infrastructure in a cloud environment, preferably Azure;
    • Previous experience in working with infrastructure as code(Terraform) and service mesh (Istio): Ability to comfortably use and configure Istio Service Mesh features, such as: 
      • Authorization Policies
      • Ingress and Egress gateways (with or without SNI proxy-)
      • Request Authentication Policies
      • Virtual services, Gateways
    • Knowledge and implementation of containerization and container orchestration: We use Docker, Kubernetes, Kustomize, etc;
    • Preferable skills in Cloud security and cloud network;
    • Application operations knowledge (Backups, monitoring, deployment) will come in handy;
    • Knowledge of one or more programming language (Go, Python, etc) and/or scripting language would be desired.

    Shelter and Settlements Specialist - Roster

    As a Shelter Specialist or Shelter Programme Development  Manager (PDM), you will be responsible for the technical and strategic development of the Shelter and Settlements Core Competency (CC), and you will provide strategic direction and quality assurance for NRC programming. In both cases, you will be responsible for mentoring, training and capacity building staff. You will also take a lead role on advocacy and coordination, as well as programme design and proposal development for the fundraising for the CC.

    You will be part of the of the Programme Unit (PU) and contribute to the strategic direction of the Core Competency.

    You will be responsible for the following:

    • Develop Shelter and Settlements country strategy and develop technical guidance that are aligned with regional and global strategies and priorities
    • Follow up on compliance with contractual commitments, ensure high technical quality and synergies in project implementation
    • Identify trends technical standards and provide technical direction and project implementation support
    • Provide systematic training and build capacity of staff in S&S approaches including cash-based interventions and market-based programme
    • Contribute to fundraising, developing and revising funding proposals, budgets and donor reports
    • Represent NRC in relevant forums/clusters, including with national authorities and donors
    • Promote the rights of refugees, IDPs and returnees in line with the advocacy strategy

    In addition, as PDM, you will also be responsible for:

    • Overall management of project staff
    • Coordinating and managing S&S project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements

    What you will bring

    • Minimum 5 years of experience within technical expertise area in a humanitarian/ recovery context
    • Minimum 2 years of Shelter and Settlements expertise (as Specialist, Technical Adviser or Project Manager)
    • Bachelor's degree or similar in relevant field
    • A clear interest and understanding of humanitarian issues from emergency to protracted crisis
    • A clear interest and understanding of Protection Mainstreaming (Safe & Inclusive Programming)
    • Experience from working in complex and volatile environments
    • Skills in market analysis, cash-based interventions and market-based programmes
    • Excellent analytical skills and communication skills in writing and speaking
    • Fluency in English both written and verbal; in addition, proficiency in French is required based on the contextual needs (Central and West Africa)

    Livelihoods and Food Security Officer - Kakuma

    The Project Officer is responsible for the day-to-day implementation of the Livelihoods and Food Security (LFS) activities in Turkana West, Turkana County, Kenya.  The Project Officer is responsible for supporting the implementation of LFS activities in Kakuma camp, Kalobeyei settlement and surrounding host communities and supporting programme development through assessments, stakeholder engagement and coordination.  This includes supporting the development and delivery of NRC’s market-based skills training in selected value chains (including online/digital skills and energy) and entrepreneurship and business development training, mentorship and support to refugee and host community, youth and local small and medium-sized enterprises (SMEs) in partnership with other organisations and private sector actors.

    Responsibilities

    • Provide technical support in the Design, implementation, monitoring and evaluation of the NRC livelihood activities in Kakuma & Kalobeyei.
    • Undertake or organise assessments in relation to employment and income generation opportunities for refugee and host community youths.
    • Explore opportunities for digital livelihoods for youths and create linkages with relevant partner organisations and online platforms in coordination with private sector actors including social enterprises
    • Facilitate training of programme participants on agricultural enterprises to increase income generation for the participants
    • Facilitate the establishment and running of workspaces for freelancing in Kalobeyei settlement and Kakuma camps for refugee and host community youths engaged in digital livelihoods.
    • In coordination with other LFS actors in Kakuma identify potential value chains in Kakuma, analyse them and select a few ones that NRC can focus on developing for benefits of youth groups and SMEs in the area.
    • Create linkages between SMEs and credit institutions and facilitate agreements on favourable lending and repayment terms.
    • Plan, coordinate and work closely with the other core competency teams, particularly Education for skills training activities and ICLA for legal support and civil documentation issues.
    • Design and coordinate baseline surveys, market assessments, conduct feasibility studies and Identify Livelihood opportunities in line with Graduation approach model and supervise the smooth start up and running of selected livelihood projects.
    • Provide technical direction, leadership and training to the livelihoods beneficiaries on business planning, income generation, group savings and loans, revolving funds, vocational skills training and strengthening of small scale businesses for the beneficiaries to enhance their self-reliance.
    • Participating in proposals development and budgeting for new projects in accordance with the provided guidelines and standards
    • Responsible for overseeing implementation of livelihood project activities in accordance with approved time schedules, budgets.
    • Responsible for promoting and facilitating refugee and selected vulnerable host community youths and other vulnerable groups to participate in business planning, VSLA works and other post training activities.
    • Represent NRC in Livelihood Sector and working group meetings in the Camps and where relevant in other locations. Liaison with NRC partners (local authorities, others) and other stakeholders (returnees, host community, community leaders, CBOs, NGOs, UN) on food security and other related issues, and sharing information as requested and agreed with the Area Manager.
    • Conduct end team and midterm performance appraisal review meetings with LFS Assistants. Ensure timely outcome/output monitoring and post-distribution monitoring (PDM) for all LFS projects. Participate in the area level PCM and other coordination meetings
    • Perform any other duties and responsibilities assigned by the supervisor or designate.

    Qualifications

    Professional competencies

    • Experience working on Livelihoods or Food Security projects in a humanitarian/recovery context
    • Experience in implementing livelihoods activities, especially capacity building  or training on agricultural value chains, digital livelihood skills to employment or income generation opportunities, developing business plans, supporting SMEs to grow and assisting refugees or other host community vulnerable groups to access credit and legal documentation
    • Previous experience from working in complex and/or protracted displacement situations is desirable
    • Experience of carrying out market assessments
    • Understanding of market-based livelihoods programming
    • Documented results related to the position’s responsibilities
    • Fluency in English both written and spoken

    Specific skills, knowledge and experience

    • Bachelor of science degree in agriculture, agricultural sciences, business management or related subject.
    • At least 3 years’ experience working in livelihoods and food security sector, and on crops and livestock value chains.
    • Good practical knowledge on facilitating training for rural households on crop production and poultry husbandry
    • Knowledge of the local context is preferable
    • Good level of competency in working with social enterprises, online marketing/work platforms is desirable.
    • Proven skills and experience in report writing.
